June 30, 2015 Honourable Kathleen Wynne Premier of Ontario Room 281, Main Legislative Building, Queen's Park Toronto, Ontario M7A 1A1 Dear Premier Wynne, On behalf of Ontario’s 19,000 beef farmers, I am writing to you today to request your support for Canada’s engagement in the Trans‐Pacific Partnership (TPP) trade negotiations. An ambitious agreement would give Ontario access to a market of 800 million people and nearly 40 per cent of the world’s economy. We greatly appreciated you joining with us to celebrate the recent announcement of the collaboration between Ontario Corn Fed Beef, and Kinsho stores. Within Japan alone we have the potential to triple beef exports. Being a part of the negotiations from now on is the only way to ensure continued access to this large market on the same footing as our competitors. If Canada were to back away while the agreement is being concluded, it would have a lasting, long‐term, negative impact on agriculture and agri‐food exports as our market share in countries like Japan would be eroded by others obtaining preferred access through the TPP. Premier, we believe the full opportunity provided by the TPP can only be realized if Canada is at the table when the agreement is concluded. Ontario’s beef farmers and processors deserve the opportunity to compete on an equal footing in the rapidly growing pacific region. The beef industry is good business for our great province, and I ask that you support Canada’s successful involvement in these crucial negotiations. Sincerely, Bob Gordanier, President cc: Hon. Their requests are apparently based on Draft Policies which have not been formally introduced or discussed in the house. These articles have been reported by media, but in subsequent communications from the provincial government in response to such articles, they have steadfastly reiterated their commitment to expanding access to natural gas in rural Ontario. With all due respect, it is unacceptable and frankly insulting that attempts are made by some to influence the Ontario Energy Board based on rumors and newspaper reports. Particularly without having or requesting input from others involved in the hearing who may have a different view on this important issue. Based on our understanding, and based on dealings with other arm’s length Boards appointed by the Province, it is a Board’s duty and obligation to act and consider matters before the Board. Not to act, or react or interfere with ongoing proceedings based on rumours or based on something that may or may not take place in the future is wrong.

Main Street Revitalization Fund (announced at ROMA); RED funding of $5 million/year. Work towards high speed internet. Steven Del Duca – Minister of Economic Development & Growth Need in rural areas to balance growth with small town values. The Ontario economy is in a good place currently. There are funding mechanisms available for small business. Danielle Rocheleau – Laridae Communications Rural experiences show many struggling with the disappearance of businesses that employed many people. While rural communities are close-knit and personable, there is not much for young people to do. Many young people move away, not able to envision a meaningful career in rural settings. The challenges are many: youth retention; population decline; decline of skilled workforce. Many of the needs are similar to urban areas but rural solutions are different. Her work now consists of technology transfer from universities and colleges to local development. Currently working on a provincially supported pilot project in agriculture and environmental sciences. It is a centre of excellence for goats, partnering with University of Guelph on plant physiology and crop yield. Three key points: 1) Planning – know where you are going, develop strategy without which you do a lot of work for little result and look for momentum among current players. 2) Collaboration – employ a strategy that levers each other’s strengths after breaking down silos 3) Flexibility – develop the ability to adapt to change such as the changing expectations in rural employment.

Contained in that budget were significant changes to the operation of Hydro One-a publicly owned company responsible for transmission and distribution of electricity in much of Ontario. The changes to Hydro One are controversial. I have heard a lot of opinions and suggestions from many individuals in Peterborough Riding. I have taken these opinions and suggestions directly to the Minister of Energy, the Honourable Bob Chiarelli, and the Premier of Ontario, the Honourable Kathleen Wynne. Since the original proposal to divest 60% of Hydro One to the private sector, I am pleased that significant changes have been made to protect the interests of the residents of Ontario. There will be legislative authority to ensure that the Province would continue to be the single largest shareholder of Hydro One, with a 40% ownership stake and that no company or individual would be able to own more than 10%, even as the publicly-traded company grows in value. As Hydro One grows, the core existing regulated electricity business is protected, and Ontario rate payers are not impacted. It is important to note that Hydro One is already a holding company and that holding is what was originally proposed. The following is a list of changes: 1) Mr. Denis Desautels, former Auditor General of Canada, has agreed to serve as Speech Advisor to the Ministry of Energy to ensure fairness and transparency throughout the Initial Public Offering (I.P.O.), 2) The Ontario Energy Board (OEB) will continue to have oversight of the company and approve its’ rates.

This Month in Provincial Politics View this email in your browser Mini Cabinet Shuffle Ontario Premier Kathleen Wynne made a few changes to her cabinet today, adding a permanent Corrections Minister as well as a few new roles to her executive council. Labour Minister Kevin Flynn was temporarily assigned the Corrections portfolio after David Orazietti's sudden departure last month. Flynn will remain the Labour Minister while Marie France-Lalonde will take over as the Minister of Community Safety and Correctional Services. Lalonde will also remain the Minister Responsible for Francophone Affairs. Tracy MacCharles will be taking over Lalonde's prior role as the Minister of Government and Consumer Services while retaining her existing role as the Minister Responsible for Accessibility. Wynne also added to Agriculture Minister Jeff Leal's portfolio by making him the Minister Responsible for Small Business, while making Associate Minister of Education Indira Naidoo-Harris also the Minister Responsible for Women's Issues. Dipika Damerla will be given added responsibility of a standalone ministry as the Minister of Seniors Affairs having previously held the role of the Minister Responsible for Seniors. THE CO-ORDINATED LAND USE PLANNING REVIEW: THE NEED FOR BALANCE Richard Stromberg, MMAH Advisory Panel, Coordinated Land Use Planning Review (c/o Larry Clay) Ted McMeekin, Ontario Ministry of Municipal Affairs and Housing Jeff Leal, Ontario Ministry of Agriculture, Food and Rural Affairs Bill Mauro, Ontario Ministry of Natural Resources and Forestry Glenn Murray, Ontario Ministry of the Environment and Climate Change RE: Co-ordinated Land Use Planning Review – Environmetal Registry # 012-3256 The undersigned organizations express our overall support for the Niagara Escarpment Plan, the Oak Ridges Moraine Conservation Plan, the Greenbelt Plan, and the Growth Plan, as contained in the Co-ordinated Land Use Planning Review. Unfortunately, we find that both the background document (Our Region, Our Community, Our Home) and the break-out groups in the Town Halls were out of balance, with 4 of 7 sections focused primarily on urban issues; 1 that questionably combined agriculture, water, and natural areas; 1 on implementation; and 1 on Ontario’s comprehensive approach to regional planning, for which there were no break-out groups in the Town Halls. As a result, we believe that the Review has under-stated a real challenge: protecting Ontario’s natural heritage in a landscape with both a growing population and expanding development . We represent this challenge in the graphic to the right. The graphic depicts the need for balance between natural heritage and development, six major pressures that society must address, and the important pinch-point between thriving rural economies and urban boundaries. Please note that we do not reject the Review’s inclusion of the primarily-urban issues of building infrastructure, jobs, and resilient cities, merely the way in which their critical mass appears to trump ecological integrity, farming and the use of natural resources, and the need to foster thriving rural communities that will have their future tax revenue curtailed by growth restrictions.
