Поздравляю специалистов и всех заинтере- сованных читателей с выходом сборника, посвя- щенного открытому формату электронных до- кументов OpenDocument (ODF), подготовленного Академией народного хозяйства при Правитель- стве Российской Федерации. С 1 мая 2006 года, когда ODF был принят Международной органи- зацией по стандартизации (ISO), он официально стал стандартом ISO/IEC 26300, представляющим собой современный инструмент для хранения в электронном виде офисных документов: текстов, таблиц, презентаций, рисунков и пр. Пользуясь случаем, позволю себе напомнить, что Федеральное агентство по информационным технологиям (далее — Агентство), уделяющее должное внимание своевременной разработке, принятию и развитию нормативных документов и технологических стандартов в области электронного документооборота, в 2007 году выступило в роли одного из организаторов первой международной конференции «Стандартизация информационных технологий и интероперабель- ность. СИТОП 2007». Целью конференции было налаживание обме- на опытом и мнениями между разработчиками, поставщиками про- граммных продуктов и услуг в электронном виде с пользователями информационных систем, в том числе заказчиками государственных информационных систем, а также достижение взаимопонимания, определение тенденций и установление взаимовыгодного сотрудни- чества. Так, участники конференции — представители федеральных министерств и ведомств, российских и зарубежных ИТ-компаний, раз- работчиков программного обеспечения, системных интеграторов, об- разовательного и научного сообществ — рассмотрели первоочередные проблемы, задачи и перспективы применения стандарта ISO/IEC 26300 в российском государственном секторе. По результатам обсуждения, проведенного в ходе конференции, были выработаны конкретные ре- комендации. Наряду с выполнением других приоритетных задач по созданию информационно-технологической инфраструктуры «элек- тронного государства» в России в текущем году Агентство продолжило Приветствие работы по развертыванию Общероссийского государственного информа- ционного центра (далее — ГИЦ). Можно сказать, что принятые и реали- зованные информационно-технологические решения с использованием инфраструктуры ГИЦ уже сейчас позволяют обеспечить дистанционное предоставление органами государственной власти услуг в электронном виде и эффективное использование государственных информацион- ных ресурсов, а также предоставить субъектам Российской Федерации и муниципальным образованиям типовые решения по информационно- технологическому обеспечению этих услуг. Завершение всего комплекса запланированных организационно-технических мероприятий по дальней- шему развитию ГИЦ сделает возможным круглосуточное предоставление в режиме реального времени широкой номенклатуры государственных услуг всем гражданам страны и юридическим лицам. Следует также подчеркнуть, что создание инфраструктуры ГИЦ яв- ляется важнейшим условием обеспечения юридически значимого ин- формационного взаимодействия органов государственной власти друг с другом, а также с гражданами и организациями. Но кроме того, долж- ны действовать и единые технологические и семантические требования, обязательные для всех участников информационного взаимодействия, которые обеспечат совместимость информационных систем, использую- щих различные технические и программные средства, в том числе и уна- следованных систем. К решению этой задачи целесообразно подходить при условии широкого использования международных открытых стан- дартов. ODF вместе с другими технологическими стандартами может способствовать эффективной реализации единой системы электронного документооборота. Сказанное выше позволяет дать положительную оценку инициативам Академии народного хозяйства при Правительстве Российской Федера- ции и проекта INFO-ROSS.RU в плане популяризации формата ODF. Очень рассчитываю на дальнейшее конструктивное сотрудничество Агентства с Академией народного хозяйства при Правительстве Российской Феде- рации, а также на то, что деятельность проекта INFO-ROSS.RU будет и в впредь органично отвечать задачам, стоящим перед Агентством. Именно поэтому во втором сборнике, подготовленном Академией на- родного хозяйства при Правительстве Российской Федерации в рам- ках проекта INFO-FOSS.RU, мы говорим об OpenDocument. История появления ODF и свойственные формату преимущества подробно изложены в первых двух статьях сборника — «Формат до- кументов ODF: история, достоинства, применение» и «Стандарт ODF как открытый стандарт». А в обзоре «Государственная политика в об- ласти открытых стандартов. Мировой опыт» приведено более десятка примеров реализации зарубежными странами политики внедрения открытых стандартов и, в частности, ISO/IEC 26300:2006 ODF. В России пока не вполне осознана необходимость разработки соб- ственной стратегии в области открытых стандартов и открытых фор- матов документооборота. В российских

Tiedostoformaateiksi valittiin ODF ja OOXML, jotka ovat kumpikin XML-merk- kauskieleen pohjautuvia kansainvälisiä standardeja. Tutkielma esittelee lyhyesti myös XML-merkkauskielen ja sen tuomat edut dokumenttien tallentamiseen. Tie- dostoformaattien esittely ja vertailu painottuu tekstidokumentteihin. Vertailun poh- jana käytetään valmiita tutkimuksia ja tutkielman kirjoittajan omaa kokemusta ky- seisten tiedostoformaattien tulkinnasta. Vertailun pohjana ovat tiedostoformaattien selkeys, pitkäaikaisuus ja pysyvyys sekä tietoturva. Tutkielman lopputuloksena saa- tiin tiedostoformaatin valintaan vaikuttavia seikkoja ja suosituksia.
