This briefing provides a round-up of the week's news and analysis on security, natural resource and CSR issues arising in the Great Lakes region of Africa Content News in Brief Recent IPIS news & publications Conflict and Security In the Democratic Republic of Congo, political tensions persist in DRC the wake of the national dialogue’s resolution regarding the Burundi organisation of presidential elections. Last Wednesday, October Uganda 26, the Great Lakes region’s heads of state expressed their Central African Republic endorsement of the deal between Congolese government and Humanitarian News participating opposition to postpone elections until April 2018. On DRC Saturday, October 29, violence erupted between the police and Rwanda supporters of the “Rassemblement” – umbrella of opposition Justice and Tribunals parties who boycotted the national dialogue – in Lubumbashi, Rwanda Haut-Katanga. Natural resource exploitation, governance and trade In North Kivu, about a dozen environmental organisations called DRC on MONUSCO, the FARDC and the Institut Congolais pour la Uganda Conservation de la Nature to take action against Mai Mai groups that operate on the southern part of the Edward Lake, near Regulation, Voluntary Initiatives and Business and Human Rights Rutshuru and Lubero territories. ADF rebels reportedly attacked DRC several villages in Beni territory over the past week. On Monday, Uganda October 31, two people were injured during an incursion in Kibedia village and six others died when the militia attacked Other Kitevya village. -

The school dropout rate in Butaleja District has risen from 45 per cent in the last four years, new statistics have revealed. According to the statistics from the District Education Department, School dropout rate in upper primary is between 60 and 70 per cent, while the dropout rate in lower primary is at 10 per cent. Tororo Teachers abandon schools for sports betting. Angry parents stormed Mukuju Primary School in Tororo demanding the immediate transfer of the School Head Teacher and the withdrawal of appointment for the Chairperson of the schools Management Committee. The district education officer, Yona Gamusi Doya, said they have gathered substantial evidence to that effect, warning that the teachers involved will soon face disciplinary action. 15 Primary Schools closed in Lwengo district. More than 3,000 pupils across Lwengo District are stranded three weeks into the first school term following the closure of 15 privately owned Primary schools over poor standards. Ministry to revoke Certificates of Teachers who beat children. Teachers who beat children at school risk having their certificate revoked, the State Minister for Primary Education has warned. Dr. John Chrysostom Muyingo said the Ministry of Education was ready to ban any teacher found guilty of administering the out lawed corporal punishment. -

Over the years, the University has trained outstanding leaders in Africa and distinguished herself as an emerging centre of excellence in medicine, agricultural sciences and research, among others. With time the shift in policy on higher education funding culminated into liberalisation in the sub-sector. This has over the years affected the core functions of the higher education delivery systems with far reaching implications on socio-economic and policy development of the country. On the latter backdrop, there has been growing discontent at public institutions of higher learning, especially at Makerere University. -

The President: I declare open the sixth plenary meeting of the General Conference. We will proceed with the general policy debate this afternoon. Towards the end of the meeting, we will hear the report of the APX Commission on item 1.3, as well as the report of the Chairperson of the Credentials Committee. Before we start with our list of speakers, may I repeat the appeal for good timekeeping. Thank you in advance.
