On hearing this you should leave the building by the nearest safe fire exit. Once outside the building please proceed to the fire assembly point outside the main entrance Persons should not re-enter the building until authorised to do so by the Fire and Rescue Service or the Emergency Co-ordinator. Minutes Resolved - That the Minutes of the meeting held on 12 December 2016, having been printed and circulated, be taken as read and be confirmed and signed by the Chairman as a correct record. 147. Declarations of Interest There were no declarations of interest in relation to items on the agenda at this stage at the meeting. 148. Public Questions or Statements There were no questions or statements from members of the public. Hambleton Area Committee Minutes - 6 March 2017/1 7 149. North Yorkshire Fire and Rescue Service - Community Safety Update - Hambleton County Councillor David Blades stated that although not a disclosable pecuniary interest he wished it to be known that he was a Member of North Yorkshire Fire and Rescue Authority. Considered - The report of Group Manager David Pitt advising Members of the Area Committee of community safety activities involving North Yorkshire Fire and Rescue Service (NYFRS) that had occurred between 1 April 2016 to 31 January 2017 and providing an update regarding other issues from within the Hambleton District during that period. An e mail was circulated consulting on views on the proposed Police precept for the next financial year. Ringmaster messages included reports on damage to the King’s Head and a blackmail scam. 4. Meeting open to the Public Mr Autherson attended the meeting to bring the Council up to date with changes which are going to happen to the Chapel. They have decided not to go for planning permission but will be having an open consultation evening on 5 February. Leaflets will be distributed throughout the village. The project is going well and it is hoped to open in May. There will be a book exchange but there may be a chance of a branch library. Another suggestion is a CAB session once a week. Linking everything together is the coffee shop.

He was descended on his mother’s side from the Fairfax family and was also distantly related to the Brontës. Blakeborough was educated at St. Agnesgate Grammar School, and from his childhood acquired a keen interest in nature and the lore and legends of his county of birth. After leaving school he assisted his father in his business but was allowed later to fulfil his ambition to become a doctor. As a folklorist, Blakeborough’s most important contribution was in the collection of folklore and dialect in the North Riding of Yorkshire. In the early 1870s he copied large portions of the manuscript notebooks of David Naitby (1774-1838) and Robert Hird (1768- 1841), who were themselves North Riding collectors and had obtained material dating from the seventeenth century and earlier. Blakeborough was not, however, an armchair scholar, and he obtained his information (including the Naitby and Hird items) by fieldwork, as he noted in his ‘Oddments Gathered from All Manner of People at Various Times, Dating from 1865’. A small part of the vast amount of material he amassed is contained in his books Wit, Character, Folklore and Customs of the North Riding of Yorkshire (1898), Yorkshire Toasts, Proverbs, Similes and Sayings (1907) and the posthumous The Hand of Glory and Further Grandfather’s Tales and Legends of Highwaymen and Others (edited by his son, John Fairfax-Blakeborough, and published in 1924).

    Hambleton District Council Local Plan Habitats Regulations Assessment Screening Report November 2016 Summary The Habitats Directive1 seeks to protect the integrity of Natura 2000 sites and requires a Habitats Regulations Assessment to be undertaken to assess the implications of the plan or project on Natura 2000 sites, which includes Special Areas of Conservation (SAC), Special Protection Areas (SPA) and RAMSAR sites. The key principle is to adopt the precautionary approach and to preserve the integrity of sites. FOR CULTURE, MEDIA AND SPORT 2016 Public investment into community sport is to reach children as young as five. The move will see Sport England’s remit changed from investing in sport for those aged 14 and over to supporting people from five years old right through to pensioners, in a bid to create a more active nation. Investment will be targeted at sport projects that have a meaningful, measurable impact on how they are improving people’s lives – from helping young people gain skills to get into work, to tackling social inclusion and improving physical and mental health. Funding will also be targeted at groups who have low participation rates to encourage those who do not take part in sport and physical activity to get involved. This includes supporting women, disabled people, those in lower socio-economic groups and older people. Sport England will set up a new fund in 2016 to get inactive people physically active and will support and measure participation in sport and wider physical activity going forward. At the elite end of sport, government is supporting our Olympic and Paralympic athletes beyond Rio 2016 through to Tokyo 2020 with increased exchequer funding. The key driver for the strategy is to increase participation in sport and physical activity and to make activity an integral part of everyday life in the UK, for everyone.

An apology for absence was received from Councillor Mrs D Medlock. 2. The minutes of last month’s meeting had been circulated and were signed by the Chairman after being agreed as a correct record. The date for the April meeting will be Easter Monday. It was agreed to hold the meeting a week later on 16 April. 3. Police Report and Neighbourhood Watch. The December statistics had been received from NY Police. Ringmaster e mail had been received regarding a white transit van. An e mail was also received asking for volunteers for the Independent Custody Visiting Scheme. 4. Meeting Open to the Public. Mrs Sibley said she would like to query who decided to lay gravel at the development in North End instead of replacing the original cobbles. She also said that when the site was being dug out, water started to come out of the Village Green near the tree. Water then came out of the drain further up North End. Further work was done on the site and water is now coming out of the road. On Saturday Northumbrian Water attended and put a yellow arrow by the tree.
