Handbook 2016 (1) Revised.p65 9 02/04/2016, 10:33 MID-WESSEX CRICKET LEAGUE MANAGEMENT AND COMPETITION RULES 2016 1. TITLE The League shall be called “The Mid-Wessex Cricket League”, hereinafter called, “the League”. 2. OBJECT The object of the League is to provide competitive cricket within the Yeovil area. 3. MEMBERSHIP To qualify to play league cricket, all clubs have to be affiliated to their own County Cricket Association. Membership of the League shall be open to affiliated League Member Clubs and any affiliated club within a twenty mile radius of Yeovil Town centre whose application is accepted by the Management Committee. The Committee may at their discretion accept entries from teams marginally outside this area. Applications and confirmation of re-entry MUST be received by the Committee by 30th September each year. Acceptance of the Competition rules in full will be a condition of membership. Clubs failing to comply with the general standards of the League may be denied re-entry or be required to give written assurances to the League as appropriate. 4. MANAGEMENT (a) The President, having been agreed, will be invited annually to continue in his honorary position. (b) The Officers of the League shall be the Chairman, Secretary, Treasurer, Senior League Representative and up to 3 other Members, all seeking re-election at the AGM. (c) The control of the League shall be vested in the Management Committee which shall consist of all the officers of the League. Powers to co-opt additional members as and when required will be vested in this committee. The Chairman of the Committee shall have a casting vote. The Committee shall be empowered to form sub- committees to perform specific functions as required. (d) At the Annual General Meeting and at Extraordinary General Meetings, only those clubs represented in the League in the previous or current season shall be entitled to vote. Each Club shall have one vote. (e) An Extraordinary General Meeting must be called within 21 days of receipt by the Hon. Secretary of an application signed by at least one third of the member Clubs. The business to be discussed shall be stated on the Notice of the Meeting, which shall be issued to all Clubs with at least seven days’ notice. (f) No alterations or additions to these Rules shall be made except at the Annual General Meeting or at an Extraordinary General Meeting convened for that purpose. (g) The Annual General Meeting shall be held in November each year. The Agenda will include: (i) Minutes of the previous A.G.M. (ii) Hon. Secretary’s Report (iii) Statement of Accounts as at 30th September (iv) Election of Officers (v) Constitution of the League for the following season.

Handbook 2016 (1) Revised.p65 10 02/04/2016, 10:33 (h) Nominations for officers and proposed items for the Agenda from Member Clubs should be forwarded to the Hon. Secretary at least 14 days prior to the Annual General Meeting. (i) A pre-season meeting to distribute Handbooks and match balls shall be held prior to the start of each season on a date to be advised. All clubs MUST ATTEND. (j) In the event of any matter arising which is not covered by these Rules, the Management Committee shall have the power to deal with it, and, if necessary, to impose such penalties as it deems fit. 5. PROTESTS (a) Protests shall be made in writing to League Chairman within three days of any alleged breach of the Rules. The protest must be accompanied by a fee of £5.00, which will be forfeit if the protest is not upheld. Similarly, any appeals against the decision of the Committee must be lodged within three days of receipt by the Club of that decision. The appeal must also be accompanied by a fee of £5.00, which will likewise be forfeit if the appeal is not upheld; costs may be added if necessary. (b) No member of the Committee shall vote upon any protest, dispute or appeal in which his Club is involved. (c) Any dispute between Clubs, other than points of law, will be dealt with under the procedure laid down in Rule 6. 6. DISCIPLINARY PROCEDURE (i) It shall be a disciplinary offence for any player in the course of or in connection with a match to misconduct himself or to act at any time in a manner calculated to prejudice the good name or interests of the League and for any Club to fail properly to control or discipline its players or to act in a manner calculated to prejudice the good name or interests of the League, and the player and Club committing an offence shall be liable to penalties in the manner and as described hereafter. (ii) For the purposes of these rules the expression `The Player` shall throughout these rules be deemed to mean and include not only any player but also any member or official of any Club or if appropriate any other person involved in any incident of possible misconduct occurring on the field of play, or on the premises of the Club, as may be appropriate in the particular circumstances. (iii) Before any penalty is imposed there shall be a disciplinary hearing before the Disciplinary Sub-Committee of the League. At least seven days notice in writing of the hearing and of the alleged offence shall be given to the player or Club in writing. The player or Club shall be entitled to attend the hearing (in the case of a Club by its secretary or other official) and to call witnesses. (iv) If at the hearing the Disciplinary Sub-Committee find the alleged offence proved it shall have the power to impose one of the following penalties: In the case of a player: * Expulsion from the League; * Suspension for one or more matches; * Reprimand:

