Status of Roads and Bridges – Tab F 5 Northern Luzon • Status of Five (5) Major Roads and Bridges Going to Baguio City, CAR • Kennon Road, Naguillan Road, Baguio–Bontoc Road (Ambassador Section) and Marcos Highway are already passable while Baguio-Nueva Vizcaya Road (Kayapa-Baguio Road) is still not passable. Clearing and punch-thru operations are on-going. Marcos Highway is passable to all types of vehicles, Kennon and Naguillan Roads are passable only to light vehicles. • Bued Bridge at Manila North Road located at the boundary of La Union and Pangasinan is not passable due to collapsed 2 middle spans 5 Alternate Route: (Going to La Union and Ilocos Provinces) • Manila-Tarlac City-Camiling–Mangaldan-Mangatarem-Lingayen-Dagupan City – de Venecia Highway –San Favian-Damortis, La Union • Manila to Binalonan (using Manila North Road ) turn left to Manaoag- San Jacinto –San Fabian-Damortis, La Union • Urdaneta- Manaoag- San Jacinto-San Fabian-Damortis, La Union 5 Region IV-A • Palico-Balayan-Batangas Road – impassable due to scoured embankment and protection of 1st approach of Cawong Bridge • Marikina-Infanta Road (Marcos highway - impassable due to washed-out 2nd approach of last span 5 Region IV-B • Manoot Bailey Bridge, MWCR (Labangan)-Murtha-Jct Isiron Road, Km 256+422 Brgy. Manoot, Rizal, Mindoro Occidental – not passable due to scoured and washed-out approach. Detour: Upstream side 2 II. HUMANITARIAN RESPONSE A. Food and NFIs 5 OCD CAR facilitated the transport of 654 sacks of rice on 18 October 2009 to the isolated municipalities of Mankayan, Bakun, Kibungan and Bokod, all in Benguet: 120 sacks for Mankayan (via UN Heli); 250 sacks for Bakun (via UN Heli); 250 sacks for Kibungan (via UN Heli); and 34 sacks for Bokod (by land) 5 On 17 October 2009, OCD Region II facilitated the release of relief goods from the Region for distribution to Fuga Island and Calayan Group of Islands thru DSWD and PNP and thru the use of UN aircraft 5 DSWD provided PhP31.58 Million worth of relief augmentation support/ assistance consisting of food (rice, canned goods, biscuits) and non food items (mats, blankets and clothing); processing release of PhP 15.5 M additional stand-by funds to DSWD FOs, CAR (PhP 2M), I (PhP 3M), II (PhP 2M), III (PhP 5M), IV-A (PhP 2M), IV-B(PhP 0.5M) and V(PhP 1M) for the purchase of relief commodities and other purposes for the on-going disaster operations including the prepositioning of resources for the possible effects of TY “Ramil” 5 Partnered and/or tapped the air logistics support of the PAF–AFP and the United Nations – World Food Programme (UN-WFP) in the airlifting of relief supplies to Region I and in the unserved families and inaccessible areas on the islands of Calayan and Fuga, Aparri, both in the Province of Cagayan in Region II 5 PNRC sent 2,954 emergency food packs to Pangasinan and 1,609 to La Union; sent 5,000 food parcels to Pangasinan; served 12,905 families/65,525 individuals in Zambales, Tarlac, Pampanga, Nueva Ecija, La Union, Ilocos Sur, Cagayan, Bulacan and Benguet and released initial relief fund worth PhP1.5 million to Benguet, Baguio City, La Union, Nueva Ecija, Cagayan, Ilocos Sur and Kalinga B. WASH, Health, Nutrition and Psychosocial Services 5 As of October 13, 2009,DOH - CO provided assorted drugs and medicines and 3 sets of HEMS kit worth PhP2,143,580 to CHDs I, II, III and IV-B; deployed 4 medical teams, 1 surveillance team and 2 WASH teams with 4 MDs 9 RN, 3 Engineers and 2 Aides to CHD III and CAR.Summary: logistics provided by CHD’s from their line budget amounted to PhP 3,789,535 C. Education 5 1,215 schools were damaged in CAR, I, II, III and V amounting to PhP 457.944 Million 5 155 schools were used as evacuation centers: 20 in CAR, 74 in Region I, 19 in Region II and 42 in Region III which housed 9,186 evacuee families D. Early Recovery 5 Philhealth agreed to provide 3 months advance reimbursement to all hospitals affected by the typhoon based on PGMA’s directive 5 HUDCC conducted an inventory of relocation sites and noted that there was not much need for relocation of