ST STEPHEN-IN-BRANNEL PARISH COUNCIL Minutes of the meeting of the Planning Committee held in the Brannel Room, Fore Street, St Stephen on Wednesday 18th October 2017 commencing at 7.30pm. Present: Chair: Cllr Hatton Vice: Cllr Mrs Yates Messrs: Cllrs Hallett, Sibley, Simpson and Wonnacott MBE Madames: Cllrs Mrs Wonnacott In Attendance: Linda Ranger- Clerk, Ruth Mills – Administrator, Cllr Mills, Cornwall Councillor McLening and 16 members of the public. Cllr Hatton ran through housekeeping procedures. The Chairman advised everyone present that, if they intended to participate in the meeting, they could be recorded, photographed, filmed or otherwise reported about. P105/17 Apologies: It was RESOLVED to accept apologies from Cornwall Councillor Greenslade. P106/17 Declarations of Interest: None P107/17 Dispensation Requests: None P108/17 Public Participation: Dr Marsh spoke in support of application 17/08635 and took questions. Daniel Dunkin spoke in support of application 17/08335 and took questions. Brian Rice spoke in objection to application 17/09149. Reasons given were land drainage issues and parking. John Cook the agent spoke in support of application 17/09149 and took questions from members of the public through the Chair. Tracy Young the agent spoke in support of application 17/09168 and took questions. 38/17 P109/17 Previous Meeting Minutes: It was RESOLVED that the minutes of the ordinary meeting held on Wednesday 20th September 2017 be signed as a true and accurate record. P110/17 Matters Arising: P99/17: Received confirmation from Cornwall Council that the Public Path Order had now come into force. P100/17: There had been an enforcement on the caravans sited at Higher Pennance Farm, Grampound Road, was still on-going. Response received from the Enforcement Officer. P102/17: Enforcement on 17/01793 - Hillside Meadows, Foxhole had been closed. A letter had been sent responding to the decision from the resident who had reported the breach of planning control. Cornwall Councillor McLening had been copied in. P102/17: Enforcement on 17/01708 - Land off Car Park to Kings Arms, Gwindra Road had been closed due to the on-going building work. P111/17 Planning Applications: The following Pre-Planning Application was noted – 17/02489 Hendra Springs, Coombe, St Austell Pre application advice for conversion of redundant pump house to residential dwelling. The following Planning Applications were considered – 17/08635 Rosebank, Resugga, St Stephen The change of use of the property Rosebank from residential annex to registered nursery. RESOLVED: Support as no objections. 17/08335 67 Creakavose, St Stephen Submission of reserved matters (access to the dwelling, design of the dwelling including scale, landscape and layout – boundary treatment, garden and parking area surfacing) following outline approval PA16/09483 for a detached dwelling. RESOLVED: Support as no objections. 17/08964 Iscah, Carpalla Road, Foxhole Single storey extension to bungalow. RESOLVED: Support as no objections. 39/17 17/09149 Land to the rear of ‘The Cottage’ High Street Application for the erection of 4 no. detached dwellings with attached garages. RESOLVED: Object. Members had concerns over highway issues in particular the access to the main road, vehicular movements and parking; environmental issues including flooding, surface water run off onto the main road and neighbouring properties; concerns over sewerage, soak away, land contamination, overlooking onto the neighbouring properties and the detrimental visual impact to the neighbouring properties due to the gradient of the land. 9 members of the public left the meeting at 8.30pm. 17/09168 Land to West of Pollards Mill, Long Lane, High Street Construction of three (3) detached affordable dwellings. RESOLVED: Object. Members had concerns over sustainability and highway safety in particular vehicular access and footpaths. 7 members of the public left the meeting at 8.40pm. P112/17 Planning Decisions: Application Address Parish Council Cornwall Council 17/06313 The Homestead, Creakavose, Support Granted St Stephen 17/06706 Land West Of Greenacres, Object Refused High Street 17/07198 Plot To The East Of Object Granted Egloshellens Farm 17/08298 Higher Pennance Farm, Support as no Granted Grampound Road, Truro objections P113/17 To Receive Correspondence: 1. Appeals Members were advised that an appeal had been lodged under application 16/10632 – Starhyskys, Dowgas, Coombe, St Austell. It was RESOLVED that the original comments of the objection be reiterated to the Planning Inspectorate. 2. Appeal Decision 16/08436 Land east of Ethyan House, Carpalla Road, Foxhole Residential Development of 58 dwellings (this is an affordable lead housing development to include demolition of Ethyan House) SSPC: Object CC: Refused Planning Inspectorate: Dismissed with partial award of costs allowed. 40/17 3. Road Closure Road from Hillhead to Stepaside, Stepaside, St Stephen & Road from Stepaside to Trethosa Hill, Hillhead, St Stephen will be closed 19:00 to 07:00 from 25th to 27th October 2017 due to South West Water carrying out works to their apparatus. 4. Dan Trundle from Origin3 had sent additional information on 17/03624 – Land to the east of Trethosa Road, St Stephen. P114/17 Budget Request 2018/19: It was RESOLVED to request the budget of £200 for 2018/19. P115/17 Information and Answers: 1. Cllr Wonnacott MBE gave feedback on the CALC meeting he had attended. 2. Cllr Simpson advised members he had attended Planning Partnership training. 3. Cornwall Councillor McLening gave feedback on Boundary Review, Housing figures and the Community Network meeting. 4. Cllr Mrs Wonnacott referred to a recent article in the Cornish Guardian that 9% of houses in Cornwall are currently empty. 5. Cllr Mrs Wonnacott advised members that the Tregargus Trust had a social evening with a guest speaker on the 21st November 2017 at 7pm in the Brannel Room. 6. Peter Tremayne b abt 1276 Cornwall Peter/Perys de Tremayne was Lord of the Manor of Tremayne in St Martin in Meneage, Cornwall • Meneage in Cornish……Land of the Monks. Peter named in De Banco Roll lEDWl no 3 (1273) SOME FEUDAL COATS of ARMS by Joseph Foster Perys/Peter Tremayne. El (1272-1307). Bore, gules, three dexter arms conjoined and flexed in triangle or, hands clenched proper. THE CARTULARY OF ST. MICHAELS MOUNT. The Cartulary of St Michaels Mount contains a charter whereby Robert, Count of Mortain who became Earl of Cornwall about 1075 conferred on the monks at St Michaels Mount 3 acres in Manech (Meneage) namely Treboe, Lesneage, Tregevas and Carvallack. This charter is confirmed in substance by a note in the custumal of Otterton Priory that the church had by gift of Count Robert 2 plough lands in TREMAINE 3 in Traboe 3 in Lesneage 2 in Tregevas and 2 in Carvallack besides pasture for all their beasts ( i.e. on Goonhilly) CORNISH MANORS. It was usual also upon Cornish Manors to pay a heriot (a fine) of the best beast upon the death of a tenant; and there was a custom that if a stranger passing through the County chanced to die, a heriot of his best beast was paid, or his best jewel, or failing that his best garments to the Lord of the Manor.

