The Twitter post from Dubai’s state-run media office said that a fire was reported to have erupted on a ship at the Jebel Ali port and that a team of firefighters was working to control the blaze. Officials said there were no immediate reports of casualties. The extent of the damage caused by the explosion to the port and surrounding cargo was not immediately clear. In his inauguration speech, the new president — who exerts little power, with the prime minister wielding executive authority — warned that Israel’s “common ethos and shared values are more fragile than ever.” “Baseless hatred, polarization and division are exacting a very heavy price… the heaviest price is the erosion of our national resilience,” said Herzog. “My mission, the goal of my presidency, is to do everything to rebuild hope,” he added. During his speech, Herzog also stressed the country’s obligation toward its minorities, urging the government to battle crime in Arab communities.     Israeli Naval Power: An Essential Factor in the Operational Battlefield Zeev Almog Although the State of Israel has always been threatened from the sea, preparing for the threat was not an important priority for the state’s leaders, as reflected by the resources that were allocated to the navy. However, once long range missiles appeared in the naval arena (in the 1960s), it became clear that the navy’s vessels and the air force’s planes were not capable of coping with this challenge. Another change occurred following the Yom Kippur War and in no small measure as a product of the war, when the threat to Israel from the sea developed and assumed unprecedented proportions. As a result of their defeat in the naval theater in the Yom Kippur War, Arab fleets (with Western support) significantly increased their strength, mainly by acquiring high quality missile boats, submarines, and naval helicopters, and by fortifying their coasts and turning them into independent command centers. At the same time, technologies and naval arms were upgraded. The result was a changed naval theater, and an increased threat to Israel from the sea. Salvos of long range missiles (300 miles and more) with warheads with great explosive strength and pinpoint precision strike capability could henceforth be launched from surface vessels and submarines deep into Israeli territory. Ninety-eight percent of Israel’s cargo passes through the state’s maritime space, which adds a level of vulnerability from this theater. In addition, in the 1970s maritime terror attacks began to increase. They occurred at sea1 and/or on Israel’s coasts (some of these attacks to the country’s soft underbelly were among the worst that the State of Israel has experienced to this day), particularly because most of the state’s Rear Admiral (ret.) They have closely followed the devel- opment stages for ensuring a positive outcome. The SHALDAG was developed and built by Israel Shipyards Ltd. (ISL), and was upgraded several times over the years based on combat experience gained. The original design was aim- ing at the ‘50-50’ formula, which means 50 tons displacement and 50 knots speed. Since at the time of development there was no similar craft that could reach the 50 knots speed, there was a need to construct a proto type. The first SHALDAG MK I was therefore built in 1989 and launched in 1990 to answer the concept of fast and highly manoeuvrable craft, self financed by ISL. Intensive series of sea trials were carried out to confirm that the defined performance was indeed achieved. Over the years, and due to dif- ferent customers’ requirements, the full load dis- placement increased to 58 tons and speed decreased to 47 knots.
