MESSAGE FROM THE EOC PRESIDENT Dear colleagues,

By all sporting measures, 2019 was a great success for the European Olympic Committees and Olympic Movement in Europe.

Our flagship property, the European Games, was expertly hosted by our friends in Minsk, cementing its status as our continent’s premier multi-sport event. Minsk 2019 also significantly raised the profile of the European Games, pointing the way to even greater things ahead. We are confident that Kraków and the Małopolska Region of Poland, which were elected host of the 2023 edition earlier this year, will pick up right where Minsk left off and deliver a cost-effective, sustainable event that will bring many long-lasting benefits to the region and the people who live there.

Over 4,500 of our best young athletes, meanwhile, showed that the future of sport in Europe is in very good hands following their memorable performances at two editions of the European Youth Olympic Festival in 2019: Sarajevo and East Sarajevo (winter) in February and Baku (summer) in July.

In addition to the many excellent athletic performances, the EYOF once again demonstrated that peace, harmony and hope for a better future begin where sport and youth converge. This was acknowledged earlier this month by Peace and Sport, a neutral independent organisation that uses the power of sport to promote peace, which presented the cities of Sarajevo and East Sarajevo and the National Olympic Committee (NOC) of Bosnia and Herzegovina with their Diplomatic Action of the Year award for hosting the 14th Winter EYOF. I congratulate both cities and the NOC for this distinguished honour.

Our friends in Montenegro should also be praised for having proudly organised the Games of the Small States of Europe in May, proving that smaller nations can have a big heart.

In particular, my most heartfelt thanks go to the athletes, coaches and staff members from all the European National Olympic Committees for their role in the success of all the EOC events.

It has been a tremendous year for our 50 ENOCs. Not only did you support the European (Olympic) Model of sport, the EOC measures on gender equality in sport, anti-doping and many others, you also took the impetus to initiate many worthwhile programmes and projects of your own.

From the excellent New Leaders Programme run by the NOC of Finland in collaboration with the NOCs of Lithuania, Ireland and Azerbaijan, to the multitude of Olympic Day and European Week of Sport activities, you have all been hard at work placing sport at the service of humanity around the continent.

I also would like to commend the EOC Team in Rome, which has worked and is working very hard in order to provide the NOCs with the best conditions for their athletes.

Congratulations to the EOC EU Office in Brussels on their 10th anniversary as the representative body of the EOC to the European Union this year. Their activities included hosting seminars on EU funding opportunities for sport and on special competence, encouraging people everywhere to #BeActive during the European Week of Sport, exploring ways to use sport as a tool for the integration and social inclusion of refugees, and many others.

Let me take this opportunity to commend everyone within the European Olympic Committees’ family for your devotion to sport throughout Europe. You truly are making our world a better place through sport. Looking ahead, while there is no EOC-organised sport event on the calendar for the coming year, it nevertheless promises to be another busy period, what with the 2020 Winter Youth Olympic Games in Lausanne in January and the Olympic Games Tokyo 2020 taking place in July and August.

I wish your teams and especially your athletes all the best in preparing for these two major events on the sports calendar. Your efforts will once again underscore Europe’s leading place in world sport, both on and off the field of play. On an institutional note, we also look forward to seeing you at the EOC Seminar from 15-16 May in Samorin, Slovakia and the 49th General Assembly in Istanbul, Turkey from 30-31 October. On behalf of the entire EOC team, I wish you a peaceful, prosperous and sportive New Year.

Janez Kocijančič EOC President EOC EOC Athletes’ Forum focuses on empowerment, communication and networking

Hosted by the Olympic Federation of Ireland (OFI), the 10th edition of the EOC Athletes’ Forum was held in Dublin, Ireland from 6-8 December. The Forum was officially opened by EOC Vice President Niels Nygaard, who welcomed more than 60 athletes from across Europe to the Irish capital. The athletes were mandated to strengthen their networks, have their voices heard within their NOCs, and to communicate more frequently and effectively with each other and within their respective networks. “Congratulations to the EOC Athletes’ Commission for the excellent job you have been doing since being elected in 2017,” said Nygaard. “At the halfway point of your mandate you have made some excellent progress in ensuring that the athletes’ voice is being heard and that they are at the heart of the decisions of the Olympic Movement in Europe.” Read more

