Introduction Wastewater is water whose physical, chemical or biological properties have been changed as a result of the introduction of certain substances which render it unsafe for some purposes such as drinking. The day to day activities of man is mainly water dependent and therefore discharge ‘waste’ into water. Some of the substances include body wastes (faeces and urine), hair shampoo, hair, food scraps, fat, laundry powder, fabric conditioners, toilet paper, chemicals, detergent, household cleaners, dirt, micro-organisms (germs) which can make people ill and damage the environment. It is known that much of water supplied ends up as wastewater which makes its treatment very important. Wastewater treatment is the process and technology that is used to remove most of the contaminants that are found in wastewater to ensure a sound environment and good public health. Wastewater Management therefore means handling wastewater to protect the environment to ensure public health, economic, social and political soundness (Metcalf and Eddy, 1991). 1.1 History of wastewater treatment Wastewater treatment is a fairly new practice although drainage systems were built long before the nineteenth century. Before this time, “night soil” was placed in buckets along streets and workers emptied them into “honeywagon” tanks. This was sent to rural areas and disposed off over agricultural lands. In the nineteenth century, flush toilets led to an increase in the volume of waste for these agricultural lands. Due to this transporting challenge, cities began to use drainage and storm sewers to convey wastewater into waterbodies against the recommendation of Edwin Chadwick in 1842 that “rain to the river and sewage to the soil”.

The period of investigation coincides with Yeltsin’s presidency. The focus is on how the legitimation rhetoric was adjusted both to changing circumstances over time and to three main audiences: the Russian domestic population, the Russian domestic elites and the international community. In order to analyse the contents of the legitimation formula a framework was developed which divided the different arguments used by the Russian leadership into six main categories (democratic, national, charismatic, eudaemonic, external and negative arguments). The material selected for analysis had to relate to basic features of statehood.

    RCN DIVING BRANCH HISTORY – Part One By Chuck Rolfe – 2014 Prior to the early 1950’s, all diving in the Royal Canadian Navy(RCN) was conducted using Standard Dress(Hardhat/Mk 5 helmet)equipment, with Navy Divers(DV) being trained by the Royal Navy(RN) at Whale Island in Portsmouth Harbour, England. Volunteers of Men from the RCN came from various Trades within the Navy and, when trained as DV’s, wore a small hardhat badge on their right sleeve, six inches up from the cuff. He would then be employed as a Diver or, returned to be employed in his primary Trade, with the proviso that he may be called upon to complete any diving tasks required. The earliest date I could locate for Divers being employed in Canada, was from an article from the 1992 Old Farmer’s Almanac “The Morning That Halifax Was Blown to Smithereens” and in a book “A Thousand Brave Canadians”, which stated there were two Divers in the water, an RCN Chief Master‐at‐Arms(MAA) supervising and six men manning the handpumps. After the explosion, the MAA, both Divers and one RN(R) AB Newfoundlander on the handpump were living, while five handpumpers had expired. The Chief MAA was awarded the MBE, while the AB Newfoundlander was awarded the Meritorious Service Medal(Naval). This largest man‐made explosion(prior to the Atom Bomb)was caused by the Norwegian steamer IMO crashing into the French munitions ship MONT BLANC in the Halifax Harbour narrows on 6 December 1917. During World War Two(WW II), from 1939 to 1945, most of the training of RCN Divers was conducted on both the East and West Coasts of Canada, although some Officers continued training in Portsmouth, England.
