Minutes of the meeting of the Planning Committee held in the Brannel Room, Fore Street, St Stephen on Wednesday 18th October 2017 commencing at 7.30pm.

In Attendance: Linda Ranger- Clerk, Ruth Mills – Administrator, Cllr Mills, Councillor McLening and 16 members of the public.

Cllr Hatton ran through housekeeping procedures.

Dr Marsh spoke in support of application 17/08635 and took questions.

Daniel Dunkin spoke in support of application 17/08335 and took questions.

Brian Rice spoke in objection to application 17/09149. Reasons given were land drainage issues and parking.

John Cook the agent spoke in support of application 17/09149 and took questions from members of the public through the Chair.

Tracy Young the agent spoke in support of application 17/09168 and took questions.

P109/17 Previous Meeting Minutes: It was RESOLVED that the minutes of the ordinary meeting held on Wednesday 20th September 2017 be signed as a true and accurate record.

P110/17 Matters Arising: P99/17: Received confirmation from that the Public Path Order had now come into force.

P100/17: There had been an enforcement on the caravans sited at Higher Pennance Farm, Grampound Road, was still on-going. Response received from the Enforcement Officer.

P102/17: Enforcement on 17/01793 - Hillside Meadows, Foxhole had been closed. A letter had been sent responding to the decision from the resident who had reported the breach of planning control. Cornwall Councillor McLening had been copied in.

P102/17: Enforcement on 17/01708 - Land off Car Park to Kings Arms, Gwindra Road had been closed due to the on-going building work.

P111/17 Planning Applications: The following Pre-Planning Application was noted –

17/02489 Hendra Springs, Coombe, Pre application advice for conversion of redundant pump house to residential dwelling.

The following Planning Applications were considered –

17/08635 Rosebank, Resugga, St Stephen The change of use of the property Rosebank from residential annex to registered nursery. RESOLVED: Support as no objections.

17/08335 67 Creakavose, St Stephen Submission of reserved matters (access to the dwelling, design of the dwelling including scale, landscape and layout – boundary treatment, garden and parking area surfacing) following outline approval PA16/09483 for a detached dwelling. RESOLVED: Support as no objections.

17/08964 Iscah, Carpalla Road, Foxhole Single storey extension to bungalow. RESOLVED: Support as no objections.

17/09149 Land to the rear of ‘The Cottage’ High Street Application for the erection of 4 no. detached dwellings with attached garages. RESOLVED: Object. Members had concerns over highway issues in particular the access to the main road, vehicular movements and parking; environmental issues including flooding, surface water run off onto the main road and neighbouring properties; concerns over sewerage, soak away, land contamination, overlooking onto the neighbouring properties and the detrimental visual impact to the neighbouring properties due to the gradient of the land.

P113/17 To Receive Correspondence:

1. Appeals Members were advised that an appeal had been lodged under application 16/10632 – Starhyskys, Dowgas, Coombe, St Austell. It was RESOLVED that the original comments of the objection be reiterated to the Planning Inspectorate.

2. Appeal Decision 16/08436 Land east of Ethyan House, Carpalla Road, Foxhole Residential Development of 58 dwellings (this is an affordable lead housing development to include demolition of Ethyan House) SSPC: Object CC: Refused Planning Inspectorate: Dismissed with partial award of costs allowed.

3. Road Closure Road from Hillhead to Stepaside, Stepaside, St Stephen & Road from Stepaside to Trethosa Hill, Hillhead, St Stephen will be closed 19:00 to 07:00 from 25th to 27th October 2017 due to South West Water carrying out works to their apparatus.

4. Dan Trundle from Origin3 had sent additional information on 17/03624 – Land to the east of Trethosa Road, St Stephen.

P114/17 Budget Request 2018/19: It was RESOLVED to request the budget of £200 for 2018/19.

P115/17 Information and Answers:

1. Cllr Wonnacott MBE gave feedback on the CALC meeting he had attended.

2. Cllr Simpson advised members he had attended Planning Partnership training.

3. Cornwall Councillor McLening gave feedback on Boundary Review, Housing figures and the Community Network meeting.

4. Cllr Mrs Wonnacott referred to a recent article in the Cornish Guardian that 9% of houses in Cornwall are currently empty.

5. Cllr Mrs Wonnacott advised members that the Tregargus Trust had a social evening with a guest speaker on the 21st November 2017 at 7pm in the Brannel Room.

6. Cllr Wonnacott MBE suggested looking into possible training regarding 106 monies.
