TENDER NOTICE – 70 NEW TTIs REPUBLIC OF KENYA MINISTRY OF EDUCATION, SCIENCE AND TECHNOLOGY STATE DEPARTMENT OF SCIENCE AND TECHNOLOGY NATIONAL COMPETITIVE BIDDING (NCB) The Government has identified a goal to facilitate the growth of Technical and Vocational Education and Training (TVET) in line with Vision 2030. The overall goal of the Ministry of Education, Science and Technology (MOEST) is to provide equal access to quality education irrespective of socio-economic status. This is in recognition that education has a critical role in preparation of Kenyans to meet requirements of a middle income knowledge-based economy by the year 2030. The Government of the Republic of Kenya has therefore established a budget line towards construction of the various Proposed Technical Training Institutes (TTIs). It is intended that part of the proceeds of these funds will be applied to eligible payments under contracts for Construction of the various Proposed TTIs in Kenya. Deputy Speaker: Let us proceed. PETITIONS MITIGATION OF HUMAN WILDLIFE CONFLICT IN KIBWEZI EAST CONSTITUENCY Hon. (Ms.) Jessica Mbalu (Kibwezi East, WDM-K): Thank you, Hon. Deputy Speaker. I have a public Petition No.91 of 2018 on mitigation of human-wildlife conflict in Kibwezi East Constituency, to the National Assembly. I, the undersigned, on behalf of the residents of Kibwezi East Constituency, draw the attention of the House to the following: THAT, the Fourth Schedule of the Constitution assigns the responsibility of protection of the environment and natural resources to the national Government; THAT, in the recent past, residents of Masongaleni, Thange, Mtito Andei and Ivingoni-Nzambani wards of Kibwezi East Constituency have experienced increased cases of attacks by elephants resulting in loss of lives and livestock and destruction of crops and property in these areas; THAT, the numerous cases of human-wildlife conflict have been reported to the relevant authorities for the purpose of compensation but, in spite of this, the victims are yet to be compensated; THAT, most parts of Kibwezi East Constituency, bordering Tsavo East National Park, Tsavo West National Park, Kyulu Hills National Park, including schools, remain unfenced hence making it easier for the animals to stray more often; THAT, learning in several schools in Kibwezi East Constituency -

The Defence admits the identity of the Accused - William Samoei Ruto (RUTO) and Joshua Arap Sang (SANG). 2. RUTO was born on 21 December 1966 in the village of Kamagut, Turbo Division of the Uasin Gishu District, Rift Valley Province, Republic of Kenya. 3. RUTO is a Kalenjin. 4. RUTO attended secondary schools in the Uasin Gishu and Nandi Districts. 5. RUTO is a Kalenjin and speaks English, Swahili and Nandi. 6. In 2006 and 2007, RUTO owned a house in Sugoi, Turbo division, Uasin Gishu District. 7. In 1992, RUTO began his political career, joining the KANU party presidential election campaign. 8. RUTO was organizing secretary for the Youth for KANU’92 movement. 9. In 1997, 2002 and 2007, RUTO was elected member of Parliament, representing the Eldoret North Constituency located in Uasin Gishu District. 10. From 1999 to November 2002, RUTO held the post of Assistant minister in the Office of the President. 11. From November 2002 and for about two months, RUTO held the post of Minister of Home Affairs. 12. In 2005 and 2006 RUTO was KANU’s secretary general. 13. By 2007, RUTO and ODINGA, along with others, established the Orange Democratic Movement (ODM). 14. From April 2008 to 21 April 2010, RUTO held the post of Minister of Agriculture. 15. From 21 April 2010 to 19 October 2010, RUTO held the post of Minister of Higher Education. -
