Background eCampusOntario is pleased to announce the release of the 2020-2021 Expression of Interest for Digital Content in support of the Virtual Learning Strategy (VLS) announced by the Government of on December 11, 2020.

The COVID- sector as institutions rapidly transitioned to remote delivery. During stakeholder consultations with the postsecondary sector and relevant stakeholders in summer 2020, the Ministry of Colleges and Universities heard about the need for virtual learning supports to enable access to high-quality learning. These results, together with the Higher Education Quality Council of Ontario (HEQCO) report on digital learning and lessons learned from the COVID-19 pandemic, informed the launch of the Virtual Learning Strategy.

The Virtual Learning Strategy has been developed by the Province of Ontario to support expansion of and improvements to Ontario-based virtual learning programming. The VLS is designed to enable Ontario postsecondary (PSE) institutions to work together to realize three pillars:1 • Be the future: support the sector in driving high-quality, innovative hybrid learning Providing sector supports to create more and better options for learners and a continued co- existence with hybrid learning • Be a province of lifelong learners Enabling learners to access education, re-skilling and up-skilling to equip them for jobs of the future and meet the needs of the rapidly evolving labour market at any stage of their careers • Be a global leader

The Virtual Learning Strategy (VLS) supports learners in all aspects of the educational experience by recognizing the critical importance of the social and emotional wellbeing of learners, faculty, staff and communities within and surrounding our postsecondary system. To achieve this the VLS will:

• Prioritize the social contexts of learning, including mental health, equity, decolonization, diversity, inclusion and accessibility • Focus on learner-centered design and engagement to support the development of content which has the learner and their experience at the centre of every project • Promote learner engagement and social cohesion for students • Support the development of collaborative virtual learning assets and content for re-use across the Ontario postsecondary education system, including in Indigenous and French languages.

Description

The Digital Content EOI promotes and learning in support of pandemic response and recovery through the development, adaptation and adoption of educational materials for virtual environments. This response effort is critical to ensuring Ontario postsecondary education remains among the best in the world, now and into the future. The Expression of Interest (EOI) process promotes the design and development of online, innovative content and collaborative practices that foster understanding of how digital content serves pedagogy for all Ontario learners. All content produced with VLS funding supports Ontario postsecondary institutions equally via shared access through a common repository. This will help Ontario PSE institutions work together to co-create a future of learning that enables greater sector-wide cooperation and collaboration, and the ability to reach global markets, together.

The Digital Content EOI supports applications that focus on collaborative development of high-quality digital content that is openly available for reuse and redistribution across all Ontario publicly-assisted postsecondary institutions. This focus on collaboration, reuse, and system-wide benefit is at the core of the Virtual Learning Strategy. To help realize this vision, all final products associated with the Digital Content Expression of Interest will be: • Delivered for deposit in the eCampusOntario Library for sustainable retention of final product. Please note: as a result, ongoing hosting costs are not permitted as an eligible expense in the EOI • Made available for use by institutions across the province using an appropriate license (for example, a Creative Commons license or a Non-Exclusive License)

It is the responsibility of all applicants to be fully aware of the legal permissions associated with the

4 selected license before submitting an application. Alternative licensing, or restricted distribution, of sensitive or otherwise restricted content (for example, Traditional Knowledge) may be proposed with sufficient justification. eCampusOntario will be offering webinars on licensing on 27 January 2021; please consult the VLS website for details or register here. eCampusOntario has a selection of centralized technology, services, supports, and training opportunities available to all member institutions to support the development of a range of digital content, including: • Authoring tools to create digital textbooks (Pressbooks) • Spaces to create interactive activities to support learning (eCampusOntario H5P Studio)

What is Digital Content?

For the purposes of this EOI, digital content is any type of digital educational material; for example, course or program curricula, course shell, textbook, syllabi, lecture notes, assignments, tests, activities, experiential learning projects, audio, video, animation, simulation, virtual game, virtual lab, extended reality (XR/AR/VR), etc. This content may be in the public domain or shared using an appropriate license, such as a Creative Commons license, or other license as noted above.

Project Type Transition Existing Face to Face Course to Virtual Format Description: A transition project involves the re-design of a course to ensure it is appropriate for an online format. This includes rethinking content (for example, hardcopy resource vs. web- based resources) delivery (for example, asynchronous vs. synchronous) and assessment structure (for example, frequency, type), technology (for example, LMS, web tools) and general approach (for example, syllabus, team vs. individual work). Create Open Course Shell Tied to Existing Open Content Description: A course shell project begins with existing content and adds at least one ancillary resource (for example, test bank, syllabus, slide decks, quiz content, assignments, video, etc.). To ensure reuse, barrier-free adoption and adaptability of a course shell across institutions, the existing content is derived from an open resource (such as an open textbook found in the eCampusOntario Open Library). Although alterations to the original content can be made, the main focus of the project is on the development of ancillary content that supports the wider use and reuse of an open resource. Course shells are built in an LMS and a Common Cartridge (imscc)

5 export file is made available to other institutions via the eCampusOntario Library. These projects are designed/anticipated to promote course material adoption / integration across institutions and sectors.