President Kocijančič honoured with EUSA Order of Merit

EOC President Janez Kocijančič has been honoured with the European University Sport Association’s (EUSA) prestigious Order of Merit award. It was awarded to him by EUSA Secretary General Matjaz Pecovnik during a visit in Ljubljana, Slovenia on 5 December 2019. Within the framework of its 20th anniversary, EUSA rewarded individuals and institutions who in 2018 have significantly contributed to the development and promotion of university sport in Europe. EUSA paid tribute to the EOC President in recognition of his continued support of EUSA initiatives, which paved the way for greater cooperation with other sport governing bodies. Read more

Kocijančič at gender equality forum in Helsinki: ‘The future is in the new leaders’ EOC President Janez Kocijančič and International Olympic Committee (IOC) President Thomas Bach were among the top sports leaders and game changers attending the New Leaders Forum in Helsinki, Finland from 19-20 November 2019. Throughout 2019, 30 European young sports professionals took part in three workshops and designed action plans to put the 25 IOC Gender Equality Recommendations into practice. “The future is in these new leaders. I’ve been working in the international sports movement for 50 years and we often experience the same problems. That is why we need new people, fresh ideas, new solutions,” Kocijančič said. “We, elderly leaders, shouldn’t just preach, we should listen.” The gathering in Helsinki aimed to promote equality, good governance and responsibility in sport. It also represented the culmination of the New Leaders Programme, a joint project run by the Finnish Olympic Committee in cooperation with the IOC and EOC. “Our goal is to achieve a gender-balanced world, and we have to do everything in our capacity to reach it. The New Leaders Programme is one of the tools we have at our disposal,” Kocijančič continued. “Women working in sport or, in fact, all industries are known to have great management skills, which should be acknowledged. Women should have the same possibilities as men to occupy leadership positions. Our aim is to create a system in which women are enabled to be elected.” Read more Two EOC ExCo Members appointed to IOC CoCom for Milano Cortina 2026 The EOC is pleased to announce that two of its Executive Committee (ExCo) members, Lithuania’s Daina Gudzinevičiūtė and Spain’s Alejandro Blanco, have been named by the International Olympic Committee (IOC) as members of the Coordination Commission (CoCom) for the Olympic Winter Games Milano-Cortina 2026. In total, five of the 10 CoCom members are European, including Chair Sari Essayah of Finland, Jiří Kejval of the Czech Republic, and Jan Dijkema of the Netherlands. “As the continent that routinely wins two-thirds of all Olympic Winter Games medals, it is an honour for Europe and the EOC ExCo to be so strongly represented in the CoCom for Milano Cortina 2026,” said EOC Secretary General Raffaele Pagnozzi. “The EOC and all 50 ENOCs are very much looking forward to Milano Cortina 2026 as it will be the first Olympic Winter Games back on our continent in 10 years and the first in Italy since Torino 2006.” Read more

EOC Sports director Peter Brüll attends UEG congress in Sofia

EOC Sports Director Peter Brüll attended the European Union of Gymnastics (UEG) congress in Sofia, Bulgaria from 15- 16 November. He delivered a presentation focusing on the good collaboration between the EOC and the UEG, as well as the important role that gymnastics plays at EOC events. “I was happy to be able to present the EOC sports events – the European Games and the EYOF – to the UEG congress delegates,” said Brüll. “UEG is a strategic partner of the EOC, and gymnastics is among the core sports of the European Games and the EYOF. I am looking forward to our future cooperation.” Read more