people in Pangasinan and La Union, HUDCC 3 reported that there are 223 houses in Tuba, Benguet that can be used for a housing project, DAR has available lands for resettlement 5 PAGIBIG allocated PhP 3 Billion for Calamity loan and housing repair loan 5 DOLE is undertaking project proposal evaluation for emergency employment of displaced workers and for more permanent long-term livelihood projects 5 A Department of Agriculture lot located at Marcos Highway was identified as the relocation site for displaced families in Baguio City E. SAR and Evacuation 5 As a result of the utilization of resources/assets by the AFP, PNP, PCG, BFP, DPWH, and US, they were able to rescue/evacuate 166,036 families and 825,396 persons – Tabs G-1 and G-2 5 PNRC deployed 15 rubber boats and 1 aluminum boat (3 SBMA/RC, 8 RC, 3 RC and PCG team, 2 Angie to the following areas: 14 RB in Pangasinan and 1 in Nueva Ecija, 1 Aluminum boat in Tarlac; dispatched two (2) 6x6 trucks owned by PNRC and SBMA Rescue Van and rescued more than 1,000 persons 5 PCG deployed 20 PCG Rescue teams as follows: fourteen (14) teams rescued 2,793 persons from the Victory Liner and Philippine Rabbit Liner Buses, SM Rosales and other stranded vehicles in Carmen Rosales, Pangasinan; 63 families and 75 persons in Dagupan City; 1,300 persons and 30 families in San Manuel, Pangasinan; 54 families in Lasam, Cagayan; 147 families in Santa, Ilocos Sur; 20 families in San Fernando, La Union. Six (6) teams are on standby: 2 in San Fernando, La Union, 2 in Bugallon Municipal Hall, 2 in DOTC Hangar Pangasinan area. Total Rescued – 364 families and 1,603 individuals 5 US Military Forces were redeployed to Northern Luzon for humanitarian assistance and disaster response operations: USS Harpers Perry with 2 H 46(Chinook Chopper) and 18 rescue boats deployed to Lingayen Gulf to support rescue operations in Pangasinan. C-130/ US Marine Corps carrying 29,000 lbs of relief goods was deployed in Basco Batanes and went back to Clark carrying 4 patients 5 On-going search/retrieval operations by the PNP, NGOs and group of miners in areas where victims are believed to be buried 5 DENR-MGB deployed geologists and engineers to provide technical advice to rescuers undertaking SAR/retrieval efforts to avert secondary incidents that may aggravate the situation F. Shelter 5 Rotary International delivered 150 units of shelter box in La Trinidad, Benguet G. Airlift/Relief Operations (Tab G-3) 5 On 18 October twenty-four (24) sorties carrying 141,027 lbs of relief goods were transported to the following areas: Tuguegarao (2 sorties-56,852 lbs c/o DSWD via C-130), San Fernando, La Union (2 sorties-16,400 lbs c/o PAGCOR via F-27 Fokker Plane), San Fernando, La Union (2 sorties-16,400 lbs c/o PAGCOR via F-27), Claveria, Cagayan (9 sorties-34,505 c/o DSWD lbs via M1-171 UN Chopper) and Benguet (9 sorties-16,870 lbs c/o DSWD via M1-171) 4 5 UN 20-Footer Transport Truck transported 40,000 lbs of assorted relief goods (c/o DSWD) to San Fernando, La Union 5 Lingap Luzon Disaster Response donated 6 tons of relief goods which was transported to affected areas by a UN helicopter 5 One (1) unit US helicopter assisted CRDCC in airlifting relief goods in isolated areas in the municipalities of Mankayan, Bakun, and Kibungan in the Benguet Province 5 For the period 04 to 18 October 2009, one (1) C-130, two (2) F-27, one (1) UN Chopper, one (1) Ml-171 and one (1) UN 20-Footer Transport Truck transported a total of 516,068 lbs of relief goods (185 sorties and 1 hauling) to regions CAR (Abra, Apayao, Benguet, Mt. Province), I (La Union, Ilocos Norte, Pangasinan) and II (Isabela, Cagayan). H. Clearing operations 5 Team of engineers from PHILEX Mining Corporation assisted the DPWH CAR in road clearing operations 5 DILG deployed teams to conduct clearing of major thoroughfares, cleaning and flushing 5 As of 18 October 2009, BFP accomplished (for TY “Pepeng” and TS “Ondoy”, flushing of roads/building structures, water rationing, drainage/siphoning of flooded areas and assisted 47 evacuation centers in Regions I, IV-A and III.