Introduction Cornwall's mining history stretches back 2,000 years; its mineralogy dates from comparatively recent times. In his Alphabetum Minerale (Truro, 1682) Becher wrote that he knew of no place on earth that surpassed Cornwall in the number and variety of its minerals. Hogg's 'Manual of Mineralogy' (Truro 1825) is subtitled 'in wich [sic] is shown how much Cornwall contributes to the illustration of the science', although the manual is not exclusively based on Cornish minerals. It was Garby (TRGSC, 1848) who was the first to offer a systematic list of Cornish species, with locations in his 'Catalogue of Minerals'. Garby was followed twenty-three years later by Collins' A Handbook to the Mineralogy of Cornwall and Devon' (1871; 1892 with addenda, the latter being reprinted by Bradford Barton of Truro in 1969). Collins followed this with a supplement in 1911. (JRIC Vol. xvii, pt.2.). Finally the torch was taken up by Robson in 1944 in the form of his 'Cornish Mineral Index' (TRGSC Vol. xvii), his amendments and additions were published in the same Transactions in 1952. All these sources are well known, but the next to appear is regrettably much less so. it would never the less be only just to mention Purser's 'Minerals and locations in S.W.

With these, as far as possible, we have connected the various points of interest most often visited on excursions from them, so that different sections will serve as small handbooks to Fowey, Falmouth, Penzance, the Lizard, the Land's End, Newquay, Tintagel, and other spots where strangers are most likely to take up their quarters. As usual, we have tried to make our pages both readable and practical, entering into the spirit of the scene without over-loading our descriptive outlines with too much detail, which, in the case of a longer stay at any place, could be sought in local guides and more elaborate works, duly referred to for the benefit of our readers. Our principle is that a guide-book for use by passing tourists may contain too many facts as well as too few, the latter fault, of course, the more unpardonable : our aim has been to avoid either extreme, with regard for proper proportion and the needs of the kind of reader chiefly kept in view.

Made and Printed in Great Britain Record of Sufferings of Friends in Cornwall is a folio volume.with a beautifully embossed brown leather cover, containing in manuscript a full account of the perse­ cution and sufferings endured by Quakers in Cornwall from 1655 to J792. Of these, the first thirty-one years are in the handwriting of Dr. Thomas Lower, son-in-law to George Fox, who was also the transcriber of a large portion of the latter's " Great Journal." After many wanderings and vicissitudes both Journal and Record have now found a home in, and are among the chief treasures of, the Library belonging to the Society of Friends, formerly lodged at Devonshire House, London,E.G.,and now at Friends House, Euston Road, N.W. Although usually kept in a safe, these and other precious Quaker manuscripts are occasionally shewn to visitors, in a glass case, and they are available for students.