Capralos represents EOC at European Olympic Academies’ annual congress EOC ExCo and IOC Member Spyros Capralos attended the 2nd conference of the European Olympic Academies (EOA) titled ‘Sharing the Future of Olympism’ in Nicosia, Cyprus from 14-15 November 2019. Capralos, who is also President of the Hellenic Olympic Committee, was the EOC spokesperson at the annual gathering, which saw the attendance of 21 national Olympic Academies. “Being the guardians of our Olympic ideals, you are the interpreters of the vision of our founder, Pierre De Coubertin,” Capralos said. “You are an essential cornerstone of the edifice that is the Olympic Movement of Europe and thus, I invite you to continue to spread our Olympic values and ideals, so as to provide our youth with a better tomorrow.” The EOA was established in 2018 with the purpose of uniting the Olympic Academies of Europe to further develop cooperation among them and to help promote the Olympic values in the continent. EOA President Dr Manfred Laemmer presented as a gift a piece of the Berlin Wall to the host and President of the Cyprus Olympic Committee, Dinos Michaelides. Dr Laemmer stressed that coming from Germany and visiting Cyprus and Nicosia as a divided country and capital filled him with sorrow. He said his wish for the Cypriots was that the wall be demolished – as the Berlin wall was 30 years ago.

PIOTR NUROWSKI PRIZE – Russian figure-skating phenom Trusova continues to shine

Alexandra Trusova, the 15-year-old Russian figure skater and winner of the 4th Piotr Nurowski Prize for Best European Young Winter Athlete, continues to impress at competitions around the world. On 16 November, Trusova won the women’s competition at the 2019 in , the fifth Grand Prix event. The young star upstaged 2016 and 2017 World Champion , finishing with a combined score of 234.47. That was enough to see her qualify for the ISU Grand Prix final in Torino in December, where she finished third in an all-Russian podium finish behind winner Alena Kostornaia and second-place . At the GP Trusova became the first female skater to land a quadruple flip in competition. “The quad flip was one of the main goals for this event and I’m glad that I did it and I’m also happy with bronze. But I’m upset that I missed the triple Axel in the short program, popped the Salchow and missed the toe. It made me upset because I skated this program clean with all five quads on practices and here in the warm-up I also did everything well. I think I was a little bit nervous and got tired by the end of the program,” she said. Read more

4 EOC NEWSLETTER November - December 2019 EUROPEAN YOUTH OLYMPIC FESTIVAL Sarajevo & East Sarajevo 2019 – Cities, NOC of Bosnia win Peace and Sport award The EOC is honoured to announce that the Olympic Committee of Bosnia and Herzegovina (BiH) and the cities of Sarajevo and East Sarajevo have won the coveted ‘Diplomatic Action of the Year’ award for their joint efforts in staging the successful 14th Winter EYOF this February. HSH Prince Albert II of Monaco presented the award to BiH NOC President Izet Rado, Vice President Sinisa Kisic, Secretary General Said Fazlagić and the mayors of the two cities at the 10th Peace and Sport Awards Ceremony on 12 December in Monaco. “We are proud that the Olympic spirit has returned to our country. We are honoured that the slogan ‘two cities, one dream’ has become a reality,” NOC President Rado said after receiving the award. “We send our appreciation to EOC President Janez Kocijančič and the whole European Olympic family for believing in us and for supporting the organisation of the EYOF Sarajevo and East Sarajevo 2019,” he concluded. Read more Vuokatti 2021 to forgo plastic in sustainability push In an effort to drastically reduce the amount of plastic used at the event, each athlete at the 2021 Winter EYOF in Vuokatti, Finland will be presented with a designable drinking bottle and given access to what organisers describe as “the cleanest tap water in the world.” The move is the latest initiative introduced by local organisers to ensure that the 15th edition of the Winter EYOF is as environmentally friendly as possible. “We Finns want to set an example with our actions and show that it is possible to organise a multisport event that respects environmental values,” said EYOF 2021 Secretary General Marita Kaipainen. “[All it requires] is just a bit more time and effort in planning and a lot of imagination. EUROPEAN GAMES The 2nd European Games Minsk 2019 honoured at World Beach Soccer awards The European Games Minsk 2019 were named the Best Event of 2019 by Beach Soccer Worldwide at a glittering awards ceremony that took place in Dubai on 9 November. The recognition is a great reward for those who contributed to the success of the Beach Soccer competition in Minsk, which proved to be one of the most popular events at the Games. Bumper crowds turned out each day to watch the competition, which saw Portugal crowned champion after beating Spain in the final. Read more ENOCs ALBANIA – Athletes’ Commission seminar organised in Tirana On 13 December 2019, the Albanian National Olympic Committee organised a seminar titled ‘The role and importance of the Athletes’ Commission’ for athletes and students of the Sports University of Tirana. After the successful 10th European Athletes’ Forum in Dublin, where the Albanian NOC was represented by two athletes, Gerti Shima and Relaksa Dauti, the aim of the seminar was to update the Athletes’ Commission and make it functional. The athletes and students shared various ideas on how to help athletes become part of the leadership. The next steps will focus on the Dublin Forum’s key takeaways for strategic planning through increased collaboration between athletes and the NOC. AZERBAIJAN – Digital Communications and Media Seminar successfully held at Olympic Channel

