Colleges are the Future of Makerere University i THE REPORT OF THE VISITATION COMMITTEE ON AUGUST 2017 MAKERERE UNIVERSITY, 2016 i FOREWORD Makerere University has a rich history, having transformed from a College of the University of London to a world-class University. Over the years, the University has trained outstanding leaders in Africa and distinguished herself as an emerging centre of excellence in medicine, agricultural sciences and research, among others. With time the shift in policy on higher education funding culminated into liberalisation in the sub-sector. This has over the years affected the core functions of the higher education delivery systems with far reaching implications on socio-economic and policy development of the country. On the latter backdrop, there has been growing discontent at public institutions of higher learning, especially at Makerere University. In November 2016, the Visitor and President of the Republic of Uganda appointed the Visitation Committee, 2016 to visit, study, make a situation analysis on causes of endemic strikes, assess progress on the implementation of previous reports, conduct an appraisal of the integrity of finance management and establish the student and staff numbers. The Committee adopted an integrated approach to address the task including among others, desk reviews of relevant documentation, stakeholder interface, financial and other relevant audits, benchmarking and dialogue with the public. The findings and recommendations presented in this Report are designed to enable Uganda’s higher education subsector in general and Makerere University in particular to address the developmental challenges of this country, the region and Africa. However, the effective and efficient implementation of these recommendations will require collective effort from Government, Makerere University and other stakeholders. When all this is done, Makerere University will be truly championing its Motto: “We Build for the Future” by actually bringing the future to the present. Indeed, this is very evident given that one of its programmes called Resilient Africa Networks (RAN) has developed the first ever largest University-institutionalised Platform that involves 18 Universities spread across 13 African countries. The Platform is used as a conduit for engagements with cities and communities in Africa to generate contextualised knowledge and skills to inform resilience-driven innovations. The RAN lab manages a multidisciplinary portfolio of over 150 innovations, 75 of which have received seed funding to pilot, test and refine their solutions. While this and other initiatives by Staff and Students of Makerere University are commendable, they are still challenges that need to be addressed. The Committee received maximum support from the Presidency, the Ministry of Education and Sports, National Council for Higher Education, Makerere University, and several universities in Uganda and abroad. The Committee is indebted to the team of specialists and research assistants co-opted to support the assignment. These and other principles constitute some of the cardinal goals of the programme in both public and private universities in Ghana. Considering tertiary education as both a public and private enterprise, this paper seeks to enrich the discourse on African Studies by taking a retrospection of the subject and investigated university students’ perceptions of the discipline among public and privately funded spheres. Adopting a qualitative approach, the paper interviewed students on the relevance of the discipline in a contemporary information technology driven world. The outcome of such interrogation was that African Studies is even more relevant in the era of globalization than it might have been in immediate post independent Africa.

Zimbabwe Open University, Counselling, Mashonaland West Regional Campus Abstract The purpose of this study was to investigate the challenges facing Open and Distance Learning students at the Zimbabwe Open University (ZOU). The study was conducted at ZOU Masvingo Regional Campus. The study employed both qualitative and quantitative approaches. The main data collection techniques were questionnaires and structured interviews, supplemented by documentary review. Tables, frequencies and percentages were the key descriptive statistics used to analyze and present the findings. The results showed that ODL learners were challenged with a range of obstacles in their course of studies. The most reported challenges were lack of sufficient time for study, difficulties in access and use of ICT, ineffective feedback and lack of study materials. It was recommended that ZOU should strive to achieve effective and balanced teaching and learning system that satisfies the desire of the learners to the extent that they would wish to come back to the institution for further studies and feel proud to recommend the institution to others who are seeking for knowledge. These support services were perceived by critics as part of the larger agenda of postcolonial globalization guaranteed to produce future African citizens with affinity and allegiance to the United States and other ‘development partner’ nations. Over the years, however, it became increasingly clear that the postcolonial discourse in African higher education requires a renegotiation of the principles and mechanisms of academic linkages which should be based on declared needs of the recipient institutions. This paper traces the mechanism of institutional co-operation between three American charitable organizations and Nigerian government in the area of higher education. It concludes by presenting the new strategies that were evolved as a basis for continuing institutional support to African higher education based on internal, rather than external needs of development partners. Speaker of Parliament and Members, interviews were conducted (with deceased parents), relevant documents like Antenatal Care Cards and discharge forms and direct observation of the environmental risk factors. Findings The babies were delivered in different health facilities namely, Namutumba HC lll, Mityana Hospital, and Nsambya Hospital. The team verified 6 out of 8 deaths. The deaths occurred between 0 & 2 days from the time of delivery. The neonates presented with the following signs and symptoms: high fever, yellowing of the skin and difficulty in breathing before death. Our preliminary investigations established the main causes of these neonatal deaths as neonatal infection and fetal distress due to delayed labor.
