PRE-FEASIBILITY FOR Rev. No. - 01 CHANDULA SIMALGODA STONE QUARRY PROJECT Job No. – CC/FL/PF/013 1.0 The proposal under consideration is Chandula – Simalgoda Stone Quarry Project. This is an existing Project. The project worked till 2006 since then it was closed in 2006 : Forest land degraded was not regularized. The validity of approved mining scheme expired. Now stage I clearance for degraded forest land has been obtained Mining Scheme has been submitted to IBM for approval & is likely to be approved shortly. 2.0 The leaseholder is M/s Jharkhand State Mineral Development Corporation Ltd., a Govt. of Jharkhand undertaking. 3.0 The Project is located in village Chandula & Simalgoda District - Sahibganj in State of Jharkhand. Its geographical Co-ordinates are given below – Latitude - 24˚53’40” - 24˚54’34” Longitude - 87˚45’ 04” - 87˚45’ 54” 4.0 The mine produces stone boulders, metals & chips. 5.0 Mining Plan for the project has been prepared with capacity of Mine to Produce 9,20,000 MTA. Estimated recoverable reserve of stone is 13.00 Mcum. 6.0 Lease Area is 69.93 Ha. Out of this past mining and allied activities are confined to 10.535 Ha. The lease area is divided into two sectors Simalgoda & Chandula Sector. 7.0 The new mining Scheme envisages mining & allied activities confined to area degraded in the past. Land requirement for plan period is 17.107 Ha. including 15.852 Ha. of forest land and 1.255 Ha. of non-forest land required for plan period is available. 8.0 Mine has all infrastructures in Place. It is proposed to provide a Material Handling Plant with crushing & screening facilities to cope with higher capacity of Mine. 9.0 The area under project activities are forest land for which stage I clearance has been obtained. No additional land is required. As such no R & R issues are involved. 10.0 Estimated water demand is 35 KLD. This will be met through tube wells and existing open dug wells & water collected in quarries. 11.0 Nearest railway station is Barharwa R.S which is about 6 km away Barharwa – Sahibganj Road runs on eastern side. PRE-FEASIBILITY FOR Rev. No. - 01 CHANDULA SIMALGODA STONE QUARRY PROJECT Job No. – CC/FL/PF/013 2.1 Identification of Project The mine was opened by Farraka Barrage Project. On Completion of Farraka Barrage Project, the mine was transferred to M/s Bihar State Mineral Development Corporation Limited. a State Govt. undertaking in 1976. On formation of Jharkhand State, the lease was transferred to M/s Jharkhand State Mineral Development Corporation Limited. a Stage Govt. Enterprises. M/s JSMDC Ltd. worked in Forest Land. In absence of regularization of degraded forest, the mine was closed in 2006. The project relates to mining of stone including boulders, (+ 8”), Lump Spawls (4” – 8”) Metals (1” – 2”) & chips (1” –5/8”) (5/8” –1/2”) (1/2” –1/4”) & dust <1/4”, by open cast method of mining. This is an old mine which has been worked in past by the proponent. The mine was closed in 2006. 2.2 Project Proponent M/s Jharkhand State Mineral Development Corporation Ltd, a Govt. of Jharkhand undertaking is the project proponent. It is a company registered under company’s Act. Its Regd. office is located at Khanij Nigam Bhavan, Doranda, Ranchi - 834002. The corporation is run by Board of Directors which is headed by Chairman. Managing Director is the CEO of the company. It is responsible for mining of minerals and their marketing in the state of Jharkhand. 2.3 Nature of Project The project worked till 2006. In 2006 project activities were stopped on account of expiry of Lease. The project is essentially an opencast mining project. Stone was mined by opencast method of mining. Overburden was removed. Prior to mining of stone. After removal of overburden, stone was mined. For mining of stone, blasting is done. For this purpose, Blast holes ate drilled using Jack hammer Drills. Blasted mass is crushed to required size in jaw Crusher. Products are classified into following sizes. Boulders - + 8” Lumps (Spawls) - +4” - (-) 8” Metals - (-)2” – (+)1” - +1” – (-)3/4” Chips - (-)3/4” - +1/2” - - ½ - +1/4” Dust - <1/4” Products are dispatched by road/rail. In the new Mining Plan, mining method which was practiced in past will be continued. Presently there is no crushing & sizing Plant of its own. Materials are handled manually. There is proposal to construct a Material Handling Plant for the mine. Including crushing & sizing of materials after mine is restarted. 2.4 Need & Importance of Project The mine is located in an economically under developed area of the state. Presently only source of employment in the area is agriculture. Due to poor quality of Soil and lack of irrigation facilities, there is mono-cropping in the area which is limited to M/s Crystal Consultants, Ranchi II-2 NABET Accredited Environment Consultants. In this situation there is urgent need for setting up industry that will create additional source for employment and income generation in the area. The area has large resource of good quality of construction stone. The mine under consideration is one of those locations where stone reserve is available. This mine was established to mine the stone. This created source for employment in Primary, Secondary & Tertiary Sectors. Employees in the project are mostly local. Importance to Region The mine exploits the locally available natural resource. The mine has created source for livelihood for local people by creating employment opportunities in primary, secondary & tertiary sector. Due to this mine, physical infrastructure in terms of roads, power network in the area will also improved. The increase in earning capacity of the local population will brought economic prosperity in the area. The project contributes to State revenue in terms of Cess, Royalty & Sales Tax. Importance to Country The country is on a path to industrial & economic development. Infrastructure development in term of construction of roads, bridges, power projects, industrial structures ate key to accelerated growth. And construction of these infrastructure needs construction materials including stone boulder metals, chips etc. This mine produces very good quality of stone products required by construction industry in the area. 2.5 Demand & Supply There is wide gap between demand and supply of boulders, ballast and building aggregates in Pakur area where Chandula- Simalgoda Project is situated. The major consumers of boulders are Railway, Irrigation Depts. of the Govt. of Bihar and West Bengal and Road Construction Deptt. Govt. of Jharkhand & road and building construction sector operating in this region. The requirements of stone chips of various Govt. agencies and private construction companies are to be met from quarries operating in this area. Against the above back ground of demand the supply position from various consumer in the area is not satisfactory because of actual production being much less compared to the demand resulting in to delay of most of the construction projects. Also, the small owners lack financial capacity and technical expertise and are unable to expand their activities to augment production to meet such huge demands. Moreover, supplies are, occasionally found to be erratic and necessitate requisite provision for stacking and reclaiming to be a deterrent to private owners in making investment for production.