The 2nd Digital Communications and Media seminar was jointly organised by the NOC of the Azerbaijani Republic and the Olympic Channel in Madrid, Spain from 3-5 December 2019. The three-day meeting was attended by delegates from 10 European NOCs: Albania, Azerbaijan, Belarus, Croatia, the Czech Republic, Serbia, Slovakia, Slovenia, Poland and Turkey. Experts from the Olympic Channel shared their knowledge in the sphere of digital communication and social media. They also presented the activities planned for the Winter Youth Olympic Games Lausanne 2020 and the Olympic and Paralympic Games Tokyo 2020 next summer. BELARUS – Strategy for Success seminar successfully held in Minsk The joint work of the NOC of the Republic of Belarus and its national federations was discussed during a Strategy for Success seminar held at the NOC headquarters in Minsk on 13 December. Discussions ranged from financial management to legal issues associated with drawing up contracts with young athletes and their parents. Attendees were encouraged to contact the Belarusian State University of Physical Culture for support and professional training in these fields. Media relations and communications were also main topics of discussion. Representatives from the Minsk European Games Organising Committee (MEGOC) and the Belarus Tennis Association shared their experience in attracting fans through social media. The managing director of sports channel Belarus 5 spoke about building a relationship with the audience through TV and how to ensure proper sports media coverage. MEGOC Deputy CEO Anatoly Kotov spoke about the legacy of the 2nd European Games in the country.

6 November - December 2019 EOC NEWSLETTER BOSNIA & HERZEGOVINA – NOC celebrates year’s best athletes The Olympic Committee of BiH paid tribute to its national champions at the 2019 Best Athlete award ceremony on 5 December 2019. “Athletes are our best ambassadors,” said BiH President Izet Rađo in his opening speech. Amel Tuka, an 800-metre runner, was named Best Male Athlete after clinching a silver medal at the 2019 World Athletics Championships in Doha – the best result ever achieved by BiH in athletics. Basketball player Razija Mujanović was awarded a special IOC award for Olympism in Action. Mujanović is a three-time winner of the Best Female European Player (1991, 1994 and 1995) and a silver Olympic medallist (Seoul, 1988). Judoka Larisa Cerić was crowned the Best Female Athlete of the Year following her silver medal win at the 2nd European Games Minsk 2019.

CROATIA – Japan day held in Zagreb ahead of Olympic Games Tokyo 2020

A Japan Day was held at the Mimara Museum in Zagreb on 7 November, ahead of the Olympic and Paralympic Games in Tokyo next year. Croatian Olympic Committee President and EOC ExCo Member Zlatko Mateša attended the event, which was organised by the Embassy of Japan. It represented a chance for the general public to get acquainted with the Olympic Games and try traditional Japanese costumes and customs, including the arts of ikebana and origami. Aspiring Olympic champions Ana Lenard (karate), Tin Srbić (gymnastics) and Kristina Tomić (taekwondo) spoke about Tokyo 2020, along with their Paralympic counterparts Helena Dretar (table tennis), Pavao Jozić (table tennis) and Damir Juren (bocce). The Croatia House in Tokyo, supported by the Croatian Embassy, was presented by NOC Assistant Secretary General for Marketing Ranko Ćetković. Read more

FINLAND – Over 200 sport leaders gather in Helsinki to lead gender equality change

