    French publishing in World War Two: A habitus of submission? Jean-Yves Mollier The present article sets out to explore the situation of French publishing between June 1940 and August 1944. Before addressing the main argument, however, it is important to bear in mind that it is difficult to understand this key sector of French cultural life in the period immediately prior to the Nazi occupation without looking back at its development over the preceding decades and even centuries. Similarly, understanding the deeper meaning underlying the attitude of the leading publishers who occupied the higher echelons of the publishing union means bearing in mind their “centuries-old habitus of submission”1 to authority. Take for example the “voluntary delegation of notables representing Paris's industrial sector” led by the industrialists Emile Menier and Jean- François Cail and the printer Henri Plon to the Elysée Palace on December 19, 1851 to thank Louis- Napoléon Bonaparte for “guaranteeing the defence of order, family, and property” after seizing power in a coup seventeen days earlier.2 Though it is important not to overstate the importance of such an event in the contemporary context, it can be seen as symbolic of a craven attitude to power that remained largely unchanged in the summer of 1940. Napoleon I and his successors set up a system to police the book trade, with inspectors whose task it was to keep a close eye not only on ports and borders, but also printers, bookshops, pedlars, second-hand bookshops, and any other premises or itinerant points of sale where books could be acquired.

Introduction When Roger Chartier and Henri-Jean Martin were preparing the introduction to the first volume of their monumental Histoire de l’Édition francaise (History of French publishing), which they entitled Le livre conquérant. Du Moyen Age au milieu du XVIIe siècle (The Conquering Book. From the Middle Ages to the mid-seventeenth century), they encountered a problem – one might even call it an aporia. They explained their twin debt both to Lucien Febvre, the initiator of research into the history of the book,1 and to Jean-Pierre Vivet, a journalist turned director of Promodis Publishing, who had expressed his desire to “see [the publisher] placed at the center of these four volumes,” which he had entrusted to them.2 This outspoken directive implied that the figure of the publisher long predated the invention of printing, and that he had been performing the role of broker or mediator without interruption from the thirteenth up to the twentieth century, as is the case today. Witherbys started as a stationer in the City of London, 6 years after Lloyd’s List, the oldest daily newspaper in the world, was first published in 1734. From the outset, Witherbys published and sold marine insurance clauses for the carriage of cargo by ship, which have been issued at approximately 4 yearly intervals since that time. The Newspaper Club CHAPTER ONE I stood in the middle of the newsroom, trying to ignore the fact that it was actually my neighbor Thom’s barn. “Listen, everyone! Let’s hash out the first issue,” I said. Thom smiled at me. I did not smile back. I needed to look serious. At least I had sounded serious. I had practiced call- ing the meeting to order in front of the bathroom mirror all morning. The trick was to square up your face so your eyes felt like pried-open windows. Next, you had to make your voice a rumble, like it started down in your toes and was being forced out of the grout stopping up your mouth. 1 “What’s wrong with your voice?” asked my other neighbor, Min Kim-Franklin. She didn’t look up from where she was adding her name to the sign-in sheet by the open barn doors. “Nothing,” I said. I looked down at her name and shud- dered. I didn’t like a lot about Min Kim-Franklin, but what I liked the least of all was her tendency to sign her name with a heart instead of a dot over the i’s. “Something is wrong with your voice, I’m sure of it,” she said. Min’s only a year younger than me, but the word baby flashed across my mind every time I saw her. Maybe it was the ruffles.

CRISIS 1.1. ‘Crisis’ as critique and knowledge The word, ‘crisis’ comes from the Greek verb ‘Krinein’ which means to judge, to form an opinion, to criticize. Crisis does not predefine a specific response. It is the act and the outcome of the critique; the mental act that leads to a response. Accordingly, cri- tique comes from the Greek noun ‘kritiki’. ‘Kritiki’ is carried out in order for ‘krinein’ to take place. Thus, crisis cannot truly exist without the act of critique. Roitman (2011: para 6) provides an enlightening explanation of “how crisis is constructed as an object of knowledge”. It is a 62 Crisis ridden space means to think of history as a narrative of events, politics, culture, relationships and even individual behaviours and norms. It works as a means to judge the past and learn from the past. But when she speaks of judging the past, is she not referring to the act of critique? Foucault asks for a critique that does not plainly evalu- ate whether the object is good or bad, correct or wrong. He speaks of a critique as a practice, producing along this process, different realities - values and truths - hence, a new ‘normalcy’. Thus, crisis is about becoming. 1.2. Crisis as subject formation and governmentality Through the production of ‘truths’ and ‘normalcy’ crisis influenc- es our understanding not only of ourselves but also of the posi- tion we hold in our societies.
