Development of a Comprehensive Assessment Model for Coral Reef Island Carrying Capacity(CORE-CC)
www.nature.com/scientificreports OPEN Development of a comprehensive assessment model for coral reef island carrying capacity(CORE‑CC) Ming Chen1,2, Fenzhen Su1,2,3*, Fei Cheng1,2,3, Yu Zhang1,2 & Xuege Wang1,2,3 Coral reef islands provide precious living space and valuable ecological services for human beings, and its sustainability cannot be ignored under the pressure of human activities. Carrying capacity (CC) assessment has gradually become an important means to measure sustainability of islands. However, there is little comprehensive evaluation of the carrying capacity of coral reef islands, and traditional evaluation methods are difcult to express the social‑ecological characteristics of coral reef islands. The present paper proposes a comprehensive assessment model for coral reef island carrying capacity (CORE‑CC) which comprises dimensions of resources supply, environmental assimilative, ecosystem services, and socio‑economic supporting. According to the characteristics of the coral reef islands, the core factors and indicators of each dimension are selected and the corresponding assessment index system of "pressure‑support" is constructed. The assessment involves (1) identifcation of carrying dimensions and core factors, (2) pressure/support measurement and (3) assessment of carrying state. A case study is conducted in Zhaoshu Island of China, demonstrating the applicability of CORE‑CC model and serving as a reference for adaptive management. Coral reefs are among the richest and most diverse ecosystem types found in the global ocean 1,2. Coral reef islands are formed by biological debris produced by the erosion, deposition and cementation of coral sediments. As a special type of islands, coral reef islands not only provides the carrier for human habitation and the fulcrum for protecting and utilizing the ocean, but also provides valuable ecosystem services, such as food provision, coastal protection, recreational activities and numerous cultural services 3,4. -

Sansha is headquartered on Woody Island. The city’s jurisdiction includes the Paracel Islands, Zhongsha Islands, and Spratly Islands and most of the waters within China’s “nine- dash line.” Sansha is responsible for exercising administrative control, implementing military-civil fusion, and carrying out the day-to-day work of rights defense, stability maintenance, environmental protection, and resource development. Since 2012, each level of the Chinese party-state system has worked to develop Sansha, improving the city’s physical infrastructure and transportation, communications, corporate ecosystem, party-state institutions, and rights defense system. -

U.S.- China strategic competition in the SCS forms an element of the Trump Administration’s more confrontational overall approach toward China, and of the Administration’s efforts for promoting its construct for the Indo-Pacific region, called the Free and Open Indo-Pacific (FOIP). China’s actions in the SCS in recent years—including extensive island-building and base- construction activities at sites that it occupies in the Spratly Islands, as well as actions by its maritime forces to assert China’s claims against competing claims by regional neighbors such as the Philippines and Vietnam—have heightened concerns among U.S. observers that China is gaining effective control of the SCS, an area of strategic, political, and economic importance to the United States and its allies and partners. Actions by China’s maritime forces at the Japan- administered Senkaku Islands in the East China Sea (ECS) are another concern for U.S. observers. Chinese domination of China’s near-seas region—meaning the SCS and ECS, along with the Yellow Sea—could substantially affect U.S. strategic, political, and economic interests in the Indo-Pacific region and elsewhere. -

Abstract – One hundred and twenty-one species of marine algae, seagrasses and cyanobacteria are reported from the offshore atolls of northwestern Western Australia (the Rowley Shoals, Scott Reef and Seringapatam Reef). Included are 65 species of Rhodophyta, 40 species of Chlorophyta, nine species of Phaeophyceae, three species of Cyanophyta and four species of seagrasses. This report presents the first detailed account of marine benthic algae from these atolls. Twenty-four species are newly recorded for Western Australia, with four species (Anadyomene wrightii, Rhipilia nigrescens, Ceramium krameri and Zellera tawallina) also newly recorded for Australia. Marine Biology and Ecology Ph: 305-421-4176 4600 Rickenbacker Causeway Fax: 305-421-4600 Miami, Florida 33149-1031 April 22, 2016 Honorable Members of the Permanent Court of Arbitration: I am honored to enclose herein a newly revised draft of my unpublished paper, Offshore Coral Reef Damage, Overfishing, and Paths to Peace in the South China Sea. Much of the analysis which has gone into this paper has necessarily been done using available free imagery from Google Earth Pro (GEP). A key, unnatural feature identifiable in these images which indicates severe damage to coral reefs is the presence of arc-like structures, often associated with streams of flowing sand and silt. Until very recently, the only process known to create such arcs was suction dredging (including cutter-suction dredging), where it indicates the alternating use of pulley systems to swing the suction pipe, or stern-mounted, large, spike-like spuds to ‘walk’ the dredger forward in swinging arcs. In January, 2016, Victor Robert Lee published a paper in which he convincingly argued that the arcs were actually made by ‘cutter’ boats from the People’s Republic of China (PRC), being used to gather highly valuable giant clams shells for carving and other processing. He based this on a combination of purchased imagery which was of higher resolution that available on GEP, along with images of giant clam operations he found on PRC websites. These boats are anchored on long stern lines and swung laterally with the propeller turning so as to dig up giant clams in the substrate. They can be found by the hundreds in images of reefs across the Spratly area. -
China's Maritime Militia
China’s Maritime Militia Andrew S. Erickson and Conor M. Kennedy1 An important component of China’s local armed forces is the militia—an armed mass organization of mobilizable personnel who retain their normal economic responsibilities in daily civilian life. A reserve force of immense scale, the militia is organized at the grassroots level of society: its units are formed by towns, villages, urban sub-districts, and enterprises. It supports China’s armed forces in a variety of functions, and is seeing expanded mission roles as the People’s Liberation Army (PLA) continues to modernize. Militia units may vary widely from one location to another, as the composition of each one is based on local conditions (yindi zhiyi). A good example is the establishment of emergency repair units in areas with a strong shipbuilding industry. While the Maritime Militia is not a new addition to China’s militia system, it is receiving greater emphasis since China now aspires to become a great maritime power and because maritime disputes in China’s near seas are a growing concern. No official definition of the Maritime Militia exists in the many sources the authors examined. However, in late 2012 the Zhoushan garrison commander, Zeng Pengxiang, and the garrison’s Mobilization Office described it concisely: “The Maritime Militia is an irreplaceable mass armed organization not released from production and a component of China’s ocean defense armed forces [that enjoys] low sensitivity and great leeway in maritime rights protection actions.”2 Of course, this description does not cover all aspects of the Maritime Militia.