Handbook 2016 (1) Revised.p65 11 02/04/2016, 10:33 In the case of a club: *Expulsion from the League (or any cup competition) *Deduction of points in the League; *A fine of not more than £15: save that a Club for the same offence may be subject to both deduction of points and a fine. (v) A player or Club found by the Disciplinary Sub-Committee to have committed an offence or upon whom they have imposed a penalty shall have the right of appeal to the Management Committee. Notice of appeal setting out the grounds must be given IN WRITING to the League Chairman within seven days of the decision of the Disciplinary Sub-Committee, together with a deposit of £5. Upon giving notice of appeal the penalty shall not take effect pending the hearing of the appeal. (vi) The appeal shall be by way of a rehearing. The player or Club shall have the same rights of attendance and representation, and to call witnesses as they had before the Disciplinary Sub-Committee. (vii) The Management Committee may confirm, vary or reverse the decision of the Disciplinary Sub-Committee, save that it shall not have the power to increase the penalty. They shall also have the power where they consider the appeal to be without merit to order that the deposit be forfeited. (viii) The decision of the Management Committee, or, if no appeal, of the Disciplinary Sub-Committee, shall be final and binding. (ix) ALL reports to be advised to the League Chairman within 48 HOURS and confirmed IN WRITING within SEVEN DAYS of the alleged incident(s). The League Chairman will, in the first instance, make contact with the Club Chairman concerned in an attempt to reach an amicable settlement. The Club Chairman will, within 48 hours, report the facts to the League Chairman, together with the action the Club intends to take. Provided this meets with the approval of the League Chairman, no further action will be taken. If, however, he is not satisfied, he will instruct the Hon.Secretary to call an Emergency Meeting of the Disciplinary Sub- Committee at which the matter will be fully discussed. All parties concerned will be required to attend. All misconduct and disciplinary matters will be dealt with in accordance with the ECB model rules. 7. SUBSCRIPTIONS Each Club shall pay an Annual Subscription as fixed by the Management Committee and advised to all clubs in advance of the AGM. This shall be paid to the League Hon. Treasurer at or before the AGM. For clubs with two senior teams in the League, the second team will pay a reduced fee as advised by the Management Committee. Each senior club shall also be required to purchase from the League at least the minimum quantity of special League matchballs to cover all league home matches for the season unless otherwise advised. Failure to comply will probably result in expulsion from the League. New Clubs will pay a deposit of £10 on application to join the League; this will be offset against the first subscription.

Handbook 2016 (1) Revised.p65 12 02/04/2016, 10:33 8. TROPHIES (a) All Trophies competed for shall at all times be perpetual and remain the property of the League. The Chairman, Hon. Secretary and Hon. Treasurer shall be the legal holders. (b) All trophies shall be returned to the League by 1st September by the Clubs who won them the previous season. (c) The name of the Club winning a Trophy will be engraved on it before presentation. The cost of this will be met by the League. 9. INSURANCE Neither the League nor the Management Committee is responsible for any items of Insurance relating to Member Clubs, whether for Players, Umpires, Buildings, Equipment, or Trophies won, in the hands of the Clubs, but remaining the property of the League. Clubs are responsible for all their own insurances, which must include Public and Third Party Liability insurance. 10. PRIZES Trophies will be awarded to the Winners and Runners-up of each Division. 11. CLUBS AND PLAYERS (a) Each club shall provide full details of their club and officials on the form provided no later than 7th December. Any subsequent alterations must be advised IN WRITING immediately. (b) Registrations. Each Senior Club shall submit a list of all its players to the League Results Secretary at least seven days prior to its first League match of the season. Additional registrations may be made during the season either in writing or by endorsement on the Match Result Template. No new registrations will be allowed after the first Sunday of August in any season. No club may register any player who is currently a paid professional cricketer. Registration as a junior does not automatically cover a player to play in senior matches. It is the duty of all clubs to ascertain if players are attached to any other club in the League before registration [or transfer in accordance with rule 11(c)]. (c) Transfers. Players who have REGISTERED AND PLAYED for a club in any of the main divisions or knockout competitions and subsequently wishing to transfer must first obtain the written consent of both Club Secretaries concerned. The transfer must be in the hands of the League Results Secretary by mid-day to be eligible for a match on that day. No player may be transferred more than once during a season, and no transfers will be allowed after the first Sunday in August of any season. No player may play for more than one Club in the League without transfer. In the event of a team withdrawing from the league during the season any attached player may RE-REGISTER for any other team (subject to satisfying all the above criteria) provided that such RE-REGISTRATION is made no later than the first Sunday in August. (d) Penalty. Clubs fielding unregistered or ineligible players will have ten points deducted from their record and will be liable to have a further ten points deducted for each match affected.

