Members of the public: Christine Evans, Roger Helliwell ITEM 1 (636) PUBLIC FORUM Roger Helliwell was concerned about the absence and condition of existing footway to Cowbridge from Ystradowen. Rhodri confirmed that the 106 agreement through the Edenbrook development in Ystradowen would provide funds to complete the footway. Problems with overhanging branches and the condition of the existing footway should be reported to the Vale through the Clerk. Christine Evans reported that Christmas Celebrations at Hendrewennol had been cancelled and the covers on the poly tunnels had not all been removed, as advised in the planning approval notice. Clerk to report to Enforcement Unit. ITEM 2 (637) RECEIVE APOLOGIES Bill Fawcett, Glyn Jenkins, Nick Craddock and PCSO Kieran Byrne . ITEM 3 (638) DECLARATION OF MEMBERS’ INTERESTS Andrew Foyle declared an interest in the planning application for Maendy Ganol, completed a pro forma and left the meeting for any discussions concerning this application. ITEM 4 (639) The minutes of the meeting on 3rd November 2015 were approved and signed. ITEM 5 (640) POLICE REPORT There were no recorded crimes in the area in November ITEM 6 (624) MATTERS ARISING The working party at the pond had been successful and thanks go to everyone who helped out. ITEM 7 (641) REPORT FROM RHODRI TRAHERNE Police: Rhodri would be meeting Alun Michael, Police Commissioner and asked for any issues Councillors would like raised Hendrewennol: Rhodri explained the complexity of the situation involving several Council Departments and included establishing a historical perspective.

    The Vale of Glamorgan Council/Cyngor Bro Morgannwg Contaminated Land Inspection Strategy February 2005 VALE OF GLAMORGAN COUNCIL CONTAMINATED LAND INSPECTION STRATEGY JANUARY 2005 First Prepared by Michael Jenkins - April 2001 Contaminated Land Officer Reviewed by George Cowie Pollution Control Officer Executive Summary This Contaminated Land Inspection Strategy has been prepared by the Vale of Glamorgan Council to fulfil the legal requirement of Part IIA of the Environmental Protection Act 1990. Pt IIA came into force on the 1st July 2001 and provided a new regulatory standard for the identification and remediation of historically contaminated land. This strategy document updates the previous strategy document, which was first published in April 2002, and details the methodology to be employed by the Vale of Glamorgan Council to implement it's duties under Part IIA of The Environmental Protection Act (EPA), 1990. The document reveals the inspection process and sets time scales for completion that will be used by the Vale of Glamorgan Council. The EPA defines contaminated land as any land where there appears to be a significant risk of significant harm to human health and or controlled waters due to substances in, on or under the land. In determining whether land is contaminated local authorities, including the Vale of Glamorgan, must use the principle of Pollutant Linkage. That is a link must be found between a source of potential contamination and a receptor, such as a watercourse or future or current users of a site. All three parts of the linkage, that is source, pathway and receptor, must be present before any land can be designated as contaminated.

    WELSH ST DONATS COMMUNITY COUNCIL CYNGOR CYMUNED LLANDDWUDD www.welshstdonats.co.uk June 2020 Due to current events, the Community Council cancelled a meeting in April and the AGM in May, however we are exploring the possibility of holding a remote ordinary meeting, in line with guidance from Wales Audit and the Welsh Government. An agenda will be posted on the website and notice board in the bus shelter at Welsh St Donats. No date has been set yet, but please keep an eye on the website for details and let me know of any issues you would like raised so they can be added to the agenda. An AGM will held later in the year. In the meantime, the Community Council has been operating as it normally does between meetings.     WELSH ST DONATS COMMUNITY COUNCIL CYNGOR CYMUNED LLANDDWUDD MINUTES OF COMMUNITY COUNCIL REMOTE MEETING ON 23rd June 2020 PRESENT: Councillors Emma Hall (Vice Chair), Mark Hastings, Nick Craddock and Graham Duffield. 1 (547) PUBLIC FORUM: No member of the public attended the meeting and no requests for items for the agenda had been received. It was agreed to consult OVW for advice on possible ways of including members of the public in remote meetings. 2 (548) RECEIVE APOLOGIES: Councillors Ann Thomas, Peter Castle and Glyn Jenkins 3 (549) DECLARATION OF MEMBERS’ INTERESTS: Mark Hasting declared a potential conflict of interest in reported concerns over possible business activities at a farm in Prisk (see Item 11). A proforma had been circulated with the agenda to all members. Mark Hastings would sign the proforma and leave the meeting for any discussion. The Clerk, as a neighbour to the farm, also declared a potential conflict of interest and, on advice from One Voice Wales, would leave the meeting for any discussion and request the Chair record the minutes of any discussion and any decision taken. ACTION: Mark Hastings to return the completed proforma to the Clerk. 4 (550) MINUTES AND AGENDA: Minutes of the meeting on 3rd March 2020 and the agenda for this meeting were approved and signed. 5. (551) POLICE REPORT: No report had been received, but it was agreed to invite a representative of SW Police to future remote meetings and request, if possible, a report if no one was able to attend. ACTION: Clerk to invite SW Police to next meeting 6 .(552) REPORT FROM COUNTY COUNCILLOR MICHAEL MORGAN: No report had been received, but it was agreed to extend an invitation Michael to attend future remote meetings and request a report if he was not able to attend.

    WELSH ST DONATS COMMUNITY COUNCIL MINUTES OF COMMUNITY COUNCIL MEETING ON 7th November 2017 PRESENT: Councillors Nick Craddock (in the Chair except for item 7.1), Glyn Jenkins, Peter Castle, Ann Thomas, Graham Duffield, Andrew Foyle and Emma Hall (in the Chair for item 7.1). Members of the public: Rhidian and Christine Evans (Cae Carw), Gerald Keen and Thomas Smith (Hendrewennol), and Bridget and Joseph Craddock (Ffald-Wen). 1 (98) PUBLIC FORUM: Christine Evans reported that events during Halloween at Hendrewennol over ran the time scheduled, evenings were noisy and traffic caused problems. The police had been called to her house as gunfire had been reported during the events. Christine told those present that she and her husband encourage and protect the wildlife on their farm and this involved shooting preying vermin A Firearms Officer inspected her premises and no further action was taken. She noted that this was the fourth time a person living in Heol y March had been reported to the Police by the owners of Hendrewennol. She asked at what point all these police reports by Hendrewennol become a waste of police time. Bridget Craddock spoke for Tristan Palmer-Morgan who could not be present and read out an email from him. His house is close to the road and the heavy traffic rumbling past during Halloween at Hendrewennol disrupted and distressed their household and their children’s bedtime was disturbed by the shouting and screaming from the Halloween event. The family felt unable to walk around the village during events with the increased traffic, the enforced one way system in place and their previous experience of near-misses when walking the lane during events.
