Golden, Chair This dissertation focuses on Tanzania, a hegemonic party regime where nearly half of the population lacks access to clean and safe drinking water despite massive investments in this sector in recent years. In order to make sense of this disconnect between spending and improved outcomes, I analyze novel data on financial allocations and infrastructure con- struction for water provision, contextualized by public opinion surveys, interviews and focus group discussions conducted during six months of fieldwork. I find that Tanzania's strategy of decentralizing water provision to local governments has largely failed to promote respon- siveness to local needs, due to local capture and politicized misallocation. I demonstrate how politicians have skewed resource distribution in such a way that favors their core supporters at the expense of demonstrably needier constituents. At the same time, citizens have been unable to compel responses to their needs given the lack of credible alternatives to the ruling party, as well as confusion over government responsibility for water provision, low expecta- tions of self-efficacy and collective action, and entrenched gender norms. My study adds to the rich literature on decentralization by illuminating the challenges it can encounter in the context of a hegemonic party regime. By illuminating the role of local politics, my disser- tation also adds to our understanding of how hegemonic party regimes { the most common type of authoritarian rule in the post-World War II period { survive and endure. ii The dissertation of Ruth Denali Carlitz is approved.     Introspection: Neglected Jazz Figures of the 1950s and early 1960s New World NW 275 In the contemporary world of platinum albums and music stations that have adopted limited programming (such as choosing from the Top Forty), even the most acclaimed jazz geniuses—the Armstrongs, Ellingtons, and Parkers—are neglected in terms of the amount of their music that gets heard. Acknowledgment by critics and historians works against neglect, of course, but is no guarantee that a musician will be heard either, just as a few records issued under someone’s name are not truly synonymous with attention. In this album we are concerned with musicians who have found it difficult—occasionally impossible—to record and publicly perform their own music. These six men, who by no means exhaust the legion of the neglected, are linked by the individuality and high quality of their conceptions, as well as by the tenaciousness of their struggle to maintain those conceptions in a world that at best has remained indifferent. Such perseverance in a hostile environment suggests the familiar melodramatic narrative of the suffering artist, and indeed these men have endured a disproportionate share of misfortunes and horrors. That four of the six are now dead indicates the severity of the struggle; the enduring strength of their music, however, is proof that none of these artists was ultimately defeated. Selecting the fifties and sixties as the focus for our investigation is hardly mandatory, for we might look back to earlier years and consider such players as Joe Smith (1902-1937), the supremely lyrical trumpeter who contributed so much to the music of Bessie Smith and Fletcher Henderson; or Dick Wilson (1911-1941), the promising tenor saxophonist featured with Andy Kirk’s Clouds of Joy; or Frankie Newton (1906-1954), whose unique muted-trumpet sound was overlooked during the swing era and whose leftist politics contributed to further neglect.

    Liminalities: A Journal of Performance Studies Vol. 16, No. 3 (2020) Music Performativity in the Album: Charles Mingus, Nietzschean Aesthetics, and Mental Theater David Landes This article analyzes a canonical jazz album through Nietzschean and perfor- mance studies concepts, illuminating the album as a case study of multiple per- formativities. I analyze Charles Mingus’ The Black Saint and the Sinner Lady as performing classical theater across the album’s images, texts, and music, and as a performance to be constructed in audiences’ minds as the sounds, texts, and visuals never simultaneously meet in the same space. Drawing upon Nie- tzschean aesthetics, I suggest how this performative space operates as “mental the- ater,” hybridizing diverse traditions and configuring distinct dynamics of aesthetic possibility. In this crossroads of jazz traditions, theater traditions, and the album format, Mingus exhibits an artistry between performing the album itself as im- agined drama stage and between crafting this space’s Apollonian/Dionysian in- terplay in a performative understanding of aesthetics, sound, and embodiment. This case study progresses several agendas in performance studies involving music performativity, the concept of performance complex, the Dionysian, and the album as a site of performative space. When Charlie Parker said “If you don't live it, it won't come out of your horn” (Reisner 27), he captured a performativity inherent to jazz music: one is lim- ited to what one has lived. To perform jazz is to make yourself per (through) form (semblance, image, likeness). Improvising jazz means more than choos- ing which notes to play. It means steering through an infinity of choices to craft a self made out of sound.

The Recording Industry Association of America, Inc. ("RIAA'') is pleased to provide these Comments in response to the Copyright Office's Notice oflnquiry ("NOI") in the above- captioned proceeding. See Music Licensing Study: Notice and Request for Public Comment, 79 Fed. Reg. 14,739 (Mar. 17, 2014). RIAA is the trade association that represents the music companies that create, manufacture and/or distribute approximately 85% of all legitimate recorded music produced and sold in the United States. The issues raised in the NOi are critically important to RIAA's members. The musical works they license to include in their releases are an essential part of those releases, and they are major licensees of musical works. They are also copyright owners or distributors of audio-only and audiovisual sound recording releases accounting for the vast majority of music usage. Sound recordings and the musical works incorporated therein are subject to disparate licensing systems, including three completely separate systems just for musical works (i.e., for mechanical, performance and synchronization rights). Unfortunately, while the systems for sound recordings are working reasonably well in many respects, there is an emerging consensus that the systems for licensing musical works are not. Accordingly, the question is not whether change would be desirable, but whether it will be possible to achieve consensus concerning what changes should be made to improve musical work licensing.
