The BSA has refreshed and retooled a pair of online resources for Scouts BSA volunteers. The first is the Program Resources page. Think of it as your quick-start guide to Scouts BSA. Here, you will find a collection of links for starting a Scouts BSA troop, helping Scouts earn merit badges, guiding youth leaders toward more effective troop meetings, and more. First Annual Bob Lamb Memorial Golf Outing

The Blackhawk Area Council will be hosting the First Annual Bob Lamb Memorial Golf Outing on Monday, June 17, at Timber Pointe (5750 Woodstock Rd., Poplar Grove). Bob Lamb is a former Scoutmaster and Scouting volunteer from Rockford Troop 425. Bob was an avid golfer and camper and all proceeds from the event will support the Blackhawk Area Council’s camping scholarship programs. For the last three years, the Blackhawk Area Council has offered Units and Scouts the opportunity to sell “Camp Cards” in the Rockford and McHenry County areas. After your feedback throughout these sales, we are excited to announce an upgrade to the camp card sale that will allow for a greater commission to the Scout or Unit and Council, and a more feasible timeframe for the sale to help better serve our Units and Scouts.

The Council has begun a partnership with MegaSavings to provide a discount BOOK that has discounts valued over $1,000 at MANY main stores such as Jewel, Dick’s Sporting Goods, McDonalds, and MUCH MORE. There will be two book versions available as of December that Units and Scouts will be able to sell on a consignment basis. Meaning, if you don’t sell them, you can give them back at no cost to your Unit or Scout.

Additionally, the larger book will be sold for $30 with $15 going back to the Scout and the smaller book for $20 with $10 going back to the Scout. The remaining revenue will go to paying for the cost of the books and supporting Council and District programs.

Lastly, the Council is offering this sale starting December 1st on a first come, first serve basis. All groups will have the opportunity to sell at any time between December 2018 and July 2019. The only stipulation will be payment to the Council within 90 days of your consignment contract.

EXAMPLE 1: If you pick up books on December 1st, you must return payment and any extra books by March 1st. At that time, you may continue to sell and/or get more books from the Council.

Page 21 Advancement News July 2019 Eagle Scout Proposal Approval – What Is Expected?

After a Life Scout chooses an idea for an Eagle Scout service project the next important step is to prepare a project proposal, and have it approved. Approvals are required from the unit leader, a unit committee representative, the project beneficiary, and a council or district representative. The criteria that individuals approving project proposals must consider for determining if the project is acceptable are specified in topic 9.0.2.7 of the Guide to Advancement. Keep in mind that the proposal is an overview, but also the beginning of planning. It shows the approvers that the following five tests can be met.

1. The project provides sufficient opportunity to meet the requirement. To meet this test there must be opportunity for planning and developing the project, for giving leadership to others, and determining the project will be “helpful” to the beneficiary. Planning and development require forethought from the candidate to organize a successful project effort rather than just following directions prepared by someone else. The leadership component is met by organizing and directing others who help carry out the project. Finally, by having a project that is “helpful,” we show that we intend for the project to have a positive impact for the beneficiary, although that does not mean that the project must have lasting value.

2. The project appears to be feasible. Is it a project the Scout is capable of planning and developing and also managing to a successful conclusion? Is it reasonable to believe that the Scout will be able to obtain the necessary resources (material, supplies, and people) to properly carry out the project? Note that the second test says, “appears to be feasible.”

3. Safety issues will be addressed. The Scout is aware of potential safety issues and hazards and will address them in the project plan. The safety issues do not need to be addressed or solved in the proposal. Assurance needs to be given that the Scout is aware of the issues and that those issues will be addressed in the project plan. Since an Eagle Scout project is a unit activity, unit adult leadership has the same responsibility to assure safety while conducting a project as with any other unit activity.

4. Action steps for further detailed planning are included. Does the proposal include some action steps for preparing the project plan? Those steps don’t need to be very detailed, but they should provide a simple “road map” that the Scout can follow when developing the project plan. These action steps are critical to the final test.

