It is my pleasure to welcome you to Shenandoah Area Council’s 2021 National Youth Leadership Training Course, to be held this June at Camp Rock Enon in Gore, VA.

National Youth Leadership Training is an exciting, action-packed program designed to provide all 14-20-year-old youth members of Scouts BSA with leadership skills and experience they can use in their home units and in other situations demanding leadership of self and others. NYLT participants will follow a syllabus which represents a typical activity cycle in the life of a unit. They will discover what is required in leading themselves and others, and through a variety of presentations, activities and challenges, will develop a “toolbox” of effective leadership skills they can make their own.

Set against the beautiful, unbroken loveliness of CRE, we will spend the week focusing on finding and honing our leadership tools. Participants will be cooking in camp and will spend at least one night in their own tent/hammock. As NYLT is not an outdoor skills course, it is important that each participant have basic camping and outdoor cooking experience.

NYLT is leadership training for Scouts who have a desire to lead, who serve or will serve in leadership roles within their home units, or even school or community organizations. Three of my own sons have completed NYLT Training, with one continuing his leadership training by attending National Advanced Youth Leadership Experience (NAYLE), at Florida Sea Base. Beyond leadership roles in their Troop, I have seen them take on leadership roles in the classroom, on school sports teams, and at community events. My oldest son is now a freshman at Marshall University where he is a member of ROTC. He uses the skills he learned in NYLT every day.

NATIONAL YOUTH LEADERSHIP TRAINING

Overview: The Shenandoah Area Council is pleased to offer National Youth Leadership Training (NYLT) this summer. The course is a 6-day program held over two 3-day sessions May 29-31 & June 11-13. National Youth Leadership Training will bring new skills and greater enthusiasm to your youth leadership. recognizes that Unit Leaders have the primary responsibility for training their youth leaders. The purpose of NYLT is not to assume that role, but rather to support it. This course features instruction in skills that can be used at home, at school, on the job, and at the Scout unit level. Through activities, events, games, and adventures, NYLT participants will work hard and play hard together as they put into action the best Scouting has to offer.

Course Goals: • Give participants the confidence and knowledge to conduct the unit program • Provide participants with a clear understanding of team and personal development and how those elements relate to being a leader • Guide the participants through the stages of team development • Create an environment of Scouting fellowship and fun guided by the Scout Oath and Law • Give participants the opportunity to share ideas and experiences with Scouts from other units • Have fun and experience Scouting at its best

Requirements and Expectations:

• Scouts BSA members (male and female) must be at least 13. They must have completed Introduction to Leadership Skills for Troops. • Venturers and Sea Scouts (male and female) must be at least 14, or 13 and have completed eighth grade, and fall within the maximum age allowance for their program. They must have completed Introduction to Leadership Skills for Crews or Ships. • Recommendation letter by your Scoutmaster or Crew Advisor to be submitted upon registration • Currently serving or likely to serve in a unit-level position of responsibility • Minimum of 2 previous long-term camping experiences • Full knowledge of basic cooking and knots/lashing • Commitment to abide by the Scout Oath and Law • Must attend the full course of training to receive a certificate of completion • Please carefully consider the Scouts/Venturers you send to NYLT – the amount of benefit a young person will get from this training is directly proportional to their level of maturity, attitude and focus.

Cost: $285 per youth participant. Fee includes all course materials and food during the course, plus 2 NYLT T-shirts, a NYLT patch and a special NYLT participant item. Additional T-shirts can be ordered at the time of registration.

NYLT GENERAL SCHEDULE

Daily schedules will be extremely full, consisting of instructional periods, designated patrol time, and troop activities. Participants should also expect to prepare meals in their patrol’s campsite and to spend one night on outpost.

THE NYLT EXPERIENCE AT CAMP ROCK ENON

Camp Rock Enon is owned and operated by the Shenandoah Area Council, BSA. It is administered by a full-time Camp /Director, trained, and certified by the National Camping School of the . The camp is inspected annually by the Virginia Department of Health and internally through the National Camp Accreditation Program. It is consistently rated as a Nationally Accredited Camp.

Founded in 1944, Camp Rock Enon has almost 900 acres of majestic forest nestled in the northern tip of the Shenandoah Valley of Virginia and offers an almost unlimited supply of programs and activities to provide an experience of a lifetime.

Our staff undergo all necessary BSA background checks for working with youth. The NYLT course director has attended CDC, and all NYLT staff training includes Basic Life Support and First Aid, Youth Protection, effective teaching and learning strategies and much more. We employ trained Health Officers (EMT) to ensure proper treatment for anything from the simple cut to more serious matters requiring immediate attention.

