Page 1/VII CHAPTER EIA Report M/s Thakur Construction Company CHAPTER -VII Additional Studies 7.0 PUBLIC CONSULTATION Public hearing is a mandatory requirement laid down as per Govt. of India, Ministry of Environment and Forests (MoEF & CC) Notification No. SO 1533 dated 14th September, 2006, and as amended on 15th January 2016 for getting Environmental Clearance (EC)for the project of B1 Sub- category i.e. project having lease area greater than or equal to 15.00 ha. As per the ToR (Terms of reference) issued for the project by the SEAC, UP dated 11 July 2018, Public Hearing of “Sand/Moram Mining having lease area 15.00 ha (37.06 acre) along River Birma in Gata No. 135, 136, 134, 135, 44, 30, Village – Sikandarpur Gahlod, Tehsil- Kulpahar, District- Mahoba, U. P. was conducted by RO, Regional Office, Banda, UPPCB, on 17.10.2018 at 11.00 pm at Village - Sikandarpur, Tehsil- Kulpahad, District Mahoba, News regarding the Public Hearing was published in Hindi news paper “Hindustan ” (Hindi) & English News paper “The Indian express” dated 15.10.2018. The minutes of Public hearing attached as Annexure- V. Minutes of Public Hearing of Proposed River bed Sand Mining Project of M/s Thakur Construction Company from River Birma in Gata No. 135, 136, 134, 135, 44, 30, Village – Sikandarpur Gahlod, Tehsil- Kulpahar, District- Mahoba, U. P. on 17.10. 2018 The proceedings of public hearing for grant of Environmental Clearance of Proposed River bed Sand Mining Project was started under the Chairmanship of Hon’ble DM, Mahoba, 1. Shri Sahdev DM, Mahoba 2. Shree jang Bahadur Yadav, SDM, Tehsil- Kulpahad, Mahoba 3. Shri Vijay Kumar Mishra, Regional Officer, UPPCB, Banda 4. Shri Ishwar Chandra, Inspector, Khanij Vibhag, Mahoba 5. Shri Raajnath Sarvekshak, Khanij Vibhag, Mahoba. 6. Shri Subodhmani Sharma, Tehsildar – Kulpahad, Mahoba 7. Shri Ramdas, ASO UPPCB, Jhansi 8. Shri Lakhanlal Rajput,, Nayab Tehsildar, Tehsil- Kulpahad, Mahoba 9. Shri Pramod Kumar Vishwakarma (Assistant Manager project ) of M/s Paramarsh Servicing Environment & Development, Lucknow Initially, Mr. Vijay Kumar Mishra Regional Officer, UPPCB, (Banda), informed the general public about significance and process of public hearing was- Purpose of Project- a. Preventing the river to become wider and minimize the possibilities of flood in adjoining areas. b. Provide the employment to nearby people. c. The proposed project will made available good quantity of Sand/Morrum for constructions of roads and bridges and hence bring positive impact on state. Page 1/VII EIA Report M/s Thakur Construction Company d. Mining will be done on the land free from vegetation. e. The mining will be done scientifically. The proposed project will not divert the flow of river mining will not be done beyond 3.0 or the ground water table whichever is earlier. 2. Impacts of Un-scientific Mining- i.Uneven mining creates several pits which will affect the ground water and excavation quantity can be more than sanction quantity. ii.Vehicles not in good condition will impact the environment. 