1) BACKGROUND

Project Brief:

The RCC ( & Rutland) was commissioned by the Wolds Villages Neighbourhood Plan Group to:

Inform and consult the communities of the , , Cotes and about the joint Neighbourhood Development Plan via a Community Open Event.

Aim:

The aim of this first event was to engage with the community, explain what a Neighbourhood Development plan was and what it could achieve and to ask the community to identify the key issues and opportunities for the settlement.

Publicity:

The event was publicised throughout the parishes via:

 A leaflet/ flyer distributed to all households (Annex i).  An article in the ‘The Link’ community newsletter, delivered to all households (Annex ii).  A publicity flyer distributed to every property in the Parish (Annex iii).

2) Format

ACTION DETAILS 1 Sign In RCC Officer/ NDP Group Member asked attendees to complete a short registration form upon entering the event. This enabled the gathering of key demographical data including; post code, age, gender, ethnicity and employment status. 2 Introduction RCC Officer/ NDP Group Member were on hand to provide a brief introduction to the event including; background to the project, format of the event, how to have a say, and how to stay updated following the event. 3 Background to Information outlining the background of the project was provided via Project a leaflet distributed to all households during February 2015. Key points covered included: Introduction, What is a Neighbourhood Planning, why produce one, and why does it matter? The leaflet included a map indicating the area of designation and advertised the open event. 4 Consultation A series of display boards were positioned around the room, each of open event which focused on a different topic related to planning and development and displaying information.

Having read each display, attendees were encouraged to make comments for each topic using post it notes or to ask questions. The topics included:

Traffic and Transport The Neighbourhood Development Plan will need to identify and look to alleviate issues related to traffic and transport within and around the Parish.

This will include both existing issues, and those Question / Instruction associated with any future development in the area.

WHAT DO YOU CONSIDER THE MOST IMPORTANT ISSUES REGARDING TRANSPORT AND TRAFFIC?

 Reduce HGV traffic.  Bus link to Barrow – Yes Please.  Main road traffic too heavy – infrastructure inadequate. Better signs to slow traffic entering village on B676 – both ways.  Enforce Speed Limits. Must be 20 mph.  Bus link to Barrow for shops and doctors.  If possible it would be better for the huge lorries to use a different route.  Parking at the Village hall is a major issue. And for parents who need to drop off/attend events at the school.  Buses to Barrow and East Leake would be good.  Traffic calming on Wymeswold Road in Hoton.  The bus service from Burton on the Wolds is too expensive. Why does it cost the same to travel all the way from Melton to Loughborough as from Burton on the Wolds? Can you look at reducing the fares please?  Bus link to for shops & Doctors. Buses running in and out of Loughborough at later times even if not many of them.  Bus Link to Barrow upon Soar please?  Agree with above.  Route for HGvs through village is unsuitable – especially at roundabout.  Parking in the village is inadequate. Residents rely on cars in rural areas and new developments should provide adequate, not minimal spaces.  Would be great to remove HGVs from village roads.  Alternative route for largest of the lorries – They have been known to get stuck round the roundabout and hold up traffic for long periods while they sort it out!  Volume and size of traffic very problematic. Pavements too narrow and walking dangerous.  Accessing service centres without a car virtually impossible.  Please reduce number of road signs??? and amount of street furniture in village  Bus link to Barrow upon Soar – Doctors, Shops, School. Rail connections PLEASE  Proposed new Jelson development needs different access onto the main road – at least a roundabout preferably light controlled.  Prohibit HGVs over 30 tonnes absolutely. No HGVs at weekends. Put People First  Too many HGVs in village for such small roads. Particularly causes problems on the roundabout.  Traffic from the proposed Jelson development too great for the main road. Even with a roundabout or lights movement on the roads will be HELL at rush hour.

