AFGHANISTAN (UPI)--Soviet troops are still in Afghanistan, and the White House says that means the United States is out of the summer olympics in Moscow. Yesterday was the deadline set by President Carter for the Kremlin to pull its 90,000 troops out of Afghanistan. But they didn't budge. So Carter is sticking by his threat to pull American athletes out of the summer games. White House counsel Lloyd Cutler says the U.S. Olympic Committee has said it will abide by the president's decision, and that the adminis- tration is waiting for the committee to take the formal steps. However, the entry deadline for the summer olympics is May 15 and the USOC said today that it will not rush into announcing a boycott. The committee's official statement said it will have no official reply to Carter's decision until after its house of delegates meeting in April. In Lake Placid, New York, where the winter olympics are in progress, the International Olympic Committee said it will go ahead with plans to hold the games in Moscow. Secretary of State Vance has arrived in Rome after talks with West German leaders in Bonn. He said the U.S. supports a plan for an inter- nationally guaranteed neutral Afghanistan if Soviet troops withdraw.