Handbook 2016 (1) Revised.p65 13 02/04/2016, 10:33 12 CONSTITUTION OF THE COMPETITION The competition will consist of all the accepted teams divided into East and West Divisions as equally as possible by the Management Committee. At the end of the season a Final will be arranged between the leading teams in each Division, to determine the over-all League Champion for that year. 13. CLUBS WITH MORE THAN ONE TEAM IN LEAGUE (a) Any Club with more than one team in the League will not be allowed to play more than TWO players in the second team who have made four or more appearances in the Club’s first team. (b) In the event of a Club with more than one team in the League being unable to fulfil more than one League match on one day, the first team game must have priority. (c) Under no circumstances may two teams from one Club play in the same Division of the League. 14. FIXTURES (a) (i) Fixture Registration Forms, to be returned by 1st October, are sent to all Senior Clubs a month earlier, to advise the league of any dates on which they are unable to play in the following season. (ii) Fixtures (all on Sundays) are compiled by the league and distributed in October or November. Clubs have until 31st January to re-arrange fixtures. Revised dates must be advised to the league promptly, to include in the Handbook. (iii) If, for any reason, clubs wish to alter fixtures between 31st January and 31st March, approval of the Management Committee must be obtained beforehand. Normally, no alterations will be allowed after 31st March. (iv) If extraordinary circumstances arise such as extremely bad weather, or national or international events occur on one of our playing dates, the Management Committee shall have the authority to allow fixtures, planned for that specific date, to be re-arranged. If such permission is granted, the Committee must advise all clubs due to play on that occasion, that a re-arrangement is allowed, if necessary for them. Details of any such revisions must be reported to the Management Committee immediately. (b) No match may be postponed. No match should be abandoned because of adverse weather before 5 p.m., except by mutual agreement of the two Clubs, who must both submit returns in this instance. In the case of dispute, the final decision on abandonment will rest with the Home Club. (c) Rule 21 covers the (2010) Points System. If any club concedes fixtures more than once in a season, it shall pay fines as follows:- £15 for the second occurrence, £20 for the third occurrence, £25 for the fourth occurrence. Any such fines must be paid immediately to the League Treasurer. (These penalties, proposed by the clubs, were agreed at the AGM on 15/10/2003.) d) A club conceding at the last minute must be prepared to pay, to the non- offending club, any non-recoverable tea and pitch hire expenses, up to a sum not exceeding £50. The Committee shall have absolute final authority in the event of any dispute. 14

Handbook 2016 (1) Revised.p65 14 02/04/2016, 10:33 (e) To standardise charges, it is agreed that visiting clubs shall pay £20 to the home club (in the 2016 season) for teas. This assumes 13 teas are provided, for players, umpire and scorer. If more are requested, home clubs may ask a little extra. (f) If the home side are unable to use their own ground for any reason the fixture may be played at an alternative venue, but such alteration shall still be classed as the original HOME fixture. (g) Fixtures should be completed by about the middle of September. 15. UMPIRE AND SCORER Each Club is expected to provide an Umpire and Scorer for each Match. 16. HOURS OF PLAY (a) From April to end August, matches shall start at 2.00 pm; in September 1.30 pm, with a 20 minute tea interval between innings if at all possible. If the first innings is completed before the normal tea interval time, and it is not possible to advance the interval, there shall be an interval of ten minutes between the innings, and play will then continue until the normal tea interval time is reached. (b) Any Club responsible for a late start, shall be deemed to have lost the toss and the matter should be reported to the Results Service. 17. LENGTH OF INNINGS (a) In an uninterrupted match each team shall bat for 40 six-ball overs, unless they have been dismissed or have won earlier. (b) In matches where the start is delayed or play is suspended, the object shall always be to re-arrange the number of overs so that both teams have the opportunity to bat for the same number of overs, with a minimum of 20 six-ball overs each. The calculation of the number of overs to be bowled shall be based on the principle of one over for each three and a half minutes lost deducted from the total number of overs due to be bowled. (c) If, because of suspension of play during the innings of the team batting second, it is not possible for it to have the opportunity to bat for the same numbers as the team batting first, they will bat for a number of overs calculated as in 17(b). In the event of a suspension occurring in the middle of an over, the full number of overs to be bowled in the time remaining will be calculated as in 17(b), and any balls remaining to be bowled when the suspension occurred will be added. (See also Rule 18(c) below). (d) The team batting second shall not bat for a greater number of overs than the team batting first, unless the latter is dismissed in fewer than the agreed number of overs. e) Following a delay or suspension, Umpires will notify the Home Authority of the time of resumption of play immediately they have reached a decision. The Home Authority and the Visiting Team will each provide a representative to assist the Umpires in calculating the revised number of overs to be bowled in the match, and for notifying the decision to all concerned.

THE RESULT (a) A Result can be achieved only if both teams have batted for at least 20 overs, unless one team is out in fewer than 20 overs, or unless the team batting second scores enough runs to win in fewer that 20 overs. All other matches, in which one or both teams have not had the opportunity of batting for at least 20 overs, with a start no later than 5 p.m. (4.30 p.m. after 1st August), shall be declared “No Result”. (b) In matches in which both teams have had the opportunity to bat for 40 overs, the team scoring the greater number of runs shall be the winner. If the scores are equal, the Result shall be a Tie, and no account will be taken of the number of wickets which have fallen. (c) If the team batting second has not had the opportunity to complete the agreed number of overs, and has neither been all out nor has passed its opponent's score, the following shall apply: (i) If the match is abandoned, the result shall be decided on the average run rate throughout both innings. (ii) If, because of suspension of play, the number of overs for the side batting second has to be revised, their target score, which they must EXCEED to win the match, shall be calculated by multiplying the revised number of overs by the average runs per over scored by the side batting first. If the target score involves a fraction, the final scores cannot be equal and the result cannot be a tie. (iii) In the event of the team batting first being out in fewer than its full entitlement of overs, the calculation of the average run rate shall be based on the full entitlement of overs, and not the number in which they were dismissed. 19. NUMBER OF OVERS PER BOWLER (a) If a match starts as a 40 overs per team match, no bowler may bowl more than eight overs in an innings, and this allowance shall not be reduced, even if the total number of overs may subsequently be reduced. (b) If, however, the start of the match is delayed, and the total number of overs for both sides is reduced, no bowler may bowl more than one-fifth of the total allowed; where the total is not divisible by five, an additional over shall be allowed to the minimum number of bowlers required to make up the balance. (c) In a match in which the innings of either or both teams is reduced after the start of the match, the maximum number of overs per bowler shall remain as at the start of the match. (d) If, for any reason a bowler is unable to complete an over, its remaining balls will be bowled by another bowler. Such part of an over will count as a full over only in so far as each bowler’s limit is concerned.