 Adequate parking at all properties to get parked cars off the road.  Bus service to Barrow upon Soar, (Doctors) Leicester, Quorn  A60 bypass for Hoton.  Serious concerns with regard to proposals as part of development Cotes. The traffic backs up Loughborough Road at peak times and I can’t see how this could be sufficiently mitigated if such a large development goes ahead even the B676 is too busy at peak times and measures need to be taken to reduce the traffic - particularly HGVs  Parking at the Village Hall is an issue as are HGVs especially on the roundabout.  Proper calming on Barrow Road and B676 through the village.  Traffic calming measures at all roads into Burton (Barkston as done this very effectively).  Bus links to the service centre at Barrow upon Soar is needed. Also later buses from Loughborough.

Footpaths & Bridleways The Wolds Villages Neighbourhood Development Plan could look to maintain and / or enhance access to Footpaths, Bridleways and cycle paths in the local area.

 Make sure footpaths are not closed  There should be more footpaths on ground suitable to walk on and not where the ground is all muddy. Also pavement should be kept clean with trees etc cut back eg. Loughborough Road going out of the village, in most places you can only walk single file as there are twigs all over the path and branches jutting out as well as walls falling down  Footpaths through The Prestwold Estate can in the winter be difficult for walkers (mud). ‘footpaths’; are bridleways  New footpath would be good. Perhaps a route from Sowters Lane to school – to avoid busy main road  Keep footpaths and bridleways natural and not urbanised...... amenity for locals and visitors alike.  Our footpaths around Burton are wonderful. They must be preserved  It would be fantastic to have a safe cycle route around the aerodrome away from traffic  A footpath to join the bridleway on the Barrow Road to the gateway in the playing fields (BoW). History & Heritage A listed building is one included on lists which are compiled by the Secretary of State for Culture, Media and Sport as being of special architectural or historic interest.

Listed building status is not just limited to houses and other buildings but may also include structures such as walls, gates, railings, war memorials, mile posts and telephone kiosks.

Within the Neighbourhood Plan process it is possible to Question / Instruction define important buildings and historic assets such as archaeological remains that are important by producing a register of Community Assets.

COMMENTS

 Do we need a conservation area (in Burton on the Wolds)? Does Cotes also need one?  I am surprised there aren’t more buildings that are listed. Should this be looked at?  I think we should make steps to ensure heritage properties and other features (eg. walls) are protected.  Many of the old buildings in Burton on the Wolds have been drastically altered recently – a review of buildings that need listing would be good.  Conservation areas for the wall on Barrow Road, the roundabout area and the end of Seymour Road.  Burton PC should insist the Packe Drury Lowe rebuilds and makes safe the footpath leading out of the village.  I agree  Please protect the heritage aspects of Burton on the Wolds and Hoton, and especially their setting, they add so much to the pleasure of living here.  Repair the wall along the Loughborough Road.  Install boundary markers e.g. signs or gates to indicate the old village boundary – before it grows so much that it is ‘lost’ in the surrounding villages  Should Hoton Village Hall be listed?  Maybe a clear requirement defining the style, colour, material etc for any new developments?  Parish Council need to identify properties and features within the village that should be preserved for the future. If we are not careful we will lose what makes Burton on the Wolds, Burton on the Wolds.

 It would be nice to have the wall to the Prestwold Estate restored.  I agree.  Me too.  Ban UPV Double Glazed Window Frames on Old Buildings – Wood Framed windows only  No Solar Panels visible from Street on old buildings.

 New Village Hall or Community building (Burton on the Wolds).  Better GP and Medical Facilities.  Larger community building would be good. Without adequate space to hold an event it is hard to keep community spirit alive.  Better bus services to Barrow upon Soar and Loughborough.  GP Services.  Bus connection to Barrow upon Soar.  Improved facilities to see Doctor, present waiting times useless.  Large Community building near centre village ie. part of development off Loughborough Road perhaps?  Funding for the School to have enough classes for each year group and new classroom.  More bus connections.

