Development Plan WSLM: Walter Sisulu Local Municipality Mayor’s Foreword CLLR B KHWEYIYA, MAYOR President of the Republic of South Africa, Mr Cyril Ramophosa, during his maiden State of the Nation Address on 13 February this year, “ It is 30 years since Nelson Rolihlahla Mandela walked out of the gates of Victor Verster prison, a moment in our history that signalled perhaps more vividly than any other that freedom was at hand”. What the president was emphasising here is that he wanted us to remember where we coming from as the country. On the 15 March 2020 declared the coronavirus pandemic a national disaster and announced a package of extra ordinary measures to combat this grave public health emergency. On the 23 March 2020 the President Introduced lock down for 21 days with effect from midnight of the 26 March 2020. It is with great pleasure to therefore present the community of Walter Sisulu Local Municipality with our Draft Integrated Development Plan (IDP) for the 200/2021 financial year. Our IDP plays a key role towards redress of imbalances created by the past dispensation and for the realisation of a more equitable society. I present this Draft IDP document to the community of Walter Sisulu. Council would like to encourage all residents, and our stakeholders at large, to familiarise themselves with the contents herein. This is a product of a collective effort achieved through our IDP Process and your support thereof. We appreciate your contribution and urge you to continue to partake in local government processes to ensure effective, democratic and participatory governance. Together we move South Africa forward! _______________________ Councillor B Khweyiya Mayor of Walter Sisulu Local Municipality EXECUTIVE SUMMARY BY MUNICIPAL MANAGER It is with the greatest pleasure that I, Fezeka Ntlemeza, the Municipal Manager of Walter Sisulu Local Municipality, present Draft Integrated Development Plan 2020/2021 financial years. The Walter Sisulu Local Municipality received disclaimer audit opinion for the reported period ended 30June 2019.On the Assessment of the IDP the municipality was ranked High as the document had a lot of improvements. A remedial action plan to address the audit findings has been developed for implementation. Progress on the remedial action plan will be monitored through the oversight and governance structures including audit committee and council. With that being said, political leadership and management and staff worked very hard to ensure that the municipality carried out its mandate of basic service delivery to the community of Walter Sisulu. The following are but some of the deliverables of the municipality during the period under review: 1. The Municipality is finishing the Steynsburg paving proJect 2. The municipality has started finalising the Dannie Craven Stadium 3. 87% of households with basic level of access to electricity 4. Functional portfolio committees in place 5.