With the slogan “Lead the change and be the change,” the New Leaders Forum gathered over 200 European sport leaders in Helsinki (Finland) from 18-20 November. A legacy project by Birgitta Kervinen, the winner of the World Trophy at the 2017 IOC Women and Sport Awards, the Forum was organised by the NOC of Finland in collaboration with the IOC and EOC. Two years after the first Forum held in Lithuania, which served as a call to action to improve gender equality in sports leadership in Europe, and a year after the publication of the IOC Gender Equality Review Project, participants shared their best practices and discussed the progress made in their respective organisations. HUNGARY – NOC holds its third ACP workshop in Budapest On 27 November, the Hungarian Olympic Committee (HOC) organised its third Athlete Career Programme (ACP) event in Budapest – an initiative brought to life by Athlete 365 within the framework of the Career+ programme. The ACP interactive workshop was delivered in collaboration with the world’s largest human resources provider, Adecco Group. It focused on the career advantages the athletes would have by balancing sports and education throughout different life stages (e.g. school age, preparing for an Olympic Games and after retirement). “The most important thing in life is to have a goal that makes you wake up in the morning,” said the youngest participant, runner Bence Apáti, a silver medallist in the 1,500 metres at the EYOF Gyor 2017. “The journey only matters as long as you are on it, [it doesn’t matter] how you get there: 3+3 and 2+4 both equal 6. If you love yourself, what you do, and give back to others, you are on the right track,” continued the 2018 European Athletics U18 champion. Read more

LITHUANIA – Legal help offered to athletes to stem sexual harassment and discrimination

Under a new initiative by the NOC of Lithuania and local law firm IUSTUM, Lithuanian athletes can now receive legal help to defend themselves against sexual harassment, abuse and discrimination. All legal services will be free of charge and implemented under total confidentiality. “We decided to put forward this initiative because of recent incidents in the sport world,” said NOC President Daina Gudzinevičiūtė. “We encourage athletes not to be afraid of seeking help to defend their rights and ensure them that the lawyers will keep all the information confidential in any case.” Read more

SAN MARINO – 60th Anniversary celebrations culminate with spectacular gala The National Olympic Committee of San Marino (CONS) marked its 60th anniversary on 14 December 2019. Celebrations, which started in April, culminated in a gala at Palazzo Kursaal on Mount Titan, upon which the tiny republic is perched. Along with the greatest national champions, the event featured many personalities from the Olympic Movement, including IOC and EOC ExCo Member Spyros Capralos, who represented the EOC on the occasion. “Despite being the NOC of such a small country, over the 60 years of its existence the CONS has given unswerving support to the Olympic Movement in Europe,” Capralos said in his address. “This is thanks to a succession of Presidents and Secretary Generals committed to promoting the principles and values of the Olympic Movement. This also includes the incumbents, our good friends Gian Primo Giardi and Eros Bologna, whom I have known for a long time and whose work I highly praise.”

SPAIN – Blanco stresses importance of sport at UN Climate Change Conference

Spanish Olympic Committee President Alejandro Blanco took part in a roundtable discussion on sport, sustainable development and youth during the United Nations Climate Change Conference COP25 held in Madrid, Spain on 4 December 2019. Discussions were joined by Director of UNITAR’s (United Nations Institute for Training and Research) Division for People and Social Inclusion Alex Mejía, and Spanish government’s High Commissioner for Agenda 2030 Cristina Gallach. “Sport is increasingly gaining relevance in Spain,” said Blanco, who was accompanied by former Olympians Elizabeth Pinedo and José Luis Abajo. “26 million Spaniards practice sport on a regular basis. They are our great ambassadors as well as the main means of inclusion in our country.” Under the slogan “Sport Acts” (El deporte actúa), a sustainable development day created by the Supreme Sports Council took place at Madrid’s Museum of Archaeology on 5 December. Also taking part was the NOC’s Commission for Sustainable Development, Cooperation and Integration. Read more

