March, 2018 Check regular updates via ERPI website: www.iss.nl/erpi ERPI 2018 International Conference - Authoritarian Populism and the Rural World The rural roots of the rise of the Justice and Development Party in Turkey Burak Gürel, Bermal Küçük, Sercan Taş 1 Introduction The uninterrupted rule of Recep Tayyip Erdoğan’s Justice and Development Party (Adalet ve Kalkınma Partisi, AKP hereafter), since the general election on 3 November 2002, represents the peak of Turkish Islamism. Over the last fifteen years, the AKP has significantly transformed the Turkish economy, as well as its society and politics. In the economic realm, the AKP privatized the great majority of the state-owned enterprises, completing the job that the (relatively) secular parties of the center (right and left) undertook in the 1980s and 1990s. In other words, Turkish neoliberalism has been consolidated under AKP rule. On the other hand, by supporting the Islamist bourgeoisie much more so than the secular bourgeoisie through generous government contracts, state bank credits, and other favoritisms, the AKP has made significant progress (although not yet completed) in altering the balance of power in favor of the Turkish bourgeoisie’s Islamist wing. -

Turkey - Sudan Strategic Relations and the Implications for the Region
Turkey - Sudan strategic relations and the implications for the region Shaul Shay January 2018 The visit of Turkish President Recep Tayyip Erdoganin Sudan and the " Suakin island deal " have heightened an already tense political situation in the region. Turkey is seeking to expand Turkey's influence beyond the Middle East to Africa in a bid to transform Turkey from the regional state into a sort of neo-Ottoman Empire. As a part of the new strategy, Turkey inaugurated its largest foreign military base in the world on September 30, 2017, in Mogadishu, Somalia.1 The Sudanese-Turkish relations have their roots in the history of the two nations since the days of the Ottoman Empire that ruled wide swaths of the Muslim World, including the Sudan. Turkish President Erdogan accompanied by a large delegation, has arrived in Khartoum on December 24, 2017, on a two-day official visit, making the first trip by a Turkish president to Sudan. This visit to Sudan is the second by Receb Tayyip Erdogan. The first was in 2006 when he was a prime minister. Sudan is seen as a gateway to Africa helping Turkey to increase its diplomatic, military and economic presence across the continent. The Sudanese-Turkish relations had continued to gear up in the political, economic, military and cultural spheres and Turkey has supported Sudan politically over the years in the efforts to get US sanctions lifted. The delegation that accompanied Erdogan included: Defense Minister Nurettin Canikli, Turkish Chief of General Staff Hulusi Akar, Foreign Minister Mevlut Cavusoglu, Education Minister Ismet Yilmaz, Agriculture Minister Ahmet Esref Fakibaba, Energy Minister Berat Albayrak, Culture and Tourism Minister Numan Kurtulmus, Transport, Maritime Affairs and Communications Minister Ahmet Arslan, Economy Minister Nihat Zeybekci, and 150 Turkish businessmen.2 The two sides discussed bilateral relations and ways to enhance cooperation as well as issues of common concern. -

Brief Analysis Turkey's incoming government reflects the regionalization of political power, outsize influence from religious schools, and the sidelining of Kurds and women, as well as pointing to the emergence of an exclusive governing-party system. ollowing the May 5 resignation of Prime Minister Ahmet Davutoglu, delegates of the ruling Justice and F Development Party (AKP) elected Binali Yildirim, the former transportation minister and one of President Recep Tayyip Erdogan's closest political allies, as AKP chair and prime minister. On May 24, following Erdogan's approval, Yildirim announced Turkey's sixty-fifth government. The new cabinet includes twenty-seven ministers, including the prime minister and five deputy prime ministers. Twelve ministers have been reassigned, and eight new members have been added. The cabinet's composition reveals important, and troubling, trends for Turkish politics and the AKP, among them the regionalization of political power and the near exclusion of Kurds and women. An Unrepresentative government I n forming its eighth consecutive government since 2002, the AKP has assembled a leadership apparently far less representative of Turkey than the previous lineups. Broadly speaking, the new government does not reflect Turkey's diverse geographical regions and ethno-religious composition. -

The University of Chicago Personal Party: Erdoğan’s Consolidation of the AKP & Constraints of Elites in Turkey by Thomas LoCoco Blaubach August 2021 A paper submitted in partial fulfillment of the requirements for the Master of Arts degree in the Master of Arts Program in the Committee on International Relations Faculty Advisor: John J. Mearsheimer Preceptor: Gentry Jenkins Abstract This paper demonstrates a political executive’s emergence as a personalist leader within a political party through the bureaucratic means of influencing the duration of time in office of high-level cabinet elites that pose as competition and constraints to his leadership role. Due to the restrictions on a leader’s decision-making and power from the effects of “institutionalization” among cabinet elites, a leader with the intentions of becoming a personalist leader may employ the strategy of rotating elites frequently to inhibit the process from developing and restraining their individual power. This research demonstrates the use of this rotating strategy during Erdoğan’s terms as leader of Turkey. An aspect of the Turkish president’s incremental consolidation of power within the Justice and Development Party (AKP) has been by decreasing the term duration of elites in the Turkish cabinet through frequently rotating these elites from high-level positions to the extent of breaking down institutionalization and aiding his emergence as a personalist leader. Remarkably, the successful implementation of the rotation strategy is uncommon in state systems with competitive elections. By observing the increasingly short duration of the terms of Turkish cabinet elites, an element in the process of Erdoğan’s personalization of power is displayed in a nominally democratic system. -

Günümüzde internet ve sosyal medya siyasal aktörler tarafından sıklıkla siyasal iletişim aracı olarak kullanılmaktadır. Bu çalışmada, Cumhurbaşkanı ve hükümet üyelerinin 11 Mart 2017 Türkiye-Hollanda diplomatik krizine dair Twitter’daki paylaşımlarının neler olduğu ve bu paylaşımlara geleneksel kitle iletişim araçlarında ne kadar ve nasıl yer verildiği sorgulanmıştır. Çalışmanın tarih aralığı 11 Mart-21 Mart 2017 olarak belirlenmiştir. Çalışmada Jean-Marie Domenach’in beş propaganda kuralından ve içerik analizi yönteminden yararlanılmıştır.