3. Environment Management plan- The mined out sand/morrum will be transported in covered vehicles and water sprinkling will be done on un-metalled roads to minimize the dust emission. Plantation will be done by the side of roads and to adjoining places. The Consultant after giving detailed information about project invited the local public for their queries / suggestions, if any. No. Query Reply 1. सवथम ी वनोद कुमार पु ी भदयाल, ी मोद कुमार ववकमा अधकृत ाम - पनवाड़ी, तहसील- कुलपहाड़, जनपद- तनध परामश मैसस परामश महोबा, वारा न कया गया क खनन े/ सवसंग एनवायरनमट एंड डेवेलपमट संपक माग के आस पास पेड़ पौध को कौन बी १/६७ सेटर जी, जानकपुरम लगाएगा इसके अतरत सबंधत वाहन के लखनऊ वारा अवगत कराया गया परवहन से उसिजत वायु (धूल/मी) के क खनन े / सबंधत संपक माग नयंण के या उपाय कये जाएंगे | आकिमक के समीप पेड़ पौध को परयोजना दुघटना क िथत म या उपाय कये जाएंगे | तावक वारा लगवाया जायेगा तथा टैस / रेवेयू का कतना तशत सामािजक / उनक सुरखा हेतु गाड क यवथा े के वकास म खच कये जाएगा क जाएगी | सड/मोरम को गील अवथा म तरपालसे धक् कर ले जाया जायेगा तथा सबंधत माग पर वाहन के परवहन उसिजत धूल के नयंण हेतु समय समय पर टकर वारा जल का छड़काव कये जायेगा | इनके वारा यह भी अवगत कराया गया क आकिमक दुघटना क िथत म ाथमक उपचार क यवथा क जाएगी तथा आवयकता पड़ने पर एबुलस के वारा उपचार हेतु नकटवत चकसा क अथवा िजला चकसालय क म पहु ँचाया जाएगा Page 2/VII EIA Report M/s Thakur Construction Company एवं उचत उपचार कराया जायेगा खनन काय से जो भी राजव ात होगा उसका १० तशत डी०एम०एफ० म जमा कयाजाएगा िजसका उपयोग थानीय शासन के मायम से खनन े के समीपवत गाँव म सामुदायक / सामािजक काय कये जायेगा 2. ी वनोद कुमार पु ी भदयाल, ाम - बड़ौरा ी मोद कुमार ववकमा अधकृत , तहसील- कुलपहाड़, जनपद- महोबा, वारा न तनध परामश मैसस परामश कया गया क खनन काय ारभ होने पर सवसंग एनवायरनमट एंड डेवेलपमट समीपवत भूम/फसल खराब होने पर इसक बी १/६७ सेटर जी, जानकपुरम त पूत कौन करेगा ? लखनऊ वारा अवगत कराया गया क खनन काय ारभ होने पर खनज का परवहन गाँव के बहार परयोजना तावक वारा बनाये गए संपक माग से ह कया जायेगा इस हेतु यद कसी क भूम / फसल भावत होती है तो थानीय शासन के मायम से परयोजना तावक वारा उसका उचत मुवावजा दया जाएगा 3. ी अखलेश चतुवद पु ी महेनाथ, ाम - ी मोद कुमार ववकमा अधकृत पनवाड़ी, तहसील- कु लपहाड़, जनपद- महोबा, तनध परामश मैसस परामश वारा न कया गया क नद से जो संपक सवसंग एनवायरनमट एंड डेवेलपमट माग बनाया जायेगा िजससे उसिजत बी १/६७ सेटर जी, जानकपुरम बालू/मोरम/कंकड़ आद से समीपवत खेत म लखनऊ वारा अवगत कराया गया आएगी िजससे भूम एवं फसल ख़राब होगी तो क नयंत दुषण वाले वाहन का ह उसक रोकथाम आद क या यवथा क योग कया जायेगा, आकिमक जाएगी | इसके अतरत, आकिमक दुघटना दुघटना के समय ाथमक उपचार क आद के समय यातायात का नयंण एवं यवथा क जाएगी तथा तपूत हेतु छतपूण आद क यवथा कौन करेगा | थानीय शासन के नदशानुसार उचत मुवावजा /तपूत परयोजना तावक वारा द जाएगी | 4. ी वजय संह यादव पु ी मुरलधर यादव ी मोद कुमार ववकमा अधकृत ाम- सुगरा, कुलकुआँ, तहसील- कुलपहाड़, तनध लखनऊ वारा अवगत , जनपद- महोबा वारा न कया गया पूछा कराया गया क बालू/ मोरम ले जाने गया क बालू के परवहन से जो धूल उड़ेगी वाले वाहन से उड़ने वाल धूल को उसक या यवथा क जाएगी | रोकने के लए टकर वारा दन म तीन बार पानी छड़काव सबंधत संपक माग पर कया जायेगा | Page 3/VII EIA Report M/s Thakur Construction Company 5. ी खेमचं पु ी अछेलाल ाम- सुगरा, तावक वारा अवगत कराया गया कुलकुआँ, तहसील- कुलपहाड़, जनपद- महोबा, क सड/मोरम के परवहन हेतु संपक वारा न कया गया पूछा गया क बालू के माग का नमाण गांव के बाहर लगभग परवहन से जो धूल उड़ेगी उसक या यवथा 500 मीटर क दुर पर परयोजना क जाएगी | तावक वारा कया जाएगा तथा उत क मरमत /रख-रखाव एवं आवयतानुसार चौड़ीकरण का काय भी परयोजना तावक वारा ह कया जाएगा | बालू का खनन अनयंत नहं कया जाएगा | नयमानुसार बालू/ मोरम का काय कया जाएगा िजसक नगरानी क जायेगी | परयोजना तावक वारा आवासन दया गया गया क खनन काय नयमानुसार ह थानीय शासन के नदशानुसार कया जाएगा तथा खनन े के समीप िथत ाम वासय को उनक योयता के अनुसार रोजगार दया जाएगा तथा सामािजक एवं सामुदायक काय भी कराये जाएंगे िजससे क समीपवत ामवासय क िथत एवं रहन सहन म सुधार होगा एवं उनक आथक िथत सुढ़ होगी | इस कार समीपवत गाँव से लोग का पलायन केगा || At last, Shree Vijay Kumar Mishra,RO Banda, UPPCB, asked to available persons to approve this proposal and they responded with clapping and finally with permission of Chairman concluded the public hearing with vote of thanks to panel and to the public who participated in the Public Hearing.