Create a New Online Course Description: A course is defined as a unit of instruction that includes (but is not limited to) a defined set of intended learning outcomes, content, activities and assessments. This category includes the development of net new online courses, including content and ancillary resources (for example, test bank, syllabus, slide decks, quiz content, assignments, video, etc.). Courses are built in an LMS and a Common Cartridge (imscc) export file is made available to other institutions via the eCampusOntario Library.

Maximum budget per project: $75,000 Collaboration top up: $15,000; Projects that feature collaborations across postsecondary institutions will be eligible for additional funding to support costs associated with partnership coordination.

Create a New Online Program Description: The development of a net new online program, including program level outcomes, course structure, and alignment. Development costs include all course content and all ancillary resources (for example, test bank, syllabus, slide decks, quiz content, assignments, video, etc.). Programs must be in areas of labour market demand; evidence of labour market need is required. All programs funded are subject to appropriate quality assurance processes and/or Ministry approval. Courses in programs are built in an LMS and a Common Cartridge (imscc) export file is made available to other institutions via the eCampusOntario Library.

Maximum budget per project: $200,000 Collaboration top up: $15,000; Projects that feature collaborations across postsecondary institutions will be eligible for additional funding to support costs associated with partnership coordination.

Create a New Open Educational Resource (OER): Description: Create a new open educational resource (OER) for adoption as the primary resource for a course. An OER is any freely accessible, openly licensed documents and media that are useful for teaching, learning, and assessment as well as for research purposes. An OER can be freely obtained and retained by anyone at any time. For the purposes of this EOI, a new OER must include adoption as a resource for that course. eCampusOntario offers authoring technology called Pressbooks for all Ontario post-secondary institutions. Create a New Restricted License Educational Resource Description: Create a new educational resource under a restricted license (as per the license notes above) for adoption as the primary resource for a course. This resource is freely available to any and all eCampusOntario member institutions, and can be documents and media that are useful for teaching, learning, and assessment as well as for research purposes. The resource can be freely obtained and retained by anyone teaching in Ontario PSE at any time. eCampusOntario offers authoring technology called Pressbooks for all Ontario postsecondary institutions. Adapt an Existing Open Educational Resource Description: Adapt an existing open educational resource (OER) for adoption as the primary resource for a course. Consider the following use cases for adaptation: localization of content for Ontario learners, integration of content that reflects principles of equity, diversity, decolonization and inclusion (EDDI), enhancement of text-heavy content with interactive activities (for example, using the eCampusOntario H5P Studio). For the purposes of this EOI, an OER selected for adaptation must include adoption as a resource for that course.

Maximum budget per project: $15,000

Create a New Simulation, Serious Game or XR (AR/VR) Experience Description: Create a new virtual simulation, serious game, or new extended reality (XR) experience to address a learning challenge. Looking for inspiration? See The Art of Serious Game Design

Maximum budget per project: $75,000 Collaboration top up: $15,000; Projects that feature collaborations across postsecondary institutions will be eligible for additional funding to support costs associated with partnership coordination.

Your Proposal for Digital Content Description: Creation of any type of digital content not represented in the list above, or a combination of resources, with appropriate description and pedagogical justification. Note that the evaluation rubric listed in Appendix C will apply to this project type and that the template must be used for all submissions.

Suggested maximum budget per project: will be based on examples above and multipliers of these amounts as appropriate

Collaboration top up: $15,000 Projects that feature collaborations across postsecondary institutions will be eligible for additional funding to support costs associated with partnership coordination.

Anticipated Timeline Projects are expected to begin in late March 2021 with all final reporting for selected projects completed by February 21, 2022. No exceptions will be made to this timeline and it is the responsibility of the successful applicant to ensure these timelines are upheld. Successful proponents will be required to provide regular project reporting as a condition of funding, including a final report to be submitted before the end of the fiscal year. Payments will be withheld if reports and deliverables are not received according to this schedule.

Projects may be concluded with a final report at any point during the fiscal year. Receipt of a Final Report and deliverable will trigger payment of remaining funds.

Electronic signatures are required. Applications submitted by any other means such as email, facsimile or paper copy mail will not be accepted

o No late applications accepted: Applications submitted after the date and time specified will not be accepted o Template used: Applications must be submitted using the template provided in Appendix B for efficient and fair evaluation. Applications that exceed the specified character and page limits will not be accepted o Signed Attestation of Minimum Requirements: All application submissions must include a signed attestation agreeing to the minimum requirements outlined. Minimum project requirements are listed in Attestation form provided in Appendix B. Each application must be accompanied by a signed Attestation which confirms the following. If an application does not meet minimum project requirements it will not be evaluated.

prioritize use of tools and technology that demonstrate user-centered design; continuous evaluation and improvement; effective use of data; protection of security; and privacy of personal information o Accessibility: All content produced under this initiative must be in accessible formats in accordance with the requirements of the Accessibility for Ontarians with Disabilities Act, 2005 (Ontario) o Adherence to Applicable Laws: All products must be in compliance with all applicable legislation, including the Copyright Act () o Records of Expenditures: Funding Program project agreements will require successful applicants to maintain appropriate records of expenditures (e.g. records of salaries, expenses, etc.)

Evaluation Process

Following receipt of applications, evaluators will score each submission against the rubric provided in Appendix C of this EOI.