NYLT participants will be divided into coed patrols and will utilize one of the 14 campsites within the main camp area of CRE, all of which are a short walking distance to all program areas and services used as part of the NYLT program. Each site is equipped with two-person tents on raised platforms and include sleeping cots, a shelter, picnic tables, latrine with wash station and potable water, flagpole, bulletin board and campfire circle. Within main camp you will find flush toilets and a shower house with hot water available all day and night. Participants will also spend one night on outpost and should be prepared as such.

For the 2021 NYLT course the program will be conducted over 6 days for two 3-day weekend sessions May 29-31 and June 11-13. Participants must attend both sessions to complete the course.

GENERAL INFORMATION

PAYMENTS: Payment may be made to the Shenandoah Area Council, BSA via cash, check, money order or credit card. You may make on- line payments by going to www.sac-bsa.org/nylt with check or credit card.

CAMP CAMPERSHIPS: Camp Scholarships are available for Shenandoah Area Council Scouts only. Forms must be submitted to the Council Office by MARCH 15th. See Appendix.

REFUND POLICY: Reservation cancellations after April 15Th undermine our ability to provide this quality program. Request for refunds are to be made to the Shenandoah Area Council.

In cases of the death of an immediate family member, sickness or injury, or summer school, we will refund 50% of fees paid when verified in writing by a physician, or such official.

Reasons such as vacation schedule, sports, work, other camps, and last-minute changes of mind are not acceptable reasons for refunds. The Shenandoah Area Council strives to provide the very best program. We sign contracts with staff and vendors based upon confirmed numbers.

Refund checks will be issued to the individual or entity paying the original fee within 30 days of receipt of the written request pending its approval. Unit Leadership is responsible for conveying the refund policy to parents. Refund request should be submitted by the unit leaders.

EMERGENCIES: Emergency procedures will be discussed during the Sunday evening meals at camp. These will vary according to the emergency and an information sheet will be provided to each unit upon check in, outlining the various emergency procedures. Please note: Emergencies and Incident Command are managed by senior camp staff and all off site communication should go through them.

VISITORS: On Friday, there will be a sign-in for visitors at the walking bridge into camp.

TRASH / LITTER: Trash is to be taken to the dumpsters located behind the dining hall daily. Do not litter, and please do your good turn by helping pick up someone else's mess. Let's all work to keep camp clean. The Camp's appearance depends on you.

MAIL: To send letters, postcards, or packages to a Scout please address it as follows: Scout’s name NYLT Camp Rock Enon 292 Rock Enon Springs Road Gore, Virginia 22637.

Plan on three to four days for mail to arrive at camp and send all correspondence early enough so they can receive it at camp. Outgoing mail may be taken to the mailbox at the camp office by 10:00 am. Mail is delivered to camp once a day. Stamps are available at the trading post.

INTERNET AND PHONE SERVICES:

A telephone is available in the Camp Office for adult leaders only. The phone can be used for local calls; credit card calls, or to place collect calls. We discourage the use of the phone by Scouts. The main camp phone is in the camp office and is to be used for camp business and emergencies only. Units may establish their own electronic guidelines for their campsites. Please, discourage parents from calling their Scouts. Remind them that campers are not near the phone, so messages must be taken, and the calls returned. YOUTH PROTECTION AT NYLT:

• No One-to-One Contact: One-to-one contact between adults and youth members is not permitted. In situations that require a personal conference, the meeting is to be conducted in view of other adults and youth.

• Respect of Privacy: Adult leaders must respect the privacy of youth members in situations such as changing into swimming suits or taking showers at camp and intrude only to the extent that health and safety requires. Adults must also protect their own privacy in similar situations. When camping, no youth is permitted to sleep in the tent or cabin of an adult other than their own parent or guardian. Individual separate shower facilities are available for youth & adult / male & female located at the main shower house. An Adult Only bathroom/shower facility is available with scheduled times for use by adult male and female leaders and parents.

• Abuse: Camp Rock Enon is a SAFE HAVEN for all who visit. Adult and unit leaders are not to use physical, mental, or verbal abuse on youth. This includes any threatening manner toward any youth or other person. This policy also pertains to youth-on-youth abuse. Any actions or suspected behavior of this type is to be reported immediately to the Camp Director. It is the policy of the Boy Scouts of America that any suspected abuse of any kind be reported to the appropriate authorities.

