The ICAC's Operation Spicer report also says a host of former Liberal MPs including former police minister Mike Gallacher, Mr Hartcher, Tim Owen, Andrew Cornwell, Garry Edwards, Chris Spence as well as former Newcastle Lord Mayor Jeff McCloy "acted with the intention of evading laws" under the Election Funding, Expenditure and Disclosures Act. Operation Spicer's big three findings The Independent Commission Against Corruption has recommended criminal charges following its investigation into political fundraising. Sean Nicholls reports. As well, ICAC has found that Hunter Valley property developer Hilton Grugeon, Mr Hartcher and his former staff member Tim Koelma are among those who "acted with the intention of evading the election funding laws relating to caps on political donations". Former Liberal MPs Craig Baumann and Darren Webber as well as Liberal identity Nick Di Girolamo have been found to have evaded election funding laws relating to disclosure, while another former Liberal MP, Bart Bassett, has been found to have "knowingly solicited a political donation from a property developer".

Ms MELANIE GIBBONS: The Deputy Leader of the Liberal Party, Jillian Skinner, has long been a role model, and Gladys Berejiklian, whose guidance and friendship I appreciate, are at the helm of this Government. As part of the O'Farrell Government, they are not only part of the change: they are leaders of it. In no small part the women of this party have set the agenda for a new, fresh and positive Government. I am here in part because of what they have done, and they have my deepest and sincerest thanks. Women's voices may now be heard as a matter of course, but that movement came about because there were many who were able to stand united and raise their voices when they were expected to stay quiet. While that is one positive change in society, I am particularly concerned about another area that needs reform. How Government and society deal with people with disabilities needs to change. There must be a focus on how we manage and deliver our help and support for people with disabilities and for their carers. I will judge my time as a parliamentary representative, and the performance of this Government, by how successful we are in supporting those living with disabilities. The benchmark must be by how much we have improved their lives and delivered greater independence. Through my career while working as the development manager at Technical Aid to the Disabled, through my family and time spent as chair of the council's aged and access committees, my eyes have been opened to the unfairness and difficulties that the elderly and many people with disabilities face on a daily basis.

PRIVATE MEMBERS' STATEMENTS __________ GRANVILLE ELECTORATE LAW AND ORDER Mr TONY ISSA (Granville) [12.10 p.m.]: As the member for Granville it is my duty to inform the House about the recent spate of drive-by shootings and their effect on the local community. My electorate has been in the spotlight recently and has become the focus of adverse media attention as being the home of gun-related crime in this State. I put on record that that is not the case. The electorate of Granville has a high proportion of Middle Eastern people. They are good people. They are family oriented and they are law-abiding citizens. They are not, and should not be automatically, associated with drive-by shootings or bikie gang wars. In response to the concern in the community over the growth in the incidence of drive-by shootings I invited the Minister for Police and Emergency Services, Mike Gallacher, to visit the electorate and talk to the people. We walked through the Merrylands shopping precinct together and he made the observation that drive-by shootings are not about race but about crime. He also assured local business owners that the Government is doing something about it. Let me take this opportunity to point out that in my electorate of Granville 22.2 per cent of people were born overseas, and 24.5 per cent speak Arabic at home.

Duncan Gay Monday, 10 December 2018 Legislative Council Page 1 Dr CLUNE: How did you became a member of the Legislative Council? Mr GAY: Accidentally. It was never my plan to become a member of Parliament although I ended up being one for nearly 30 years. I had been doing a little bit of work in agricultural politics. We were a bunch of cranky farmers trying to fix some problems. A friend of mine who lived near me in the country, and was a couple of years behind me at school, decided to stand for Parliament. His name was Robert Webster and he asked me to be his campaign director. When I got involved with State politics I saw that there was a chance to actually do more than through agricultural politics alone. After that I became a member of National Party Central Council and then the Central Executive. I was elected to the Legislative Council and then became Chairman of the Party. Mostly it goes the other way. Sir Adrian Solomons was a former chairman of the National Party and then went on to become a member of the Legislative Council. Doug Moppett was a former chairman who became a member of the Legislative Council. Mr BLUNT: Why the Legislative Council? Mr GAY: My local members were both friends. Robert Webster was my State MP. After that I stood for preselection for the Federal seat of Gilmore against John Sharp.

Marie Ficarra is about to make her first speech in this House, and I ask that all the customary courtesies be extended to her. The Hon. MARIE FICARRA [5.54 p.m.] (Inaugural Speech): I speak in this debate for the first time as a member of this place, and in doing so I recognise the honour of becoming the first woman from the Coalition to serve in both Houses of this Parliament. I would like to thank the Clerk of the Parliaments and her staff for the assistance they have provided me since I assumed office. I also extend my thanks to my parliamentary colleagues from all political affiliations, who have shown me courtesy and respect since my first election in 1995 and my subsequent return to this place. I particularly want to thank my Coalition colleagues who have encouraged me and guided me in recent years to facilitate my return to this place. You know who you are and you know how much I value your friendship and appreciate your support. I particularly acknowledge in the public gallery today Mike Stanley, a good friend of mine from the Hunter Valley, and, importantly, the great nephew of the first woman to serve in this Parliament, Millicent Preston Stanley. Her portrait hangs in the foyer at the entrance to Parliament House. Millicent Preston Stanley was the member for Eastern Suburbs from 1925 to 1927. Millicent was involved in a wide array of women's groups and issues and was President of the Feminist Club for many years, encouraging Australian women to stand up and have a voice in their communities, in their local councils and in their parliaments.
