Aim: The aim of this first event was to engage with the community, explain what a Neighbourhood Development plan was and what it could achieve and to ask the community to identify the key issues and opportunities for the settlement. Publicity: The event was publicised throughout the parishes via: A leaflet/ flyer distributed to all households (Annex i). An article in the ‘The Link’ community newsletter, delivered to all households (Annex ii). A publicity flyer distributed to every property in the Parish (Annex iii). River Soar at Cotes. This enabled the gathering of key demographical data including; post code, age, gender, ethnicity and employment status. 2 Introduction RCC Officer/ NDP Group Member were on hand to provide a brief introduction to the event including; background to the project, format of the event, how to have a say, and how to stay updated following the event. 3 Background to Information outlining the background of the project was provided via Project a leaflet distributed to all households during February 2015. Key points covered included: Introduction, What is a Neighbourhood Planning, why produce one, and why does it matter? The leaflet included a map indicating the area of designation and advertised the open event. 4 Consultation A series of display boards were positioned around the room, each of open event which focused on a different topic related to planning and development and displaying information. Having read each display, attendees were encouraged to make comments for each topic using post it notes or to ask questions. The topics included: - Traffic & Transport - Open Green Spaces - Footpaths & Bridleways - History & Heritage - Facilities & Services - Housing - Renewable Energy - Employment & Business/Economy 5 Important Coloured dots were provided for attendees to highlight green spaces Green Spaces that they value within the parish (Green – 3 sites valued for visual amenity; Blue – 3 sites valued for recreational use). 6 Additional Attendees were provided with slips to enable them to put forward any Comments additional comments relevant to the project. This will include both existing issues, and those Question / Instruction associated with any future development in the area. WHAT DO YOU CONSIDER THE MOST IMPORTANT ISSUES REGARDING TRANSPORT AND TRAFFIC? Total Comments 33 COMMENTS Reduce HGV traffic. Bus link to Barrow – Yes Please. Main road traffic too heavy – infrastructure inadequate. Better signs to slow traffic entering village on B676 – both ways. Enforce Speed Limits. Must be 20 mph. Bus link to Barrow for shops and doctors. If possible it would be better for the huge lorries to use a different route. Parking at the Village hall is a major issue. And for parents who need to drop off/attend events at the school. Buses to Barrow and East Leake would be good. Traffic calming on Wymeswold Road in Hoton. The bus service from Burton on the Wolds is too expensive. Why does it cost the same to travel all the way from Melton to Loughborough as from Burton on the Wolds? Can you look at reducing the fares please? Bus link to Barrow upon Soar for shops & Doctors. Buses running in and out of Loughborough at later times even if not many of them. Bus Link to Barrow upon Soar please? Agree with above. Route for HGvs through village is unsuitable – especially at roundabout. Parking in the village is inadequate. Residents rely on cars in rural areas and new developments should provide adequate, not minimal spaces. Would be great to remove HGVs from village roads. Alternative route for largest of the lorries – They have been known to get stuck round the roundabout and hold up traffic for long periods while they sort it out! Volume and size of traffic very problematic. Pavements too narrow and walking dangerous. Accessing service centres without a car virtually impossible. Please reduce number of road signs??? and amount of street furniture in village Bus link to Barrow upon Soar – Doctors, Shops, School. Rail connections PLEASE Proposed new Jelson development needs different access onto the main road – at least a roundabout preferably light controlled. Prohibit HGVs over 30 tonnes absolutely. No HGVs at weekends. Put People First Too many HGVs in village for such small roads. Particularly causes problems on the roundabout. Traffic from the proposed Jelson development too great for the main road. Even with a roundabout or lights movement on the roads will be HELL at rush hour. Bus service to Barrow upon Soar, (Doctors) Leicester, Quorn A60 bypass for Hoton. Serious concerns with regard to proposals as part of development Cotes. The traffic backs up Loughborough Road at peak times and I can’t see how this could be sufficiently mitigated if such a large development goes ahead even the B676 is too busy at peak times and measures need to be taken to reduce the traffic - particularly HGVs Parking at the Village Hall is an issue as are HGVs especially on the roundabout. Proper calming on Barrow Road and B676 through the village. Traffic calming measures at all roads into Burton (Barkston as done this very effectively). Bus links to the service centre at Barrow upon Soar is needed. Also later buses from Loughborough. Loughborough Road, Burton on the Wolds.
