Ministry of Road Transport & Highways (MoRT&H) through Superintending Engineer, N.H. Circle PWD, Kanpur (the ‘Employer’) invites proposals from eligible consultants and the Ministry‘s empanelled Consultants up to the dead line for submission of bids for engaging Authority’s Engineer (AE) on the basis of International Competitive Bidding for the following contract package in the State of Uttar Pradesh. Selection of AE shall be as per selection procedures given in the Model Agreement for Engineering Procurement and Construction. The selected AE shall be intimated to the Contractor. 3. The proposal shall be submitted in English Language and all correspondence would be in the same language. 4. MoRT&H through Superintending Engineer, N.H. Circle UPPWD, Kanpur intends to appoint a Consultant to act as Authority’s Engineer for implementation of this EPC projects. As per the Terms and Conditions of the EPC Agreement (s), the Authority’s Engineer shall perform all the 4 Ministry of Road Transport & Highways Request for Proposal for AE duties as per TOR given in this RFP along with any amendment thereof. The selection of Authority’s Engineer shall follow the laid down procedures given in the Contract Agreement signed between Employer and Contractor. 5. The interested consultancy firms may download the RFP document from the official website of the MoRT&H w.e.f. 28.08.2017 to 27.09.2017 up to 17.00 hrs. IST. The Consultant who downloads the RFP document from the website will be required to pay the non- refundable fee of Rs. 5,000.00 at the time of the submission of the Bid proposal, in the form of Demand Draft in favour of Regional Pay & Accounts Officer (NH) MoRT&H Lucknow payable at Lucknow. The RFP will be invited through e-tendering portal. 6. The Applicant shall furnish as part of its Proposal, a bid security of Rs. 50,000.00 (fifty thousand) in the form of a Bank Guarantee (as per the format specified in Appendix N of this RFP document) (the “Bid Security”), valid for 60 days beyond the validity of the bid. The Bid submitted without Bid Security will be summarily rejected. The Bid Security of the successful Bidder will be returned when the Bidder has signed the Contract Agreement with the Employer and has furnished the required Performance Guarantee as specified in the document within 15 days from the receipt of the Letter of Acceptance. The Bid Security will be forfeited: (a) If a Bidder withdraws its bid during the period of bid validity. Or (b) If the Bidder fails to accept the Employer’s corrections of arithmetic errors in the Bidder’s bid (if any), or (c) If the Successful Bidder fails to sign the contract agreement with the Employer with in the prescribed period, or (d) If the Successful Bidder fails to furnish the Performance Security with in the stipulated time. Unqualified bidders would be informed regarding their non qualification, without any explanation and thereafter Bid Security would be returned unopened after the evaluation of the financial proposal and signing the contract agreement with the successful bidder. 7. The proposal should be submitted by consultancy firms in two parts. The two parts of the proposal are Part 1: Technical Proposal and Part 2: Financial Proposal. For a given EPC Project, Stage -1 of the Evaluation shall consider the evaluation of the Technical Proposal (i.e. Part 1). The firms scoring the qualifying marks (minimum 75%) as mentioned in RFP shall only be considered for further evaluation. Under stage 2, the financial proposal of such firms as selected above shall be opened and evaluated. Proposals will finally be ranked according to their combined technical and financial scores as specified in clause 5 of section 2.

The present study deals with the various geochemical characteristic of groundwater and henceforth assess the water quality index (WQI) which is an important criterion for the determination of drinking water quality of the area. The WQI is significant unique digital rating expression to decipher the overall quality of groundwater viz. excellent, good, poor, etc. that is helpful for selecting appropriate and economically feasible treatment process to cope up with the concerned quality issues. It is one of the most relevant and effective tool for educating the people residing in the area concerned and policy- makers about water quality.

Accepted 3 April, 2012 In the present study the authors have attempted to analyse the condition of food security in the Bundelkhand region of Uttar Pradesh at district level. Bundelkhand region has been chosen as a unit of study because it is one of the poorest regions in comparison with western, central and eastern regions of the state and even after being in close proximity to heartland of green revolution (Punjab, Haryana and Western Uttar Pradesh) the region is still backward in agricultural development in India in general. Agriculture is the mainstay of the economy and mostly dependent on monsoonal rainfall. The Bundelkhand is continuously facing drought since last few years and people are migrating for employment. Thus, there is an urgent need to look after the conditions of food security of the people living in this region. The standard statistical techniques have been used for the analysis of data. The study concludes that the condition of food security is unfavourable. Only one district of Jalaun has shown high food security. Majority of the districts are moderate and low food secure because of low food grain availability, low purchasing power of the people, etc.

An extensive survey was carried out (2006-2010) to know their population status and fluctuation in population, including breeding colonies in Bundelkhand region. The numbers of birds were recorded per year in different seasons, with the help of binoculars. Method was supported by photography. The most common species recorded during the study period was Milvus migrans govinda (resident species) while the rarer species were Haliaeetus leucoryphus, Ichthyophaga ichthyaetus. Aquila helica, Ictinaetus malayensis, Aquila chrysaetos as migratory species in Panna National Park. It was found that number of eagles also variable. It has been recorded that maximum number 1070 in 2010. Highest numbers of chicks were reported in 2009. Juveniles have more tendency of migration.     Attachment Project Description The Uttar Pradesh Power Distribution Network Rehabilitation Project is a sector project consisting of about 35 subprojects. It is proposed to be financed through multitranche financing facility (MFF) with time slice approach. All 35 subprojects will commence under tranche 1 and will continue under tranche 2. Out of the 35 subprojects, 26 will be financed by ADB and 9 by the Uttar Pradesh Power Corporation Limited (UPPCL). ADB will finance 13 subprojects to deliver output 1 (conversion of rural low-voltage network to aerial bundle conductors), and 13 subprojects for output 2 (separation of 11 kilovolt (kV) rural feeders supplying private tube wells for agriculture and residential consumers). The nine subprojects to be financed by UPPCL will support output 1. The design and monitoring framework (DMF) for this tranche is in Annex 1.