OTHER PLAYING CONDITIONS (a) No one may bat in the second innings of the match who did not field for some part of the first innings, and no one may be added to the fielding side after the first ball of the second innings of the match has been bowled, unless he has already been listed to bat and is temporarily indisposed. Substitute fielders will be allowed only in cases of injury or illness genuinely sustained during the course of the game. (b) The Home Club will provide the wickets and one NEW Official matchball; also a small supply of fair quality spare balls in case the original is lost. In this event, the Umpires shall consult and agree which is the most suitable of the replacement balls offered. (c) Except as specified otherwise in these Competition Rules, the M.C.C. Official Laws of Cricket 2003 Code will apply to all matches. (d) M.C.C. Law 14. (Declarations) does not apply. The Captain of the batting side may not declare the innings closed at any time during the course of the match. (e) M.C.C. Law 24. (No Ball – Mode of Delivery) will apply, except that the ball may not be delivered underarm. (f) M.C.C. Law 25.1. (Wide Ball – Judging a Wide). Umpires are instructed to apply a very strict and consistent interpretation of this Law to prevent negative bowling. If the ball passes either side of the wicket sufficiently wide to make it virtually impossible for the striker to play a “normal cricket stroke” from where he would normally be standing at the crease, the Umpire should call and signal “Wide”. (g) Persistent bowling which, in the opinion of the Umpire, is liable to endanger the batsman should be penalised by calling and signalling “no ball”. (h) Any full-pitched ball passing over waist height of the batsman shall be called and signalled 'No Ball' by the Umpire(s). (i) Players under 18 years of Age, when playing in senior matches, are entitled to a special duty of care by their seniors. They must wear protective helmets when batting, and, if keeping wicket, when standing up to the stumps. Similarly, helmets should be worn by close fielders, square to or in front of the batsman. 21. SCORING POINTS (a) Wins shall count as ten (10) points, a tie as six (6) points to each side and a loss as no (0) points. Note:- A tie results when both innings are completed and both sides have the same number of runs, irrespecitve of the number of wickets lost. (b) If the game is cancelled by the weather or the match is abandoned with less than twenty (20) overs of the match having been played, each side shall be awarded eight (8) points. (c) If the game is abandoned with twenty (20) or more overs of the match having been played, but without result as described in Rule 18, then each side shall be awarded seven (7) poinrs plus any bonus points earned before the abandonment. (d) If a game is cancelled for reasons other that the weather, the non-offending side shall be awarded twenty (20) points and the offending side shall be deducted twenty (20) points.

In addition to the points as shown above, the following bonus points shall be awarded up to an absolute maximum of five (5) Batting points and (5) Bowling points, per team per match. Batting Bonus i) For scoring 40 runs one (1) point, and for each additional 40 runs scored, one (1) further point up to a maximum of five (5) points for 200 runs. ii) When a side is batting second they may achieve one (1) bonus point for each 2 wickets they have in hand at the end of their innings or upon passing the opposition score up to a total of five (5) bonus points. Where a team has less than 11 batsmen, then the number of wickets in hand will be calculated based upon one less that the actual number of batsmen. Bowling Bonus iii) For taking 2 wickets one (1) point, and for each additional 2 wickets taken, one (1) further point up to a maximum of five (5) points for 10 wickets. Where a team has less than 11 batsmen the bowling team will be awarded their full five (5) point bonus once the batting team is dismissed 'all out'. 22. NOTIFICATION OF RESULTS The home team is responsible for reporting match results, INCLUDING CANCELLATIONS. Results must be recorded following the instructions on the inside front cover 'League Results Service'. Clubs failing to report will have points deducted on every occasion. Persistent offenders may face a fine of £15 for non-co-operation. 23. OBLIGATION OF CLUBS All clubs MUST be represented at the Annual General Meeting and the Annual Pre- Season Meeting (at which balls and all literature are distributed) and any Extraordinary General Meeting. A fine of £15 will normally be imposed on each occasion that a club fails to be represented. A similar fine of £15 will also be imposed on clubs failing to provide club details for the annual handbook. 24. DISSOLUTION Dissolution of the League may be decided by a two-thirds majority at an Annual General Meeting, or at an Extraordinary General Meeting convened for that purpose. If the League is dissolved, its tangible assets may be retained, or sold, as decided by the General Meeting, with any proceeds therefrom being added to the League's funds. These funds shall be retained for up to 3 years, under the authority of the remaining Committee Members for the benefit of a replacement local cricket league, if any be formed within that time, with aims and objectives similar to our own. If none such has been formed, then on the expiry of 3 years from the date of dissolution, the remaining funds shall be donated to St Margaret's Somerset Hospice, Little Tarratt Lane, Yeovil.

Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its laws but also within the Spirit of the Game Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the captains.

1. There are two laws which place the responsibility for the team's conduct firmly on the captain.

Responsibility of captains

The captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws.

Player's conduct

In the event of a player failing to comply with instructions by an umpire, or criticising by word or action the decisions of an umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire concerned shall in the first place report the matter to the other umpire and to the player's captain, and instruct the latter to take action.

2. Fair and unfair play

According to the Laws the umpires are the sole judges of fair and unfair play.

The umpires may intervene at any time and it is the responsibility of the captain to take action where required.

3. The umpires are authorised to intervene in cases of:-

* Time wasting * Damaging the pitch * Dangerous or unfair bowling * Tampering with the ball * Any other action they consider to be unfair

* Your opponents * Your own captain and team * The role of the umpires * The game's traditional values

5. It is against the Spirit of the Game:

* To dispute an umpire's decision by word, action or gesture * To direct abusive language towards an opponent or umpire * To indulge in cheating or any sharp practice, for instance: (a) to appeal knowing that the batsman is not out (b) to advance towards an umpire in an aggressive manner when appealing (c) to seek to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of one's own side

6. Violence

There is no place for any act of violence on the field of play.

7. Players

Captains and umpires together set the tone for the conduct of a cricket match. Every player is expected to make an important contribution to this.

The 2000 Code 5th Edition - 2013 of the Laws of Cricket includes amendments and clarifications to the laws. We encourage all clubs and especially team captains to review the laws and the MCC video which explains the changes.

Simon Whitney Under 16 Cup was this year awrded to Louis Martin of Westland for innings of 56no, 85no, 47 and31. Very fine performance also from two North Perrott players: Theo Draper with 115no and Tommy Stewart with 100no. On the bowling side, two players from the Frome club were M Knight taking 5 wickets for 11 runs, including a hat trick, and D. Weston, 4 wickets for 3 runs Two other 4 wicket hauls were achieved by L Knight of Westland,for 12 runs, and by H Morrissey of North Perrott for 16 runs.

Chris Waller Under 14 Cup. Very strong performances in the Under 14s in the 2015 season. The cup was awarded to Dan Ewens of Westland for innings of 73no, 38no, 56 retired and 33no, and also 3 wickets for 3 runs as a bowler. As a bowler, too, Ben Richardson of Huish & Langport CC took 5 wickets for 11 runs and 3 for 9 runs. On the batting side, Niall Crouch of Ilminster scored 85no,74 and 53. Aidan Burt of Long Sutton made73no, 54no and another 54no. Sam Fuller for Westland scored 51no, 69no and 51 retired.

Chris Waller Under 12 Cup. Jointly awarded to Alex Lyons of Martock and J T Langridge of Ilminster who both scored 30 not out. Good bowling figures were returned by Elijah of Hardington, 3 for 14, and M McNee of Ilminster, 3 for 23.

Maurice Marks Under 10 Cup. Awarded to Connor Callow of Crewkerne with outstanding bowling figures of 5 wickets for 6 runs and 3 wikets for 3 runs. Running a close second place was Riley Millet of Ilminster who scored 30no and 38, and also took 4 wicketson one occasion. Though details are not fully recorded, there were 7 bowlers taking 4 wickets in a match, the others being Henry Shaw of , Archie of North Perrott, and 3 other Ilminster bowlers, Josh Lamb, Murrian (?) and Loclan Rice.

INTRODUCTION for all age groups. 1. TITLE & Trophies The Competition shall be known as the “Mid-Wessex Youth Cricket League”, hereinafter called the “League”. Winners and runners-up will receive trophies to be held for one year and returned to the league by 1st September. 2. OBJECT The object of the League will be to provide competitive cricket for Youth Players of various ages, both boys and girls, for affiliated teams within the area covered by the League. Also to foster the ‘spirit’ of the game of cricket at this level and to assist Clubs where possible, and to encourage them to involve themselves with Youth Cricket and Coaching. All references to "batsman" or "batsmen" shall apply equally to both boy and girl players. 3. MANAGEMENT The League will be administered by the Management Committee which shall be elected annually at the Annual General Meeting. Alterations and additions to the rules will normally only be made at the Annual General Meeting. FIXTURES are arranged by the Management Committee and circulated to the clubs as soon as possible after the AGM. 4. SUBSCRIPTION Each team shall pay an annual subscription of £10 unless varied in a specific year by prior advice of the Management Committee. This shall be paid to the League Hon. Treasurer at the AGM. 5. CONSTITUTION The League shall consist of Divisions and Sub-divisions as approppriate, for each age group, currently Under 16, Under 14, Under 12 and Under 10. All clubs should note that Senior rules 3, 6 and 9 will apply to Youth Cricket (re-entry criteria, disciplinary procedure and insurance). 6. RESULTS, of all matches, in all age groups must be reported by the Home Team, to the Results Service as shown on the inside front cover of the league handbook within 24 hours. Clubs failing to report results at the proper time WILL have one point deducted on each occasion. 7. YOUTH POINTS SYSTEM (a) The team winning the match shall recieve 4 league points. (b) In the event of a Tie, each team shall recieve 2 points. (c) For failing to raise a team, clubs will forfeit all points for that fixture, and 4 points will be awarded to their opponents. (d) If two or more teams end the season on equal points, the final positions will be decided by:- (i) the most wins, or, if still equal (ii) the most away wins, or, if still equal

