Perfect Storm, Speculation Continues to Swirl

By Terry Weber Special to the Times In the absence of survivors, eyewitnesses or wreckage, no one can say with certainty what happened during the final hours aboard the Andrea Gail, other than she disappeared into the cold waters east of Nova Scotia. But this week, upon the 20th anniversary of the vessel's loss and the so-called Perfect Storm, speculation continues to swirl: How did the Andrea Gail meet her fate? Did it happen just as portrayed in the movie, when she flipped over trying to conquer an enormous wave? Did anything other than fierce weather contribute to her demise? Many experts agree that a 72-foot fishing vessel like the Andrea Gail would have little chance surviving the convergence of multiple weather systems now referred to as The Perfect Storm, which included hurricane force winds and wave heights of more than 60 feet. According to the 1993 U.S. Coast Guard's investigative report, the last communication with the Andrea Gail was on Oct. 28 with another fishing vessel, the Hannah Boden. The report, however, does not reflect the time of the communication. The Andrea Gail was approximately 150 miles east of Sable Island, presumably heading home to Gloucester — but possibly headed inland for shelter or fuel. It is unknown when or how the fishing vessel lost her radio, or how far she traveled after the radio failed. "My last conversation with Billy was typical of any that I would have with a vessel 600 miles west of me," said Linda Greenlaw, former captain of the Hannah Boden. -

November 15, 2019 House approves Ex-Im Bank reform, reauthorization The House of Representatives voted today to revamp the Export-Import Bank and extend its operating authority for ten years. H.R. 4863, the United States Export Finance Agency Act of 2019, would rename the Export-Import Bank the US Export Finance Agency, would block any support to Chinese military or intelligence services, and make it easier for the agency to respond to predatory export financing by China. The bill passed roughly along party lines, 235-184, and President Trump has said he will veto it if it reaches his desk. It has no Senate companion. House Financial Services Committee approves bills on debt collection, fair lending The House Committee on Financial Services spent much of this week marking up legislation, and approved eight bills for floor action. The Committee voted unanimously to pass H.R. 5003, which gives service members additional protections from threats by debt collectors; H.R. 4403, which extends Fair Debt Collection protections to debts owed to federal agencies and clarifies its application to debt buyers; and H.R. 2398, which would expand eligibility for the HUD-VASH program. Members voted along party lines on H.R. 5021, which would limit debt collectors’ ability to email or text consumers; H.R. 5013, which would extend Fair Debt Collection protections to small business loans; H.R. -

COWMAN,Indianapolis With the ever-increasing volume of literature about Abra- ham Lincoln it would seem as if nothing further could be said except in the way of repetition ; nevertheless much new matter will doubtless be yet uncovered. For example, an historical account of the great emancipator’s presence in Indianapolis- twice when living, once when dead-has never been given with fulness or accuracy, and the tradition that exists reveals both omissions and errors. 1859 As regards omissions, virtually no one now living knew until recently that Lincoln had delivered a speech in the Hoosier capital prior to 1861. The fact that he did.was dis- covered some months since by Earl W. Wiley, and also, in- dependently, by Miss Olga Ruehl, of the Indiana State Library staff, when examining the files of the Indianapolis Daily Atlas, a now forgotten newspaper. Thedate of the speech was Sep- tember 19, 1859; the place of delivery, the old Masonic Hall; the occasion, an echo of the state campaign in Ohio, where both Lincoln and Stephen A. Douglas had been stumping as a sort of aftermath to their famous joint debate of the year before. Lincoln, on his way from Springfield to Ohio, passed 2 Indiana Magazine of Hzs tory through Indianapolis, as is shown by a fuller examination of the Aths files. That seems to have inspired the Republi- cans there to secure him; an invitation followed him to Col- umbus. FOREWORD Recreating the last days of six men who disappeared at sea presented some obvious problems for me. On the one hand, I wanted to write a completely factual book that would stand on its own as a piece of journalism. On the other hand, I didn’t want the narrative to asphyxiate under a mass of technical detail and conjecture. I toyed with the idea of fictionalizing minor parts of the story—conversations, personal thoughts, day-to-day routines—to make it more readable, but that risked diminishing the value of whatever facts I was able to determine. In the end I wound up sticking strictly to the facts, but in as wide-ranging a way as possible. If I didn’t know exactly what happened aboard the doomed boat, for example, I would interview people who had been through similar situations, and survived. Their experiences, I felt, would provide a fairly good description of what the six men on the Andrea Gail had gone through, and said, and perhaps even felt. As a result, there are varying kinds of information in the book. Anything in direct quotes was recorded by me in a formal interview, either in person or on the telephone, and was altered as little as possible for grammar and clarity. -

Central agencies, however, function independently from one another and from the House and Senate, but under the general supervision of different joint committees. Central agency directors, the clerk of the House and the secretary of the Senate are principally responsible for hiring, supervision and personnel policy. The clerk of the House and the secretary of the Senate have very broad authority to determine management and personnel matters for the largest number of employees. The lieutenant governor and the speaker of the House have separate staffs and funding. SHARED SENATE/HOUSE SERVICES Legislative Reference Service Under the supervision of the Legislative Council, the Legislative Reference Service provides general legal and policy research, bill drafting, library services, codification and administrative code publishing services. Legislative Fiscal Office Operations of the Legislative Fiscal Office are overseen by the Joint Fiscal Committee. The agency provides general fiscal research, staffs the budget committees and prepares fiscal notes on pending legislation. Department of Examiners of Public Accounts Operations of the agency are overseen by the Legislative Committee on Public Accounts.