 Having a school that is well equipped for the size of the village.  A new village hall like the one at Normanton on Soar with a community shop would be great.  AGREE.  GP services appear very stretched and would need improving to accommodate new housing.  Improved Mobile (phone) signal.  Having room in the school for all local children without portacabins.  Buses into Barrow for Doctors/ Dentist/ pharmacist. Better service into Loughborough.

A Housing Needs Survey was undertaken in 2013 in Burton on the Wolds, Cotes and Prestwold on behalf of Charnwood Borough Council and involved a survey delivered to dwellings. Dated was collated and an estimate, taking demographic changes into account was delivered. A Housing Needs Survey was discussed with Hoton Parish Council in 2009, but it did not take place. COMMENTS

 Housing for people to downsize to.  Second this.  And again!  There is a need for ‘Starter Homes’ and Bungalows for older people. It would save older people going into homes when they can no longer use the stairs.  Small development of bungalows for older residents – perhaps with sheltered/ warden facilities could be beneficial.  Perhaps a small development of affordable housing.  No other building needed in this rural village.  Health service and education cannot cope with more development.  Housing for the Elderly ? (Jelsons will not do this because “They do not sell”!).  Local housing to reflect local needs, using spaces within village settlement boundary and buildings that are in keeping with village character. Village Hall now too small?  Social housing must be a priority.  No more large detached houses. These are good for developers but not for the community. We need smaller units for the young and older residents (2 bed).  More affordable housing – especially for the young people of the village. MUST HAVE enough parking spaces included in any development.  Small developments. But no 3 storey houses as this is not in keeping with the village.  Bungalows, Yes.  Greater variety of housing.  Affordable Housing, Rental/Shared ownership, Starter homes.  More Small Bungalows and ‘Starter Homes’ would be good.  Houses must come with more community infrastructure. ‘Identikit’ housing should be strongly discouraged.  Retirement / Sheltered housing should be a priority.  Affordable housing for young adults that are living with parents, that would like to own their own home and stay in the village. Small bungalows for the elderly.  Social housing only for people who work.  Affordable housing run by Housing Association, not ‘Buy to Let Landlords’.  The village is not enough of a service centre to take any more houses. The school is at capacity. For the benefit of home buyers, new builds should have easier access to towns.  Retirement village like the one in Nottingham (Lark Hill) essential for an aging population.  Housing development on the airfield (BROWNFIELD) site. Would be non-intrusive and remove the noise nuisance.  Retirement / sheltered housing should be a priority.  Understanding of both local and wider requirement – not just ‘affordable’ for first time buyers but provide developments for older residents who are currently in a house too big for them.  Stop inappropriate developments being proposed.  The decision on where houses are built shouldn’t be at the discretion of land owners who may need the money to solve their mistakes made. That went out a century ago.  Higher quality upmarket housing, no cheap estates.  Build homes for working families not executive homes for profit only.

Renewable Energy WHAT DO YOU THINK ABOUT RENEWABLE ENERGY?

 Keep new developments only in suitable locations.  We already have a large solar farm in the area, it would be a shame to have too many more covering the fields and spoiling landscape. Perhaps encourage farmers to grow bio fuels on their fields instead. Concerned about the accumulating effect of wind farms littering the landscape.  Only expand when National Grid can cope.  Is it not time that purchasers are given the opportunity to have solar panels fitted?  Solar Farms – Fields should be used for food production. There are huge roofs on warehouse units which should be used for solar energy.  Ground source heat pumps are an excellent idea for new developments and perhaps should be considered for new developments in the village.  I agree.  Solar panel farming becoming too dominant on Wolds landscape. Need better landscaping if they are to blend in with local character.  No more solar farms in this area. Ugly and land is needed for food production.  Renewable Energy is ugly. Needs to be screened – Wind Power Pylons are an eyesore. We need renewable energy but it needs to fit in with the environment.  Worth the cost even if it spoils people’s views. More needed.  Could new homes be forced to include Solar Panels?  Wind turbines – Poor visual impact and should not be near homes.  More support for homes/houses to add solar panels.  Solar panels on all new buildings.  Rain water tanks on all new buildings for garden taps/toilets  Wind turbines are great. Build more!  I believe any new developments should have a requirement for a minimum amount of renewable supply. There are many technologies that could be incorporated from the start as an integrated system.  All for renewable fields are often too low grade for food production so solar is suitable, as long as a screened appropriately. Wind turbines re suitable in some areas in our parish – although not as a wind farm (only single)  Enough renewable energy in the area. But solar panels less ugly than wind turbines (need banning).  No Wind Turbines. No more Solar Panel Farms. Ground source heat pumps a good idea but need a lot of ground to install them and I was led to believe that they needed to be deeper than the picture indicates.  Support for adding Solar Panels to existing homes and Micro Wind Turbines.  I would not want to see any more large scale solar farms in the area. Wind Turbines need to be carefully sited.  What about a village Solar Farm or CHP Shared Ownership?