Handbook 2016 (1) Revised.p65 39 02/04/2016, 10:33 (iii) tied matches to take priority over cancelled matches, or, if still equal:- (iv) the higher run rate throughout the season. 8. QUALIFICATION OF PLAYERS (a) Boys must be under the age of the respecctive age group on 1st September of the preceding year. To play at Under 14 this year they must have been 13 or less on September 1st of last year. (b) Girls may play at up tp 2 years older than the boys, judged in the same way, in all four age groups. To play in the under14s this year a girl must have been 15 or less on September 1st of last year. (c) Any player transferring from one team to another must first obtain the written consent of both Club Secretaries concerned. The transfer must be in the hands of the League Secretary before the player is eligible to play for the new club. No player can be transferred more than once in a season, nor after 14th July in any season. 9 (a). PUNCTUALITY. Teams not arriving within ten minutes of the appointed start time, shall be deemed to have lost the toss. Teams not arriving within 30 minutes, shall forfeit the points. 9 (b) REARRANGEMENTS. Following publication of fixtures, clubs have until the end of January to agree any alteration of fixtures found to be necessary. Between then and the start of the playing season, any changes are subject to prior approval by the Management Committee. Once the playing season is under way, it has now been agreed that we shall be in favour of rearrangements (rather than the complete loss of games), providing they can be arranged swiftly, and under the following conditions. 9 (c) If a fixture has to be cancelled/postponed due to bad weather, the results service must be informed immediately by the HOME club captain. Only if both clubs agree, can the match be rearranged. A new date must be agreed and communicated to the results service by BOTH clubs within 7 days of the original fixture. This new date must be within the junior season. 9 (d) If a fixture is unable to be played by one club, then, at the entire discretion of the other club, the match may be postponed and rearranged. This re- arrangement must be agreed before the date of the game and a new date must be agreed and communicated to the results service by BOTH clubs before the date of the original fixture. This new date must be within the junior season. 10. SUPERVISION Both Home and Away teams MUST provide an adult in a supervisory role for the entire duration of the game, before,during and after play has concluded. 11. MCC RULES CLARIFICATION For the avoidance of doubt, except as otherwise specified within these Junior Rules, and for all age groups, the Laws of Cricket as defined by the MCC shall apply.

Handbook 2016 (1) Revised.p65 40 02/04/2016, 10:33 12. SAFETY MEASURES All batsmen should wear proteective hemets. Wicket-keepers should do so when standing up to the stumps. Close fielders, square to or in front of the batsman, should also wear helmets, but no fielders, except wicket- keeper and Slips, are permitted within 11 yards of the middle stump, until the batsman has played the ball. 13. OBLIGATIONS OF CLUBS All Junior club teams MUST be represented at the AGM, the annuel Pre-Season Meeting and any EGM. It is the personal responsibility of the Initial Contact of each club, to ensure that if he himself is unable to attend for this purpose, then another club member is arranged to attend in his place, without fail. A fine of £15 will normally be imposed on each occasion that a club fails to be represented. NOTE: One of the main objects of the Youth League is the encouragement of Juniorsto play cricket, and to assist them to improve their game. Umpires, on the field of play during a match, may only give advice on the laws of cricket.

RULES SPECIFIC TO THE UNDER 16s AND UNDER 14s COMPETITION RULES 1. Each match shall consist of a maximum of 20 six-ball overs per team or as agreed by the Captains and notified to the Umpires before the toss takes place. The minimum number of overs allowed to complete a match will be 10 six-ball overs per team. No bowler will be allowed to bowl more than 4 overs in a 20 overs per team match. In a reduced overs match the individual number of overs per bowler must also be reduced. If the minimum number of overs per team (10) is being bowled then no bowler shall be allowed to bowl more than two overs. 2. The HOME team will be responsible for providing the wickets and having available a League Match Ball. The pitch shall be marked out according to the Laws of Cricket. 3. All Under 16 matches are to be played on Tuesday evenings starting at 6.30 pm. All Under 14 matches start at 6.30 pm on Thursday evenings. OTHER PLAYING CONDITIONS 4. No one may bat for the side taking the second innings of a match who did not field for some part of the first innings of the match. No one may be added to the fielding side, after the first ball of the second innings of the match has been bowled, unless he has already been listed to bat and is temporarily indisposed. Substitute fielders will be allowed only in cases of injury or illness genuinely sustained during the course of the game SCORING OF EXTRAS 5. If a Wide or a No-Ball is called by the umpire, 2 runs shall be awarded under 'extras' and no additional ball shall be bowled, except in the last over. .

