The meeting is open to the public and comments will be solicited from citizens in attendance. CALL TO ORDER As required by the Open Public Meetings Act as presiding officer, I announce that adequate notice of this meeting has been provided by mailing on Thursday, January 4, 2018 to the Paulsboro Clerk, Greenwich Township Clerk, Courier Post, South Jersey Times and Secretary of Greenwich Township Board of Education the approved 2018 Board of Education schedule of meetings calendar adopted by the Board of Education at the Reorganization Meeting on January 3, 2018 and by posting that schedule of meetings calendar in a public place reserved for such announcements by the Board of Education. Dress Code Policy Committee Presentation 1 July 30, 2018 PUBLIC COMMENTS AND PETITIONS - These comments must relate to items on this agenda. A GUIDE TO PUBLIC PARTICIPATION IN MEETINGS OF THE BOARD OF EDUCATION Work Session and Regular Meeting At this time, the Board of Education will open the meeting to members of the public who wish to bring petitions or information pertaining to matters under the jurisdiction of the Board of Education. Please address the President and give your name and address in order to be recognized. Comments or petitions may be presented orally or in writing. If possible, the Board will respond or provide an answer as soon as possible. Each person may speak only once during this portion of the meeting. Comments should be limited to approximately 3 minutes so that all can be heard. Regular Meeting Only Prior to the Board of Education adjourning to executive session the floor will again be open for public comment. At that time, citizens may ask questions on matters under the jurisdiction of the Board of Education. If possible, the Board will respond or provide an answer as soon as possible. The following channels are available to students and parents who have concerns about school matters. In most cases these channels should be used prior to expressing a concern to the Board of Education. a. Request a meeting with the Teacher. b. Request a meeting with the Guidance Counselor. c. Request a meeting with the Student Assistance Counselor. d. Request a meeting with the Assistant Principal. e. Request a meeting with the Principal. f. Request a meeting with the Superintendent. g. If appropriate, request a meeting with the Affirmative Action Officer. h. Present the issue to the Student Council. The following channels are available to employees who have concerns about school matters. In most cases these channels should be used prior to expressing a concern to the Board of Education. a. Meet with the building principal or supervisor individually. b. Express concern via building level “advisory committees.” c. If building level solutions to resolve the concern fail, meet with the Superintendent individually. d. Express concern via the Superintendent’s District Advisory Committee. e. Union officials may always meet to discuss concerns with the Superintendent. f. Express concern via the district Affirmative Action Officer. g. Utilize the formal grievance procedure. EXECUTIVE SESSION BE IT RESOLVED: The Paulsboro Board of Education will adjourn to Executive Session to discuss personnel, the results of which may be made known upon return to regular session or when conditions warrant. NEW BUSINESS SAVE THE DATE – NJSBA 2018 CONFERENCE Engaging Every Child is Monday, October 22, 2018 to Thursday, October 25, 2018. Harrah’s Marina is the headquarters hotel. BOARD BUSINESS: A. BOARD OF EDUCATION MEETING CALENDAR WHEREAS the “Open Public Meetings Act:” (Chapter 231 Laws of 1975) authorizes a public body to exclude the public from that portion of a meeting at which specified topics are to be discussed, the Paulsboro Board of Education will meet in Executive Session for the purpose of discussing the following: Personnel, Student Matters, Contracts, Negotiations and Litigation at 6:00 p.m. on August 27, 2018, prior to the commencement of the public portion of the board meeting. The matters discussed will remain confidential until the need for confidentiality no longer exists. B. 2018 ELECTION NOVEMBER OFFICES OPEN FOR GENERAL ELECTION Term of Office Incumbents Three (3) three year terms Tom Ridinger, Irma Stevenson, James Walter, II Election petitions are available through the Gloucester County Board of Elections office located at 550 Grove Road, West Deptford, New Jersey. 