CNPS Conservation Conference 2009 - Chapter Poster Abstracts Alta Peak Chapter: Joan Stewart INFLUENCING LAND USE DECISIONS IN TULARE COUNTY A very visible presence for CNPS in Tulare County is our participation in several collaborative, ongoing, efforts involving land use decisions. CNPS has a place at the table (a designated 'charter member' of the group) as U.S. Forest Service works toward drafting a management plan for the Giant Sequoia National Monument. We are also actively participating with other organizations and individuals interested in shaping a revised County General Plan that directs new growth more to existing urban centers than into undisturbed foothill lands. A proposal to develop a huge “new city” in a valley that is historically a ranch, with slopes rising, as corridors, into higher country that harbors wildlife and plants of special concern is being reviewed and is generating widespread controversy. CNPS speaks for vegetation, individual plant species, and the importance of intact habitats/ecosystems, although issues of water, air quality, infrastructure, county finances, attract more media attention. Channel Islands Chapter: David Magney FLORA OF VENTURA COUNTY The vascular plant flora of Ventura County, California, is rich and diverse, consisting of approximately 2,324 specific and infraspecific taxa. Ventura County is 4,806.1 square kilometers (1,855.6 square miles) and ranges in elevation from sea level to 2,692 meters (8,831 feet). The flora is represented by 614 genera in 132 families. Approximately 79% of the flora consists of native taxa. The annotated catalogue of vascular plants is the results of original field and herbarium research conducted over the last 30 years. -

Bean Life Science Museum, Brigham Young University, Provo, Utah 84602, U.S.A.; email: [email protected] Abstract A new species narrowly endemic to the extremely arid western portion of the San Joaquin Desert, California, Navarretia panochensis, is here described. This species belongs to the N. pubescens group of Navarretia section Mitracarpium, shar- ing several features including the presence of three cotyledons. It is distinguished from these near relatives by having entire rather than forked cotyledons, generally lavender corolla lobes, and like some populations of N. pubescens, lacking a wid- ened distal rachis of its upper leaves and bracts. A key distinguishing N. panochensis from other species of the N. pubescens group is provided. Key words: Badlands, narrow endemic, section Mitracarpium, pincushion plant Introduction California is the center of diversity for the genus Navarretia Ruiz & Pavon (1794: 20), with 91.4% of the recognized taxa occurring within the state, and 56.9% endemic to the state. With 46 species currently recognized, Navarretia has greatly increased in number from the 28 that were recognized in the first edition of The Jepson Manual (Day 1993). -

Mesler, Graduate Coordinator Date Jená Burges, Vice Provost Date ABSTRACT Floristic studies are especially timely since habitat loss is increasing dramatically. From the conservation perspective, it is imperative to document the distribution of plant species in areas that are floristically rich. For this study, I conducted a floristic survey along a 20-mile transect in the Horse Mountain, Grouse Mountain and Board Camp Mountain areas of Humboldt County, California. I also determined the phytogeographical affinities of the taxa I found and made comparisons between my flora and 11 other northwest California floras. Additionally, I made a comparison between my flora and the historical collection of Joseph Prince Tracy, a botanist who collected extensively in the same area during the early 1900s. I used an informal stratified sampling regime to cover the different vegetation types within the study area. Five hundred and forty-eight species were identified from 77 vascular plant families, including 18 California Native Plant Society listed taxa and 28 taxa endemic to northwest California. -

Magney Abstract Navarretia ojaiensis, an annual in the Navarretia pubescens complex of the Polemoniaceae, was described as a new species in 2007 by Leigh Johnson in Novon based on collections made by Henry M. Pollard in 1948 through 1970 from the Ojai area of Ventura County, California. Pollard had identified his collections from the Ojai Valley as N. jaredii, which has been subsumed in part under N. ojaiensis and N. mitricarpha. Others have found it on the Newhall Ranch within Ventura County. The author rediscovered the Type Locality for N. ojaiensis and one other Pollard collection site extant, and found additional populations in the Ojai Valley and in the Santa Monica Mountains. N. ojaiensis has been nominated for listing on CNPS’ List 1B as a rare and endangered species in California and elsewhere.CNPS Conservation Conference - 17 January 2009 David L. Ecological surveys and Assessments Lake Van Norden Special-status Plant Survey Executive Summary This report presents the results of the focused botanical survey for vascular special-status plants at the proposed Lake Van Norden Dam Spillway Modification Project (proposed project). A complete pedestrian survey of the approximately 160 acre botanical survey area was conducted on June 16th and 17th 2015. The survey generally complied with the botanical survey guidelines of the California Department of Fish and Game (CDFG), the California Native Plant Society (CNPS), the U.S. Fish and Wildlife Service (USFWS), and the Bureau of Land Management (BLM), but differed from these protocols in that a survey of the aquatic habitat was also conducted. The aquatic survey followed guidelines outlined in Aquatic Plant Sampling Protocols: Publication No. 01-03-017 produced by the Washington State Department of Ecology (Parsons 2001). Pre-field research was conducted to select special-status plant species with potential to be found within the survey area. The list of potentially occurring special-status plants was derived from several sources including the California Natural Diversity Database, the CNPS On-line Inventory, and the California Consortium of Herbaria. Twenty-three special-status plant species, including nineteen vascular plants and four non-vascular plants (one liverwort and three mosses) were determined to have potential to occur within the survey area based on habitat preferences and known distribution.