The Captain of the batting side may not declare the innings closed at any time during the course of the match. (b) Law 24 (No Ball - Mode of delivery) will apply, except that the ball may not be delivered underarm. (c) Law 25. (Wide Ball - Judging a Wide). Umpires are instructed to apply a very strict and consistent interpretation of this Law to prevent negative bowling. If the ball passes either side of the wicket sufficiently wide to make it virtually impossible for the striker to play a “normal cricket stroke” from where he would normally be standing at the crease, the Umpire should call and signal “Wide”. (d) Law 42.9 (Bowling of fast full pitchers). Any full pitched ball, passing over waist height of the batsman, shall be called and signalled 'No Ball' by the Umpire. 7. Each Team is expected to provide an ADULT Umpire and Scorer for each League Match.

Handbook 2016 (1) Revised.p65 43 02/04/2016, 10:33 RULES SPECIFIC TO THE UNDER 12s SPECIAL PLAYING CONDITIONS for Under 12 Matches The Laws of Cricket shall apply except for the following: 1. The pitch will be 21 yards in length. 2. The ball shall weigh four and three-quarter ounces. 3. The stumps shall be 27 inches above the ground and 8 inches wide where at all possible. 4. Each team shall comprise 8 players. 5. Each game will be of one innings per side and that innings will be a maximum of 16 overs (minimum 12 overs). 6. The batting side shall be divided into pairs and each pair shall bat for one quarter of the overs. 7. Batsmen have unlimited lives but each life lost will see 5 runs deducted from the total. Batsmen will change ends at the fall of each wicket. 8. If a wide ball or a no-ball is called by the umpire, 2 runs shall be awarded under 'extras' and no additional ball shall be bowled, except in the last over. 9. There is no LBW rule unless a batsman deliberately blocks or kicks the ball with leg or foot, when he/she may be given 'out', thus losing a wicket and 5 runs. 10. Each outfield player must bowl at least one over but no more than one fifth of the total number of overs. 11. Each team shall commence its innings with a score of 200 runs. 12. The winning side shall have the highest number of runs after deductions for wickets. In the event of equal scores the result will be tied. 13. If a fixture has to be cancelled, refer to Rules 9 (c) and 9 (d) of the Introduction section. 14. If the umpires are satisfied that a player is or becomes incapacitated, his/ her place may be taken by a reserve who shall bat and/or bowl instead. If no reserve is available, any over due to be bowled by the injured player shall be bowled by another player, without exceeding his quota (see Rule 10). The Captain of the fielding side shall choose one of the players in the first three pairs to bat a second time in the fourth pair. The same shall apply for batting, if one team has only 7 players available. 15. League positions will be decided on number of points awarded. In the event of equal points, the side with the highest average runs scored per completed game will be placed higher. (E.G. If team A scores 700 runs in 7 games, their average is 100 per game. If team B scores 580 runs in 5 games, their average is 116 per game and they are placed top.)

Handbook 2016 (1) Revised.p65 45 02/04/2016, 10:33 RULES SPECIFIC TO THE UNDER 10s NEW RULES were recently introduced. Previously this age group used Kwik Cricket Equipment. It has been decided this is no longer appropriate and that our youngest players should use more conventional bats and balls to better develop their skills in preparation for their entry into the older levels of youth cricket in the coming years. Cricket Bats henceforth should be normal wooden bats, suitable in size for each player and supplied by the clubs or their parents. Balls We recommend the use of the Readers Supaball C201Y, supplies of which will be called forward annually as part of the league's regular order for Match Balls. Field Arrangements. Clubs are to have the latitude to decide what is best for these young players, considering the size of their ground and any other relevant factors. Boundaries are to be re-introduced, and may be marked out, if different from the senior boundaries, in any way each club management may decide is best suited to its circumstances. The recommendation is that boundaries should be a minimum of 30 yards and a maximum of 40 yards from the pitch. The Pitch should be 16 yards in length. Kwik Cricket self-supporting stump sets, or Youth size wooden stumps may be used, with plastic cones to indicate the crease if unable to use white markings. Fixtures League fixtures will show Sunday dates for the Under 10s. It is to be understood clubs may play these games on any day of the preceding week best suited to them, provided they are played no later than the specified Sunday. Managers/Fixture Secretaries will need to co-operate in arranging this. If a match has to be cacelled or postponed, refer to Rules 9 (c) and 9 (d) of the Introduction section above. Team sizes. Clubs may agree, in advance, or on arrival at the venue, on the number of players to take part in the match. 6, 8, or possibly 10 may play for each club, divided into 3, 4, or 5 pairs for batting. The lowest number, on arrival, being matched by the same number from the opposite side. If the Clubs disagree on numbers, the standard shall be 8 players (4 batting pairs) per side. Match Details 1. Each match will be of one innings per side and that innings is to be of a maximum of 16 overs and a minimum of 12 overs. The precise number to be agreed by the teams on arrival, according to the number of players available. [ 5 pairs can agree to play up to 3 overs each pair; 4 can play up to 4 overs each; 3 can play up to 5 overs each. But the format must be the same for both sides.]

