industries, directly supported the employment of just under 24,000 people in Calgary in 2016 and directly contributed over $2.1 billion in local GDP that same year. • The full economic footprint of Calgary’s creative sector—including the direct, indirect, and induced impact—contributed more than $3.85 billion in GDP to the Canadian economy in 2016. • It is conservatively estimated that domestic and international travellers spent $71 million on creative goods and services in Calgary in 2016. • Nearly 49,500 people volunteered for arts and cultural organizations in 2017, equal to 3,670 full- time equivalent jobs and an economic value of $204 million. • In addition to the economic boost provided by the sector, Calgary also derives significant non- economic benefits

The sectors builds coping skills and supports social and community connections that build whole population mental and physical wellness The SPAR sector: Creates jobs and is an income generator in Alberta Including both sport and recreation, the SPAR sector contributes as much as 2% to Alberta GDP and supports more than 3.5% of total employment. Provides considerable value to Albertans in their daily lives More than 82% of Albertans believe that sport contributes to an improved quality of life. Some 24% of adults and 59% of children participate directly in organized sport, while sport has the highest volunteer rate and number of volunteer hours of any other organizations in the non-profit sector.

    CPS2018-0358 ATTACHMENT 1 CITY COUNCIL POLICY Policy Title: Calgary Civic Sport Policy Policy Number: CSPS002 Report Number: CPS2005-74 Approved by: City Council Effective Date: 2005 November 11th Business Unit: Calgary Recreation BACKGROUND In the fall of 2003 the Calgary Sport Council (CSC), corresponded with Mayor David Bronconnier, acknowledging that Calgary‟s rapid growth had implications for the sport community. The Sport Council requested that The City of Calgary initiate the development of a Municipal Sport Policy. In identifying the „sports deficit‟, the Calgary Sport Council outlined “the growing awareness in the sport community that we are falling behind other jurisdictions in our ability to provide choice in our facilities and quality in our programming” (10.10.03 CSC). The need for a more comprehensive review was addressed on January 26, 2004, when City Council (APA2004-04d) approved the development of a Civic Sport Policy, directing Administration through Calgary Recreation "to initiate the development of a Municipal Sport Policy in conjunction with key stakeholders in the sport community, including the Calgary Sport Council." Steering Committee representatives and the process utilized for the review is outlined in Appendix 1. The development of the Civic Sport Policy and a review of current issues, opportunities and a gap analysis identified eight key areas of emphasis for advancing sport objectives in our community. These include: Leadership Accessibility Infrastructure Event Bidding & Hosting Stakeholder Roles Promotion & Branding Recognition of Athletes, Coaches & Volunteers Grants & Funding These key areas are addressed in this policy. In addition, it was also identified that Calgary needed an independent sport body to represent sport in the city.

However, the documentation of curling records within archival repositories in the province has occurred without a strategic plan. This thesis first explores the modern archival appraisal theories and then proposes an appraisal model that utilizes a combination of the documentation strategy and macroappraisal in order to develop a strategy for the documentation of curling in Manitoba. Using this model, this thesis first examines the historical and contemporary context of Canadian sport in order to determine curling’s place within it, and then identifies five key functions of curling in order to evaluate, using function-based appraisal methodologies, the quality of the records that have been collected in archival repositories. The functions, structures, and records of two urban curling clubs and one rural curling club in Manitoba are then examined as case studies, and an appraisal strategy is suggested in order to better ensure that the records documenting curling in Manitoba are preserved.
