The scheme cost estimate was originally reported to be £27278, but the scheme cost has risen to £34,000, due partly to the addition of the costs associated with providing a traffic regulation order (circa £2000). The TRO will help ensure that the lay by is reserved for its intended use rather than long term parking.

Horsham District Council is still trying to secure a variation to the agreement to allow the contribution from AS/5/98 to be used towards this project.

The CLC should note that the Co-op Store has agreed to pay £5000 towards the scheme upon completion of the works.

The CLC will be advised of any unspent contributions which will be made available for allocation to new schemes at a later date.

1.8 Passenger information near Parsonage Farm

The Parish Council has provided footpath improvements using the contributions marked with a * totalling £4273.

It is recommended that the scheme budget be reduced by £2000, as the Blackstone Grange Farm development is a non-residential development outside of Henfield Village, and therefore the need for the proposed improvement cannot be linked to the traffic impact of the paying development, which is in a separate Parish to the proposed improvement. These funds are included in table 2 for reallocation.

The total funding remaining for the scheme is £9000

It is recommended that these schemes are added to the Blue Book whilst officers look into the feasibility of these suggestions and liaise with Local Members and Parish Council to establish which schemes to proceed with.

4.4 Cowfold: Transport Infrastructure Contribution

A footway from Steyning to the Chanctondown development is under investigation but is dependant upon the support of the Parish Council and upon the resolution of land ownership issues.

It is recommended that the CLC support the use of these funds for this purpose subject to the agreement of the Parish Council to allocate the £12,000 that they control.

The Parish Council has requested that the County Council undertake works to improve safety for horse riders turning right from the B2116 into Blackstone Lane. – It is recommended that the proposal be added to the blue book and that the feasibility of undertaking these works be investigated.

The Parish Council has suggested the following schemes:

• Further funds should be made available for the Jolesfield Primary School Safer Routes to School Project, to enable the scope of the project to be expanded to include improvements in the vicinity of the school including parking and a safer crossing point on the High Street.

• On Bines Road, where the bungalows end and before the Downs Link pathway resumes on the track up to Homelands Farm, continue the pavement along that stretch of the B2135 so that pedestrians don’t have to walk in the road. Suggest that it could also be made a cycle path.

• At Bines Bridge, on the slope leading down to the Downs Links (west side of road), install a better (permanent) surface. The current surface is very rough and slippery.

It is recommended that the above schemes be added to the blue book, and further liaison takes place with the Local Member and Parish Council to help establish which schemes to take forward once funds are received.