A batsman is given 'out' if bowled, caught, stumped, run out or hit own wicket, with a wicket lost on each occasion. Each wicket lost will see 5 runs deducted from the team's total score. Batsmen are to change ends at the fall of each wicket, so that the partner receives the next ball. 3. There is no LBW Rule unless a batsman deliberately blocks or kicks the ball with leg or foot, when he may be given 'out', thus losing a wicket, and Rule 2 above will apply. 4. Two extras are awarded to the batting side for each Wide and No-Ball bowled, but no additional balls are bowled, except in the last over of an innings, when any additional balls will be bowled. 5. Byes follow normal cricket rules. 6. Bowling a) Each player in the fielding side, except the wicket-keeper, will bowl a minimum of one over, but not more than 3 overs in an innings. All overs are of six balls. b) Bowling may be over-arm (delivered with a straight arm), or under-arm. In either case, the ball may not bounce more than once before reaching the batsman. Any which do, are to be called No-Balls. A No-Ball is also to be called for any delivery reaching the batsman above waist height, without bouncing. c) To save time, bowling takes place from one end only, and so does batting. Regardless of whether or not a run has been scored off the last ball of an over, batsmen change ends at the end of each over. d) A Wide is to be called for any ball too far from the batsman for him/her to strike. It is never called a Wide if the batsman manages to hit the ball, or is hit by the ball. 7. Scoring the Match. a) Each team starts with a score of 200 runs. b) All runs successfully completed by the batsmen are added, and all extras. c) The total is reduced by 5 runs for each wicket lost during the innings. d) Whichever team has the highest remaining total wins the match. If equal, the match is tied.

KNOCKOUT CUP TOURNAMENT RULES 2016

TITLE & TROPHIES 1. The Competition shall be known as the "Mid-Wessex Youth Cricket League Knockout Tournament". 2. Winners and Runners-Up will each receive a trophy. These will be presented at the AGM in the Autmn.

MEMBERSHIP AND SUBSCRIPTION 3. The Competition will be restricted to players in the League Under 16, 12 and 10 Divisions, this 2016 year. 4. The Subscription for the Competition is included in the Annual Affiliation Fee to the League.

THE RULES 5. (a) No alteration shall be made to the Rules except at the Annual General Meeting or an Extraordinary Meeting convened for that purpose. (b) The rules of the League Competition will apply except as specified herein.

MANAGEMENT 6. The management and control of the Competition will be vested in the League Management Committee. In the event of any matter arising which is not covered by these rules, the Management Committee shall have the power to deal with it, and, if necessary, to impose such penalties as it deems fit.

COMPETITION RULES 7. (a) All players shall be registered for the club that they represent. No new registrations will be accepted after the first round. (b) Fixed match dates for all rounds will be arranged by the Management Committee and games must be played on those dates. The first named club to be the Home club through all rounds, including the Final. (c) If a match is cancelled due to inclement weather, clubs shall follow the procedure in clauses 9 (c) and (d) of the Introduction on page 40.

Handbook 2016 (1) Revised.p65 50 02/04/2016, 10:33 8. All teams are expected to provide ADULT Umpires and Scorers. 9. The result shall be a win for the team scoring the most runs. If the scores are level, the team losing the fewest wickets shall be the winner. If runs scored and wickets lost are equal, the team batting first shall be the winner. 10 (a) Each match shall consist of a maximum of twenty, six ball overs per team, or less if agreed by the captains and notified to the Umpires before the toss takes place. (b) The minimum number of overs required to complete a match will be fifteen, six ball overs per team. If the team batting second has not had the opportunity to complete the agreed number of overs (minimum 15) the result will be decided on the average run rate throughout both innings, provided they have had the opportunity to bat for at least three- quarters of the total number of overs allocated to the team batting first. (c) No bowler will be allowed to bowl more than four overs in a twenty overs per team match (proportionately reduced if the total overs are reduced).

PLATE COMPETITION RULES 2016

1. This Competition will follow the completion of the First Round of the Cup in the Under 12s and is intended to ensure all teams entering the Cup shall have the opportunity to play at least two games within the over-all Cup Competition.

2. The Plate will be composed of all teams failing to win in the First Round, and in the Preliminary Round if there is one.

3. The order of play will be the same as in the original Cup Draw and the rules of management and play are exactly the same also. Thus, the losing teams in each of the first two Cup matches will play each other in the first round of the Plate, with the first being the Home Side, and so on through the original Cup draw.

4. As with the Cup itself, the Plate is a knockout competition and no league points are involved.

5. Trophies are provided by the League for Winners and Runners-Up in the Plate Competition.