TROOP GUIDES: Patrols will be assigned a Troop Guide to assist with the transition into NYLT.

SPECIAL NEEDS: The Boy Scouts of America recognizes that no two young people are exactly alike. If your Scout has special needs and would like to know the accommodations available and/or talk to someone about making their experience successful, please contact the course director Andrea Burton at [email protected] or the Camp Facility Manager Richard Holder at [email protected] . Our special needs committee is committed to work with you to ensure all have a great camping experience.

NYLT FOOD SERVICE / MEALS: Our kitchen staff is managed by our Food Services Manager who is Serve Safe certified. All other kitchen staff have completed Serve Safe Food Handler training. Our menu has been carefully planned and reviewed by a certified nutritionist to ensure that a balanced diet is being provided to our Scouts and their leaders.

The NYLT program utilizes a combination of Patrol campsite cooking and dining hall meal service throughout the course.

With ADVANCED NOTICE, the kitchen staff can provide a gluten free, pork free or vegetarian meal options. Copies of our typical standard menu are available at www.sac-bsa.org/crefoodservice Food Allergies or special dietary needs must be reported in advance by completing the Food Allergy form online at www.sac-bsa.org/crefoodservice .

MEDICAL: http://www.scouting.org/scoutsource/HealthandSafety/ahmr.aspx Health histories and records of required physical examinations for all staff members, leaders, and campers are on file while in attendance. A current Annual Health and Medical Record, No. 680-001, with Parts A, B, and C completed within the past 12 calendar months is required for all staff, leaders, and campers in attendance.

The Camp Director reserves the right to restrict physical activity to any camper in consultation with the health officer.

THE MEDICAL FORM NO LONGER ALLOWS ATTACHING ANOTHER PHYSICAL EXAM (IE: SPORTS PHYSICAL) TO THE BSA MEDICAL FORM. THE PHYSICIAN'S SIGNATURE MUST BE ON THE BSA FORM TO BE VALID.

MEDICATIONS: Prescription Medication must only be taken at the Health Lodge under the guidance of the camp medical officer. The taking of prescription medication is the responsibility of the individual taking the medication and/or that individual’s parent or guardian. Unit Leaders with appropriate medication administration training who desire to supervise unit medications in the campsite must make this request of and do so within the guidelines established by the camp medic PRIOR TO ARRIVAL AT CAMP.

The health lodge may provide over the counter medicine only with the approval of a parent or guardian.

All first aid treatment MUST be reported to the Medical Officer.

ALL MEDICATION BROUGHT INTO CAMP IS TO BE TAKEN TO THE HEALTH LODGE AT THE TIME OF THE MEDICAL RECHECK DURING UNIT CHECK IN.

IMMUNIZATIONS: The Commonwealth of Virginia Immunization Unit is asking that all summer camps in our state require adequate immunization for all attendees.

INSURANCE: Each (SAC) Scout attending camp is covered by secondary health and accident insurance. This insurance covers only illnesses or injuries contracted at Camp for the first $150.00. Parents’ insurance is responsible for any additional amount. Medical insurance information must be on the medical form for each Scout and Scouter and a copy of the front and back of the insurance card must be attached to the medical form. Parents should plan for treatment of pre-existing conditions. Insurance claims will be paid only to the doctor or hospital.

TOBACCO: Camp Rock Enon strives to be a tobacco free environment. Adult leaders (and guests) are asked to use discretion in using tobacco. Do not smoke in campsites. This includes the use of electronic cigarettes, personal vaporizers or electronic nicotine delivery systems which simulates tobacco smoking. Smoking is prohibited in all buildings and tents. The designated tobacco use area is the shelter located to the left of Akela Lodge across from the parking area. Please dispose of all butts properly.

SAFETY: The following are prohibited at Camp Rock Enon:

• Fireworks in any form • Alcoholic beverages • Sheath Knives • Personal firearms • Slingshots • All illegal drugs

FIRES: No open flames are permitted in any tent. This includes all candles including citronella, and chemical fueled lanterns and stoves.

FUELS: For safety reasons, knowledgeable adult supervision must be provided when Scouts are involved in the handling of chemical fuels. All liquid fuel is to be kept in the fuel box located at the Quartermaster shed. Camp Rock Enon follows the National liquid fuel policy. This includes no storage in trailers.

BEDDING: Each camper will be provided with a sleeping surface, typically a canvas cot if you are camping in a tent.

