Brandon Myers was born and raised in southern Virginia. He relocated to in 2007. Brandon studied Psychology at Salt Lake Community College. Brandon fell in love with and purchased a home in District 1. This opened the door to his desire to serve the community he lives in. Brandon is a member of the Rose Park Lions Club. He works in Safety & Security at Intermountain Primary Children's Hospital. Brandon holds certifications as a Taser Instructor and a Crisis Intervention Team Officer. He is also certified in the use of OC (pepper) Spray and Defensive Tactics. Prior to moving to Utah he was an Emergency Medical Technician and held various certifications in Fire and EMS. His hobbies include camping, fishing, hiking, road trips, gun range shooting and spending time with his dog, Kevin. A proud resident of Rose Park, he represents District 1.

Kevin S. Parke has a Bachelor's Degree in Political Science from Weber State University. He has lived in his current district since 1999 and has been actively involved in his community. In 2013 he ran unsuccessfully for Salt Lake City Council, he has served, and is currently serving on the Rose Park Community Council and been registered as a leader with Boy Scouts of America since 2002. Kevin has also served as President Elect and President of local chapter of the Kiwanis Club. Kevin is a longtime fan of the Utah Jazz (even in the rough years), Salt Lake Bees and especially Little League Baseball. Kevin enjoys spending time with his family, theatre, reading, camping, hiking and watching any activity that his children are participating in. He represents District 1.

Jennifer Sika represents District 2.

Nigel Swaby represents District 2.

Gregory Bambo Jr is a three tour Vietnam veteran having completed 20 years of service in the Navy as a flight instructor, USS Midway Navigator, Nuclear Weapons Delivery Pilot, and Heavy Attack Squadron Commanding Officer retiring in 1974 as a Navy Captain. His second career was flying as a commercial Captain for Western and later Delta Airlines. He was assigned a secondary position as Company’s “Check Pilot”, responsible for observing and evaluating pilots’ professional performance. Gregory is recognized by the Air Line Pilots Association as “A Professional Pilot’s Pilot” and was the original chairman of ALPA’s In-flight Security Committee. He’s married to a former Canadian Ski Champion & World Cup Downhiller and is a California native who has resided as a resident in the Avenues since 1988. His hobbies include restoring collectible cars, golf, skiing and traveling. He represents District 3.

Tyson Carbaugh-Mason currently works for Denials Management, Inc. providing advocacy services for families with denied claims. Specifically working with families and facilities dealing with children’s mental health issues, Tyson has written appeals on behalf of those who have their health benefits denied by insurance companies in an effort to have their benefits paid as well as helps clients who have exhausted the appeals process for their wrongfully denied health insurance claims and who wish to pursue legal action against their insurance provider in Federal District Court. Born and raised in Salt Lake City, Tyson is a graduate of Judge Memorial Catholic High School and the where he earned a B.S. in Political Science. Prior to work with Denials Management, Inc., Tyson worked for the Affordable Care Act, as well as assisted in the development of Salt Lake City Corporation’s Community Food Assessment. Among other activities, Tyson has worked volunteer and fundraiser for the Utah AIDS Foundation and Trust for Public Land and volunteered with Utahns Against Hunger, the Parley’s Rails, Trails and Tunnels (PRATT) Coalition, and assisted the Downtown Alliance in its development of the Downtown Ambassador program. He represents District 3.

Catalina Pilar Cardona represents District 4.

Rebekah Myers was born and raised in Ogden, Utah. She studied at the University of Utah and ultimately earned a bachelor's degree in Political Science with a minor in Philosophy from Weber State University. She then earned a law degree from the George Washington University and a masters of law in tax from Georgetown University. Ms. Myers has been an attorney in the public sector for more than 15 years, during which time she has resided in Arlington, VA; Los Angeles, CA; Layton, UT; and, City, NY. She has lived in downtown Salt Lake City for the past three years and happily calls it home. Rebekah represents District 4.

Dennis Busch is a fundraising professional at the University of Utah. Dennis has been involved in civic engagement for years, working at the U.S. Senate in Washington and the Michael O. Leavitt Center for Politics & Public Service in Cedar City. He earned a BS at Southern Utah University and an MBA at Western Governors. His hobbies include entertaining, traveling, and taking advantage of the amazing art available in Salt Lake City. Dennis represents District 5.

Dr. Teresa Garrett is an Assistant Professor with the University Of Utah College Of Nursing. She is a life-long Salt Lake City resident, public health advocate and community volunteer. Dr. Garrett is a graduate of the University of Utah. Her past volunteer experience includes the YWCA, Utah Organization of Nurse Leaders, Holy Cross Ministries and Planned Parenthood of Utah. Over the past 30 years, she has worked in a variety of settings, including health system leadership, statewide public health, long-term care, and home care. In her spare time, she loves to hike, play in the sun, quilt and spend time with friends and family. Her most recent accomplishment is completing a ‘rim-to-rim’ trek through the Grand Canyon. She and her spouse are the proud parents of two amazing children & their partners and two fantastic grandsons who are all making the world a better place. She represents District 6.

Amber Liechty represents District 6.

Jessica Andrew is a native of Arizona and moved to Utah 15 years ago, where she has loved spending as much time as possible in Utah’s beautiful backcountry. A graduate of the University of Utah S.J. Quinney College of Law, and of the Trial Lawyers College in Dubois, WY, Jessica is a trial lawyer with Lance Andrew, P.C., specializing in personal injury, wrongful death and civil rights litigation. She serves on the Board of Governors of the Utah Association for Justice and was the founding chairwoman of the UAJ Women's Caucus. She has performed pro bono service with the Salt Lake City refugee community through Catholic Community Services and the Salt Lake City Human Rights Commission, as well as serving as a Service Member Attorney Volunteer under the federal Servicemembers Civil Relief Act. Jessica is an Honorary Colonel with the Salt Lake County Sheriff’s Office and Unified Police Department. She enjoys backpacking, playing the cello, cooking and college football. She represents District 7.

Sandra Walsh having had cancer herself from above ground Atomic testing, has been very involved with the Downwinders for many years. So far she has helped over 5,000 cancer victims and has worked with Congressman Matheson and Wayne Owens as well as having testified before Congress in Washington. She is the author of seven books including “Downwind, a Legacy of Suffering”. She organized the women’s softball league for all of southern Utah and was honored to have the softball fields in Cedar City dedicated to and named in her honor. She moved to Salt Lake City in 1980 and has been very involved in her neighborhood including being the chairperson for the District 7 Nibley neighborhood watch for 15 years. During this time she was the driving force that helped remove drug houses from her neighborhood. Her husband retired from Salt Lake City after 32 years and they have two daughters, four granddaughters and eleven great grandkids that they spend time with every chance they get. She represents District 7.

Board Investigator/Administrator

Rick Rasmussen joins the Civilian Review Board after retiring from the Federal Bureau of Investigation. His 21+ years of law enforcement experience all took place in the Salt Lake City Division of the FBI, where he supervised the Violent Crimes Major Offenders Squad. His experience includes violent crimes, drug investigations, gang matters, organized crime, white collar crime, domestic terrorism, and other related matters. Rick was the FBI Supervisor for the Destiny Norton case, and has worked on numerous kidnappings throughout his career. Rick was also the FBI Supervisor over the 2002 Winter Olympic Games. During his FBI career, Rick conducted internal investigations of FBI employees, as well as corruption investigations of public employees. He is a graduate of the United States Air Force Academy and served nearly ten years as an instructor pilot and an F-16 fighter pilot.