2 July 30, 2018 Petition submission deadline to the County Board of Elections Office is Monday, July 31, 2018. C. COMMITTEE OF THE WHOLE: NEGOTIATIONS The Paulsboro Board of Education Negotiation Team: Mr. William Scott MacKenzie, Chairperson, Members: Mr. Joseph Lisa, Mrs. Irma Stevenson and Mr. James Walter, II held their first meeting on December 11, 2017. The Superintendent met with the Paulsboro Board of Education Negotiation Team on Wednesday, May 9, 2018 and Wednesday, May 30, 2018. The second meeting with the PAA, originally scheduled for February 28, 2018, was held on Wednesday, May 23, 2018 at 5:00 p.m. in the Administration Building. The last meeting with the PAA was held on June 11, 2018 at 6:00 p.m. in the Administration Building. Update: The Paulsboro Board of Education Negotiation Team met with the PAA on Tuesday, July 24, 2018 at 6:00 p.m. in the Administration Building. D. COMMITTEE OF THE WHOLE: CONSTRUCTION At the last Board of Education meeting, June 25, 2018, the Facility Committee presented the quote obtained from Newfield Board of Education for $308,000.00 to complete repairs to the Paulsboro High School Auditorium. The Business Administrator, Ms. Jennifer Johnson explained this would restrict administration’s ability to complete repairs for the school year and asked the Board to consider restoring any additional aid received for the 2018-2019 budget back into the buildings, grounds, and maintenance budget. The Board of Education voted not to move forward with the repairs at this time. The School Board Attorney, Mr. Stephen Edelstein has met with Administration and has reviewed the insurance claims resulting from the roof replacement at the Paulsboro High School. No ROD (Regular Operating District) Grant Projects will be completed this summer. During the 2019 - 2020 budget process, beginning with the Three Year Comprehensive Maintenance Plan, options for projects and funding will be presented to the Board. Informational: Reimbursements were submitted for Regular Operating District (ROD) Grants. Receipt of reimbursements as of Wednesday, July 25, 2018 are still pending.     DIRECTIONS TO OTHER SCHOOLS Absegami High School - Take Route 40 East to Route 322 at the Hamilton Mall intersection (stay right and go on 322 to first clover leaf) to Pamona Road (runs next to track). Go through two traffic lights to blinker light. Make right on Jim Leeds Road and go approx. three miles (just past Parkway overpass) to “Y” in the road. Bear left on Great Creek to first intersection and make left onto Wrangleboro Road - Absegami is 1/2 mile down on left side. Look for sign. High School is difficult to see from Wrangleboro Road. Audubon High School - Take 295 to exit 28A or B. Exit Route 295 to Route 168 (Black Horse Pike) - exit signs reads, “Mt. Ephraim, Bellmawr, Runnamede” - head West on Route 168 toward Camden. The next major intersection is Kings Highway - approx. three lights turn right onto Kings Highway. Go four blocks past - on your left to Edgewood Avenue (Gulf station on corner) turn left onto Edgewood Avenue. Travel two blocks to school. Fields are behind the school. The gym is at the far end of the school on Edgewood Avenue. Apr 22, 2001 By Michael Vitez INQUIRER STAFF WRITER "Let's go!" Paul Morina yelled. "Pop the head! Pop and snap the head!" The opening tournament of the wrestling season was eight days away. Morina, head coach of the Paulsboro High School team, was teaching takedowns, how to bring your adversary to the mat. He wanted the wrestlers to attack with fury, to hold nothing back, to wrestle as if something sacred were at stake. In his mind, something was: the tradition of Paulsboro wrestling . A fire alarm went off. "The hell with that," he barked. Two assistants slipped out to investigate. Tommy Giorgianni, Morina's nephew, a senior, shoved cotton up his bloody nose and kept banging. Junior James Funk wrestled even though he was woozy. He had given blood earlier that day, and now the inside of his forearm was swelling like a purple egg. Morina, his green eyes flashing, his own thickened wrestler's body damp with sweat, was not satisfied. Not even close. He wanted more. "We're gonna be ranked number one in the state, 10th in the nation. That don't mean anything," Morina shouted. "That's a jinx. You want something? Get on that wall. That wall means something." The names of 19 New Jersey state champions and 75 regional champions were painted in red letters on one wall of the wrestling room. Eleven of the 33 wrestlers on this South Jersey team were related to somebody on that wall.