TURKEY – Applications for 32nd Cross-Continental Swimming Race to open in January Applications for the 32nd Samsung Bosphorus Cross-Continental Swimming Race will open on 4 January 2020, the Turkish Olympic Committee (TOC) announced on 22 November. The event, which has been organised annually by the TOC since 1989, will take place on Sunday, 12 July, and is expected to attract more than 2,400 swimmers from all over the world. Considered to be one of the world’s best open water swimming races, it is the only competitive swimming contest that traverses Asia and Europe: The athletes swim a 6.5km route from Kanlıca on the Asian side of Istanbul to Kuruçeşme Cemil Topuzlu Park on the European side. UKRAINE – Good Governance Seminar jointly organised with IOC in Kiev A seminar on good governance was organised by the NOC of Ukraine in cooperation with the IOC in Kiev on 19 November. The event, which was attended by roughly 100 representatives from national federations and regional NOC offices, aimed to improve the efficiency of sports organisations and increase the knowledge and experience of sports personnel. “The IOC pays great attention to the implementation of good governance among its entities around the world,” said NOC President Sergey Bubka. “In particular, the basic principles of good governance are mentioned within the IOC’s Olympic Agenda 2020. We need to move forward, improve and change for the better, aiming to meet the demands of the current times.” Bubka also stressed that the ethics and enhancement of the athletes’ entourage in terms of roles and responsibilities are some of the key areas of good governance. The NOC recently established a dedicated commission responsible for the athletes’ entourage. It is primarily focused on educational programmes. Read more OLYMPIC SPORTS EVENTS YOUTH OLYMPIC GAMES – St. Moritz welcomes Olympic flame for Lausanne 2020 The Torch of the YOG Lausanne 2020 arrived in St. Moritz, Switzerland during the International Ski Federation (FIS) Women’s World Cup, which took place from 14-15 December. The Olympic flame was carried by a Lausanne 2020 delegation headed by freestyle ski champion and Lausanne 2020 CEO Virginie Faivre. The flame returned to the Grisons resort for the first time since the Olympic Winter Games in 1948. The FIS weekend in St. Moritz was an opportunity for the Lausanne 2020 Organising Committee to present the Olympic flame to the international media. Accompanied by Swiss skier and Olympic champion Sandro Viletta, the flame was showcased at Park Rostasch. Read more

SUMMER OLYMPIC GAMES – 47 ENOCs already set for Tokyo 2020 Athletes from 47 ENOCs have already qualified for the Olympic Games Tokyo 2020, which are set to take place from 24 July to 9 August 2020. At least one athlete from each of the NOCs has booked a ticket for the Games, pushing Europe’s presence at next year’s event to over 2,500 sportsmen and sportswomen. Many are medallists from the 2nd European Games Minsk 2019 who received direct qualifications in archery, karate, shooting and table tennis. Others collected points during athletics, badminton, cycling and judo. The Tokyo 2020 pre-registration meeting for the ENOCs is set to be organised in Samorin, Slovakia in May on the sidelines of the 41st EOC Seminar.

The newly formed Milano Cortina 2026 Organising Committee held a two-day delivery partners kick-off meeting in Milan on 10-11 December. The joint meeting between Milano Cortina and the IOC featured athletes, members of the local sports movement, representatives of the authorities and IOC experts. It was an opportunity for all the partners to become familiar with the Milano Cortina 2026 project and the latest IOC innovations in Games management. Read more EUROPEAN UNION European Commission publishes New Erasmus+ Sport Call and 2020 Programme Guide The European Commission announced its latest call for proposals for the Erasmus+ funding programme on 5 November. Erasmus+ is the European Commission’s programme for education, training, youth and sport. The budget foreseen for the 2020 call for proposals to finance sports projects and events is €57.6 million. Alongside the call for proposals, the European Commission also released the 2020 Programme Guide, which provides a better understanding of Erasmus+. The three winners are: • Ginástica com Todos Associação de Ginástica do Algarve (Portugal) • Rocking Inclusion! “Ich will da rauf!” e.V. (Germany) • Job Goals - Education through Football, Kicken ohne Grenzen Each winner received a cash prize of €10,000 for their excellent work in making sport more inclusive. Established in Vienna in 1999, the European University Sports Association (EUSA) celebrated its 20th anniversary as the umbrella organisation for university sport in Europe during an award ceremony in Ljubljana, Slovenia on 29 November. It honoured individuals and institutions that made a significant contribution to the success of the organisation. Read more
