Community Planning 3.1 North Ayrshire Community Planning Partnership (CPP) Board: Minutes of Meeting held on 4 September 2014 Submit report by Chief Executive on the Minutes of the meeting of the North Ayrshire Community Planning Partnership (CPP) Board held on 4 September 2014 (copy enclosed). 3.2 Police Scotland Submit report by Police Scotland on activity within the Garnock Valley and West Kilbride area for the period from 17 June to 30 September 2014 (copy enclosed). 3.3 Scottish Fire and Rescue Service Submit report by the Scottish Fire and Rescue Service on activity within the Garnock Valley and West Kilbride area for the period from 1 July to 29 September 2014 (copy enclosed). 4. Community Development Grants Scheme and Local Youth Action Fund 4.1 Applications for Financial Assistance Submit report by the Executive Director (Economy and Communites) on applications received in respect of the Community Development Grants Scheme and the Local Youth Action Fund (copy enclosed). 4.2 West Kilbirde Village Hall Committee Receive presentation from Margaret Park, West Kilbride Village Hall Committee, on utilisation of Community Development Grant funding. 5. Margaret Archibald Bequest : Application for Financial Assistance Submit report by the Chief Executive on an application received in respect of the Margaret Archibald Bequest (copy enclosed). 6. In Attendance J. McHarg, Community Engagement Manager (Education and Skills); and Angela Little, Committee Services Officer (Chief Executive's Service). Also In Attendance Inspector Oates, Police Scotland and Station Master Elliot, Scottish Fire and Rescue Service. Chair Depute Provost Barr in the Chair. Apologies for Absence John Bell. 1. Chair's Remarks The Chair, in terms of Standing Order 9.1, agreed to vary the order of business to allow earlier consideration of Agenda Items 3.3 (Police Scotland) and 3.3 (Scottish Fire and Rescue Service). 2. Declarations of Interest In terms of Standing Order 16, Councillor Barr due to his involvement with the Group, declared a non-financial interest in Agenda item 9 - Margaret Archibald Bequest: Application for Finance Assistance in respect of the grant application by Dalry Old Folks Treat Committee. 3. Minutes The accuracy of the Minutes of the meetings of the Committee held on 8 May and 11 June 2014 were confirmed and the Minutes signed in accordance with Paragraph 7 (1) of Schedule 7 of the Local Government (Scotland) Act 1973, subject to the following amendment to the Minute of 8 May 2014 that should read:- Page 1 5 Item 5 - Community Development Grants Scheme and Local Youth Action Fund: Applications for Financial Assistance "and (b) to approve the request from Kirktonhall Creative Media Group to use the balance of £731.05 from 2013/14 Local Youth Action Fund award to purchase a printer and film-making software for future projects." 4. Police Scotland Submitted report by Police Scotland on activity within the Garnock Valley and West Kilbride area for the 3 month period between 1 April and 17 June 2014. Inspector Oates also provided information in relation to:- Operation Neptune that will focus on housebreakings in the Committee's area; additional patrols following a serious incident in Dalry; and an increase in the reporting of domestic abuse that could be attributed to a number of factors. Noted. 5. Scottish Fire and Rescue Service Submitted report by the Scottish Fire and Rescue Service on activity within the Garnock Valley and West Kilbride area for the period 24 April to 24 June 2014. Station Master Elliot provided information in relation to:- monitoring of the levels of retained Firefighters and training for officers to enable flexible working; and the recording of incidents that are responded to as a result of being in the vicinity for another purpose. Noted. 6. Presentation: Business Development Team North Ayrshire The Committee received a presentation from the Head of Development Planning on developing our business development, employability and skills support. The presentation provided information on:- Page 2 6 the focus of the Economic Development Board on start up businesses, existing businesses and attracting new businesses; supporting our existing business base; business support programmes review; international strategy; Team North Ayrshire; business success stories; next steps for Team North Ayrshire; building a resilient and growing economy; and employability and skills. Members asked questions and were provided with information in relation to:- a range of criteria that was used to select the 150 account managed companies; an update that will be provided to the next meeting; and work to assist small business with flexible arrangements for the lease of industrial units. Noted. 7. North Ayrshire Community Planning Partnership (CPP) Board: Minutes of Meeting held on 12 June 2014 Submitted report by Chief Executive on the Minutes of the meeting of the North Ayrshire Community Planning Partnership (CPP) Board held on 12 June 2014 Noted. 8. Community Development Grants Scheme and Local Youth Action Fund: Applications for Financial Assistance Submitted report by the Head of Service (Community and Culture) (Education and Skills) on applications received in respect of the Community Development Grants Scheme and the Local Youth Action Fund. The Committee was provided with and update in relation to Rosearden. Margaret Archibald Bequest: Applications for Financial Assistance Submitted report by the Chief Executive on an application received for grant from the Margaret Archibald Bequest. The Committee agreed to award Dalry Old Folks Treat Committee £6,000. The meeting ended at 3.50p.m. Page 4 8 NORTH AYRSHIRE COUNCIL Agenda Item 3.1 9 October 2014 Garnock Valley and West Kilbride Area Committee Subject: North Ayrshire Community Planning Partnership (CPP) Board: Minutes of Meeting held on 4 September 2014 Purpose: To submit the Minutes of the meeting of the North Ayrshire Community Planning Partnership (CPP) Board held on 4 September 2014. Recommendation: That the Area Committee notes the Minutes contained in Appendix 1. 1. Introduction 1.1 It was previously agreed that the Minutes of the Community Planning Partnership (CPP) Board be submitted to the Area Committee for information. The key matters arising from the Minutes have been highlighted for the attention of the Committee and are detailed in paragraph 2.1. 2. Current Position 2.1 The Minutes of the meeting of the CPP Board held on 4 September 2014 are appended. Particular matters for the Area Committee's attention include the following: Agenda Item 4 Presentation received by Maggie Hughes, Parent Link Volunteer and Marjorie Adams, Programme Manager on Parenting Programme and Capacity Building. Agenda Item 5 John Binning and Graham Dunn of Strathclyde Passenger Transport gave a presentation on the Transport Outcomes Report and on the development of Community Health and Social Transport. 9 Karen Yeomans, Executive Director (Economy & Culture) gave a presentation to the Board on the work of the EDRB. Morna Rae, Community Planning Team Leader submitted a report on Switched on Fleets. It was agreed that CP partners would indicate their interest in participating in this electric vehicle scheme. Agenda Item 6 Chief Insp. Ross gave a presentation on Prevention First. Jim McCrae, Senior Manager, Criminal Justice submitted a report which provided an update on the transition of the remit of the Community Justice Authority to Community Planning Partnerships. Marjorie Adams, Programme Manager submitted a Report on the Domestic Abuse Disclosure Pilot. The Board agreed to receive an evaluation of the pilot at a future meeting. Agenda Item 7 Marjorie Adams Programme Manager and Dr. John O'Dowd submitted a Joint Report on Improving Childrens Outcomes. The Board agreed to support the surveys and receive a report on the outcomes at a future meeting. Agenda Item 8 Jim Nichols, Third Sector Interface Manager CVS submitted a report on the Third Sector Interface Community Planning Improvement Programme.
