In agreement with the Italian Embassy and Italian Cooperation office in Vietnam it was decided to locate the initiative in central Vietnam, at that time an area without BSL3 facilities and with limited training initiatives, taking advantage from the collaboration that the University of Sassari (UNISS) had established, since a number of years, with the University of Hue and particularly with the University of Medicine and Pharmacy (HUMP). The execution of the project was entrusted to a Consortium comprising UNISS, the AISPO / San Raffaele NGO, the San Salvatore Hospital in Pesaro and AICU (Italian Association Carlo Urbani) and the first phase of the project, co-funded by the Italian Cooperation, started in October 2007. In February this year the third and final stage was concluded, and among the events for the celebration for the 60th anniversary of the University of Hue, there will be the official closing of the project with a scientific symposium and presentation of the results. The objectives of the Center's activities were aimed at improving the control of respiratory infections including the epidemiological surveillance system, the laboratory diagnosis, the clinical diagnosis and treatment of respiratory infections, the professional qualification, scientific training and health management skills of medical and paramedical staff, researcher and teacher and finally, the development of biomedical and clinical research on infections and their etiological agents. 1 Dr. Carlo Urbani I 1956 - 2003 n 2004, the SARS (Severe Acute Respiratory Syndrome) outbreak started in Hong Kong and rapidly spread to Vietnam and other countries. Dr. Carlo Urbani, an Italian expert working for WHO, died of SARS when fighting against the virus in Vietnam. To remember of his heroic sacrifice, the Italian Government and Italian Cooperation supported the building of a center under his name for surveillance and control on respiratory infections, the Carlo Urbani Center at HUMP. 2 TIMELINE The organization of the project in three phases, interspersed with periods in which the activities were still going ahead, although to a lesser extent, allowed to give a multi- year intervention breath and gradually consolidate the results obtained. The general activities developed under the project have been: training and technical assistance, the reorganization and improvement of infrastructure and the supply of equipment, technology transfer and promoting biomedical research. 758.890 € Total 349.890 € Italian Cooperation 125.000 € Sardinia Research Agency 143.500 € UNISS-AISPO 140.500 € HUMP Phase III Nov 2013 - Feb 2017 Feb 2010 - Dec 2012 Phase 1.473.966 € Total II 996. 516 € Italian Cooperation 280.650 € Italian Consortium 196.800 € HUMP Oct 2007 - Jan 2009 Phase I 1.277.318 € in Total 839.424 € Italian Cooperation 261.394 € Italian Consortium 176.500 € HUMP 3 PHASE 1 October 2007- January 2009 ACTIVITIES & OUTCOME ▪ A laboratory for molecular diagnosis and cell cultures with a sector at BSL3 level located in Department of Microbiology ▪ A conference room with distance learning facilities ▪ Equipment for diagnosis, research and distance learning purchase and provided ▪ Eight training courses for doctors and health personnel from 9 provinces of Central Vietnam (total about 180 persons) ▪ Short training courses in Italy for 6 doctors and nurses ▪ Two doctors admitted to PhD course in Italy ▪ International Seminar on Emerging and re-emerging respiratory infections ▪ Grants for research projects on infectious diseases 4 Opening ceremony of project Opening ceremony of the project Visit to the location area for Carlo Urbani Center of Italian Ambassador 5 Meeting with UNISS Meeting with AISPO 6 Infrastructure building The first phase was focused on establishing microbiological laboratories for detection of respiratory pathogens causing acute respiratory infections in Thua Thien Hue province, including some highly contagious pathogens such as SARS-CoV and multidrug resistant Mycobacterium tuberculosis, … Setting up a molecular microbiology diagnostic lab in an area of nearly 300 square meters with two BSL3 laboratories for identification of respiratory infections in Hue UMP.
