I want to write and thank you on behalf of myself and the British Parliamentary Delegation who have been visiting the UN during the past 2 weeks, for all your kindness in sparing time to talk to us so freely, and also for your hospitality of lunch. It has been a great privilege and of real value to us all to have this opportunity to study the work of the UN. We have learnt a great deal during our stay and have seen much to impress us. Very many people, including busy members of your Secretariat, have been most generous with their time and have contributed greatly to the enjoyment of our stay here.

Thank you also for your kindness in presenting each of us with a signed copy of the book of your speeches. It is something which I shall enjoy reading and keeping.

SUBJECT: Informal contacts between ACC and executive heads of non United Nations OBJET: regional organizations

1. At last October's meeting of the ACC, a proposal by Mr. Morse led to general agreement "that arrangements might be made to bring about informal contacts between members of the executive heads of some important non United Nations regional organizations - perhaps beginning •with the Organization of American States (OAS) and the Inter -American Development Bank (IDE). The contacts -would be arranged outside the ACC itself, e.g. at a luncheon", Mr. Galo Plaza and Mr. Felipe Herrera were notified informally and expressed their readiness to make such a contact, e.g. at a luncheon, should they be invited. 2. I do not feel that there is any obligation upon you to follow up this initiative this year; and the pressures of the 25th anniversary celebrations during the week preceding the ACC meeting would certainly constitute valid grounds for postponement. On the other hand, two main items on the ACC agenda relate to the regional structures of the United Nations system and to the competence and functioning of ACC itself. Mr. de Seynes and I are uncertain whether the proposed meeting would be very profitable, but Mr. Jenks,-with whom I have just spoken, feels that there would be advantages from many points of view in ACC re-establishing contacts with the Latin American organizations at this stage if this can conveniently be done. Mr. Hoffman also favours this course. 3. If in principle you would favour such a contact at the time of the forthcoming ACC meeting, Messrs. Plaza and Herrera, as well as Mr. Carlos Quintana, might be invited to the luncheon which I understand you are kindly giving for ACC on 28_j>ctobar. At the luncheon there may be, sufficient opportunity for ACC "members^ as well as the representatives of the regional bodies to raise points of mutual concern; but, if necessary, we could have an hour's meeting with them after lunch or arrangements for further discussions between those particularly interested might be made.

Chlef of Protocol SUBJECT: H^ OB JET' Reception In honour of the Chairmen of Delegations and Permanent Representatives on Saturday. 2k October 1970 As per your Instructions, the following arrangements have been made for the reception of the 24th. As most of your guests will be arriving at the same time after the meeting of the General Assembly is over, the receiving line will be at the east side of the Delegates' Dining-room in front of the door leading to the terrace. This will allctw lihS guests €o enter the room and disperse-after the shake hand. Three different buffets will be installed: one at the east side of the dining-room, one at the north and one at the West Terrace where we will also have a special corner for Heads of State who would like to rest. We will serve: Half Cold Lobster with garniture of Tomato and Eggs, Whole Cold Salmon, Whole Ham, Turkey carved and put back on the frame, Cold Roast Beef, Chicken 4 la King with Rice and Peas, Russian Sajjad, Potato Salad, Cucumber Salad, Macaroni Salad, Assorted Cheese, French Pastries and Fresh Fruits. The essential drinks will be champagne and fruit Juice and all other drinks will be available at the bar. There will be an orchestra which will be stationary at the beginning and then will move around. At 1:30 p.m. a microphone will be brought In and the President of the General Assembly will give a toast. At the present moment, I can estimate the number of guests to be between too to 500. I would be grateful to have your comments concerning these arrangements. 9 June 1970

Note for the Record

I discussed vith the Secretary-General the idea that In connexion with the Twenty-fifth Anniversary, we may have a large reception on 2k October, following the United Nations Day concert, rather than have the usual dinner for Foreign Ministers and Heads of Delegations. The money thus saved would be adequate to entertain 1,200 to 1,300 guests at a reception and also avoid all protocol problems. The Secretary-General liked the idea. I have since cleared it informally with Ambassador Hambro of Norway.