UNIFORMS & DRESS CODE AT CAMP: The Field Uniform is required throughout NYLT. Patrol tee shirts will be issued for patrol activities and instruction time. These will be worn with field uniforms.

RULES WE LIVE BY AT CAMP ROCK ENON

The following rules are to be followed at Camp Rock Enon:

1. The Scout Oath and Law

2. Vehicles in camp require a pass, please see the Camp Director ▪ You MUST ask permission to drive into camp.

3. Vandalism of any sort will not be tolerated; responsible individuals and/or units will pay for any and all damages including staff time to make repairs.

4. Discipline will be handled by adult staff as needed and will follow proper channels.

5. A Scout should always have their buddy (Buddy System) with them.

6. Please stay off the spillway, the area next to the road outside the front gate, and the hill coming down from Chapel Hill.

7. Please do not pick up wildlife or throw items at them.

8. The use of profanity will not be tolerated.

9. No gambling

10. No throwing of rocks, sticks or other objects at other persons, buildings, etc.

11. FOOTWEAR POLICY (RULES) FOR CAMP ROCK ENON: All campers, scouters, staff and visitors are always required to wear closed toe shoes while on camp property except for while you are in the shower. Shower shoes or flip-flop style shoes can be worn while in the showers not to and from. We define closed toe shoes as any shoe where the toes are covered.

EARLY RELEASE: Occasionally, the request for an early release will be made as a result of an emergency in a Scout's family or due to an illness or an activity outside of camp. In any event, there could be a certain amount of anxiety and tension on the part of the legal parent or guardian. This individual may not understand or appreciate any delay in the release of the Scout and adherence to the camp security policy. Because of the legal parent or guardian's trust in the camp, we ensure the utmost care and wellbeing of the Scout.

Only the Camp Director, Health Officer or Course Director may process an application for early release.

In the event an individual arrives at camp and requests the early release of a camper for whatever reason, the following steps MUST be followed to ensure the entrusted well-being of the youth in our care. Verification must be made to assure that the person requesting release is acting as the legal parent or guardian or under the direction of the legal parent or guardian.

Verification may be done by the following: a. Approval of the Course Director in charge. b. Presentation of proper identification matched with the name listed as the legal parent or guardian on the Scout's medical form. c. Contact via telephone with the legal parent or guardian. The telephone number used must be obtained from the medical form. d. Previous arrangements made with the Course Director and camp director by the legal parent or guardian.

❖ It is understood that any person who requests the early release of a Scout will abide by the policy set forth above and completes the early release form prior to the release of the Scout. ❖ It is understood that a Scout will never be released to another youth less than 18 years of age without verified permission from the legal parent or guardian. ❖ If the parent is an adult leader attending camp an early release form must be submitted at time of check-in if leaving early with their child. ❖ A NYLT Staff member must escort the camper to admin for final release.

Under no circumstances is ANY camper to go to the parking lot to meet their ride without first checking out at the health office.

CHECK-IN: Participants should plan to arrive at Camp Rock Enon between 7-8am on the first day of each session. We have additional staff on site during these hours to ensure a smooth check-in. Please respect your staff try not to arrive late. Staff members will meet you in the parking lot and direct your Scout to the Registrar who will check you in.

Early arrivals cannot be processed and will have no access to camp facilities other than the parking lot and the latrine by Akela.

Annual Health and Medical Record

Medical Information: The Boy Scouts of America recommends that all youth and adult members have annual medical evaluations by a certified and licensed health-care provider. In an effort to provide better care to those who may become ill or injured and to provide youth members and adult leaders a better understanding of their own physical capabilities, the Boy Scouts of America has established minimum standards for providing medical information prior to participating in various activities. Those standards are offered below in one three-part medical form. Note that unit leaders must always protect the privacy of unit participants by protecting their medical information.

Parts A and B is to be completed annually by all BSA unit members. Both parts are required for all events that do not exceed 72 consecutive hours, where the level of activity is similar to that normally expended at home or at school, such as day camp, day hikes, swimming parties, or an overnight camp, and where medical care is readily available. Medical information required includes a current health history and list of medications. Part C also includes the parental informed consent and hold harmless/release agreement (with an area for notarization if required by your state) as well as a talent release statement. Adult unit leaders should review participants’ health histories and become knowledgeable about the medical needs of the youth members in their unit. This form is to be filled out by participants and parents or guardians and kept on file for easy reference.

Part C is required with parts A and B for any event that exceeds 72 consecutive hours, or when the nature of the activity is strenuous and demanding, such as a high-adventure trek.