The study area is occupied by Precambrian basement comprised of Bundelkhand massif unconformably overlain by Quaternary sediments consisting of alluvium, clay, silt, sand and gravel. The present study deals with the various geochemical characteristic of groundwater and henceforth assess the water quality index (WQI) which is an important criterion for the determination of drinking water quality of the area. The WQI is significant unique digital rating expression to decipher the overall quality of groundwater viz. excellent, good, poor, etc. that is helpful for selecting appropriate and economically feasible treatment process to cope up with the concerned quality issues. It is one of the most relevant and effective tool for educating the people residing in the area concerned and policy- makers about water quality.

An extensive survey was carried out (2006-2010) to know their population status and fluctuation in population, including breeding colonies in Bundelkhand region. The numbers of birds were recorded per year in different seasons, with the help of binoculars. Method was supported by photography. The most common species recorded during the study period was Milvus migrans govinda (resident species) while the rarer species were Haliaeetus leucoryphus, Ichthyophaga ichthyaetus. Aquila helica, Ictinaetus malayensis, Aquila chrysaetos as migratory species in Panna National Park. It was found that number of eagles also variable. It has been recorded that maximum number 1070 in 2010. Highest numbers of chicks were reported in 2009. Juveniles have more tendency of migration. Moreover, construction of the old 'HaveLis' and markets is based on distinct architectural pattern. Being impressed of the beauty and flourishing state of the town, Maharaja Jagatraj, the second son of Maharaja Chhattrasal founded here a huge fort in 1720 AD, named as 'Mangalgarh ka Qila'. Later on the succeeding kings further constructed here beautiful courtiers hall and estate office in the basement of the fort with a giant main entrance gate as well. The kings of Charkhari of the Mahoba, being worshippers of Lord Shri Krishna, were keen to convert the getup of the place similar to Vrindaban and hence, made efforts to make their dream come true.

After Gatiman, the nation's first engineless semi high speed train set "Vande Bharat Express" which is running from New Delhi to Varanasi is also serving the state of Uttar Pradesh. Efforts for further development of railway infrastructure in Uttar Pradesh have been intensified in last seven years with 461% more investment in comparison to previous years. Results of such a massive investment are becoming visible with enhanced infrastructure and modern passenger amenities. Soon the era of congestion and inconvenience will be matter of past and a new Railway equipped with state-of-the art facilities will be able to serve the citizens in a better manner and provide them enhanced value for their money.