 Encourage local small businesses.  More small businesses.  The population is not large enough to support more retail. Business = Sales = Making a Living.  Would be great to see a post office / chemist / doctors in the village – Burton-on-the- Wolds.  Doctor and associated ‘hub’ (pharmacy, larger village hall) should be a requirement before any large scale development.  With the growing village another pub is required.  I don’t wish to see more ‘industrial’ premises. I don’t believe the population is sufficient to support GP surgery/pharmacy. Better transport links to service centre at Barrow would be better.  A local market, say twice a month would be welcome.  A local doctors/pharmacist would be very welcome and take the bad of overworked Barrow upon Soar surgery.  If any new businesses are opened, their opening hours should reflect peoples working hours. ie. open later during the week.  Too many HGVs travelling too quickly. A suitable alternative should be found.  A Public Bar at the Packe Arms (Hoton), locals want a pub not a restaurant.

 Locate New Village Hall on Sports Ground.  There is a great need of facilities for older people. GP and other medical facilities. It would also be better to have a new village hall with parking facilities.  I would like to see some play equipment for older children, 7 +.  Village facility with parking.  Village amenities.  Tennis Courts – Free for all.  (With reference to above) How would upkeep be paid for?  More Green Space. Footpaths. Cycleways  A large number of pupils at the school come from Barrow upon Soar because their school is unable to cope with numbers. This is causing pressure on the facilities at our school. Reduce school admission numbers to restore it to a village school. A ‘Walking bus’ or ‘Lollipop lady’ so children can walk to school.  Play equipment for older children 7 +  11-16 year olds have no facilities – leading to isolation. Could something be done for the youth of the village?  Measures to encourage more public participation in management of village amenities such as playing fields and plantation.  Natural play areas for 12+ age children.  What about a Cafe?  More dog waste bins please. Dog mess is the biggest problem in the village.  Play equipment for teenagers Skate / BMX / Trick ramps.  Activities for teenagers (clubs).  Skateboard Ramp ½ Pipe.  I want an astro turf for hockey.  Play equipment for older children 7 +

Biodiversity The Wolds Villages Neighbourhood Development Plan will need to identify, maintain, and enhance important areas of the natural environment (including both wildlife species & their habitats) in order to improve biodiversity in the area.

Total comments 9 Comments  Protect wildlife habitats.  Protection of wildlife, hedgerows, and trees in and around the villages is important. Existing SSSIs need protecting. New developments need to include wildlife, natural habitat provision.  A survey of trees that should have preservation orders please. The area is rich in wildlife – please protect this.  Screening of the activities on the industrial estate could improve biodiversity and enhance the landscape.  Create and maintain corridor for the movement of wildlife. Retain existing water ways and ponds.  Ensure that the ponds in the Plantation are fed from the ground water – or even existing springs. Also make sure that the Lion’s Mouth water pipes are not blocked.  The presentation and repair of hedgerows should take a high priority as they serve the wildlife as a ‘road’ network.  We need to protect the habitat and biodiversity that we have.  Screen Solar Farms so they are not visible from roads/footpaths.