5. The Scout is on the right track with a reasonable chance for a positive experience. Does the Scout’s proposal demonstrate a good understanding of what is to be accomplished? Is it reasonable to believe that the proposed project has a good chance of providing the Scout a successful outcome that will contribute to personal growth and development? It doesn’t have to guarantee success.

The detail required for a proposal depends on the project’s complexity. Details provided must be enough to provide a level of confidence for a council or district reviewer that the above five tests can be met, but not so much detail that—based on the possibility that a proposal can be rejected—it does not respect the time it takes to prepare the proposal. With more than 75 Kiwanians and guests in attendance, several members received special recognition. Kiwanian Lee I. Binkley was recognized as “Kiwanian of the Year,” and was presented the James R. Gordee Award. Prior to his death Gordee had been a Kiwanian and had been recognized by BSA with the Silver Beaver Award for his long and dedicated service as a Monroe Scoutmaster.

Binkley’s announcement noted his participation and leadership at the Kiwanis Work Weekends and Woodcutters Ball during their entire 44 years of service to Canyon Camp. This summer will be Lee’s 52nd consecutive year serving on the Canyon Camp Staff. Presenter Jo Ellen Mosher is a daughter of James Gordee and Jo Ellen noted that her mother had served with Lee as part of the Monroe School District. the Cubmobile Classic RULES AND GUIDELINES These rules are for the safety and benefit of your scout! They will be adhered to at each event. We will make every effort to help in any way we can to make your day enjoyable!

Participants must be Lions or Older. Participants will race in the class based on the Cub Scouts age.

SAFETY 1) All participants MUST wear a certified helmet with a chin strap that fastens securely. 2) All participants MUST wear long pants and closed toe shoes. (Gloves, knee pads, etc. are recommended but not required). 3) Steering axle MUST have stops that are spaced ½ inch from main frame to limit turning. This will be checked at Tech inspection and the opportunity to correct will be made available. 4) Cars MUST be equipped with an adequate safety belt securely fastened to the main frame of the car. (ropes, bungee cords, etc. will not be allowed). 5) Cars MUST be equipped with a handbrake that has a rubbing surface faced with a rubber material (strip of old tire) to stop the car when it is dragged on the ground.

SPECIFICATIONS (use provided design image for guidance!!) 1) NO EXTRA WEIGHT is allowed to be added to the car. When designing, think as if designing a pinewood derby car. 2) Cubmobile frames are to be made from 2 x 4, 2 x 6, or similar lumber (wood). Other materials may be use for decoration as long as there are no sharp edges, points or otherwise endanger the driver and/or spectators. 3) The wheelbase is not to exceed 48 inches and the overall length of the car (including wheels) is not to exceed a maximum of 60 inches (5 ft). Width of the car not to exceed 42 inches, including wheels and axles. (no protruding sharp objects!) 4) Wheels should be no smaller than 10-inch and must not exceed 14-inch. We highly recommend wheels with bearings. Although smaller wheels can work for some race locations, locations with less slope are not friendly to small wheels. (Plastic mower wheels without bearings are much slower due to friction) 5) All wheels may only be equipped with SOLID rubber tires (No pneumatic/inflated tires)

RACE DAY OPERATIONS 1) All races will begin on the provided ramps. 2) If a Cubmobile stops for any reason before the finish line it is considered an incomplete race and the participant is given a DNF (did not finish). 3) A Cubmobile may not be pushed by any means during a race. 4) When a driver touches the ground for any reason their run is ended at that point and is not given a timed score. 5) Cubmobiles that are damaged in their first race may be repaired to enable it to race it’s second race. 6) There are no “do-overs” or re-runs. 7) In the event a false start occurs, the race will be re-run with both participants. 8) No more than four registered scouts may use the same Cubmobile 9) Ruling of the judges will be final on all matters concerning the event
