1.0 Background West Yorkshire and Harrogate Health and Care Partnership (WY&H HCP) are looking at how we can engage with young people to find out if they would like to contribute to the work of the Partnership, and what ideas they may have on how we can ensure the voice of young people are included in the future of health and care services.

To support this work we wanted to gain an understanding of the youth forums / young people groups that already exist across West Yorkshire and Harrogate. A mapping exercise was undertaken and this report provides a summary of that exercise.

2.0 Method used to collate data A survey (see appendix A) was sent out on 22nd May 2018 to a wide range of organisations that provide support for young people across West Yorkshire and Harrogate. Reminder emails were sent out on a number of occasions to encourage people to complete the survey. The deadline for completed surveys was 27th June 2018.

The survey asked them to tell us about their organisation, the range of services they provide, who they provide these services for and how they communicate with young people.

3.0 Overview of feedback From the survey, we received 81 responses from 64 organisations across West Yorkshire and Harrogate (see appendix B for a full list of organisations and appendix C for a directory of organisations).

In addition to the completed forms we also received emails from;

• Young Lives – who advised that DIVA Bradford database is a fairly comprehensive of VCS organisations in the district (at least those that want their information public), so this will give a fairly accurate mapping if you search by children and young people’s organisations. www.divabradford.org.uk • Airedale NHS Foundation Trust – who included a copy of their youth forum agreement (see appendix D) and flyer promoting their youth forum (see appendix E) • NHS England – who provided a table of contact information and ideas (see appendix F)

The tables on the following pages clearly show the difference in the number of organisations that provide services in each of the locations, the range of services provided and who these services are provided for. However it should be noted that the information collated in this report is only a reflection of the information provided to us through this mapping exercise, and as such may not reflect the full range of services provided across West Yorkshire and Harrogate.

From the responses received, the most common services provided were opportunities to share their views followed by volunteering opportunities. In the other category were:

4.0 How the findings will be used

The mapping exercise has helped towards gaining an understanding of the range of organisations and type of services being provided for young people across West Yorkshire and Harrogate.

The information from this mapping exercise will be used to support the development of plans on how we can engage with young people to find out if they would like to contribute to the work of the Partnership, and what ideas they may have on how we can ensure the voice of young people are included in the future of health and care services.

The distance between the two hospitals is approximately five miles, and they serve a population of 643,000 people with 5,500 births per year.

The Trust’s neonatal service is based on the CRH site together with a high-risk obstetric unit, emergency department, and the paediatric medical and assessment unit, reflecting the critical interdependencies between paediatrics, neonatal services, maternity services and emergency care.

The paediatric service at CRH comprises a single unit open 24 hours a day, seven days a week. There is a total of thirty-five beds, of which twenty-nine are inpatient beds, including two high-dependency beds. There are six assessment spaces. If necessary, there are three additional beds that can be opened.

At the HRI site there are eight paediatric bed spaces plus one assessment/treatment area to deliver care for children and young people requiring short-term medical observation or inpatient paediatric surgical/orthopaedic care. At times of high activity, additional bed spaces can be utilised as per the escalation policy.

This is aimed at young people 13-25yrs.

Alongside the open access drop-in we provide 1-1 support to young people within this age group on a wide range of issues that affect them and their daily lives, this can through referral from agencies and self-referral directly from the young person themselves.

In addition to this we currently deliver the following targeted group work sessions to young people:

Emotional Health and Well Being group – called “Which Way Up”, which is a 12 week programme for young people experiencing issues with their emotional health and wellbeing and this is delivered on a Wednesday evening 5 – 7pm here at the Orange Box. Aimed at young people aged 13-19rs and referral only.

SUGAR – Safety Us Girls And Relationships – delivered at the Orange Box on Monday Evenings 6-8pm , this is a rolling group work programme targeting those young women who have been identified at risk/on periphery of CSE, Online exploitation and grooming. This is aimed at young women 11-16yrs, referral only and sits within our Early Intervention/Prevention agenda.

FUTURE YOUTHS – delivered at the Orange Box on Tuesday day time 11 – 1:45pm, for young parents 16 – 25yrs with birth to pre-school age. This is open access so just pop in.

Finally, in addition to all of the above, we deliver Detached Youth Work in Halifax Town Centre and Boothtown on Monday, Tuesday, Wednesday and Thursday Evenings.

Additional information about organisation Our vision is to provide outstanding mental health and learning disability services as an employer of choice. This means supporting our service users and carers, our staff and the communities we serve to live healthy and fulfilling lives where we can all achieve our personal and professional goals, and live free from stigma and discrimination.

We are an NHS foundation trust. That means:

The Executive has representatives from a number of groups across North Yorkshire, LGBT+, Young Carers, School Councils, Youth Group, Looked after Children etc. The Executive meets at least 4 times a year and invites senior managers and decision makers to some of those meetings. They act as the voice of young people and have links with a number of organisations; the Executive also plans and runs an annual youth voice conference for young people in North Yorkshire, the most recent being March 2018 where 170 young people attended. The Executive also elect the Members of the British Youth Parliament who represent the young people of North Yorkshire nationally, they attend the annual sitting in the House of Parliament each year.

Appendix D – Airedale Hospital Youth Forum agreement

Airedale Hospital Youth Forum Our agreement

Name The name of the group shall be Airedale Hospital Youth Forum (AHYF.) This is part of Airedale NHS Foundation Trust (ANHSFT).

The forum will receive development and administration support from Airedale staff including Matron for Children’s Services, Specialist Play Worker, Patient Experience Officer, Senior Healthcare Support Worker and Patient and Carer Panel Volunteers. Collectively, this group of staff will be referred to as the ‘support team’.

Aims and Objectives • To be the voice of, and for, children and young people who are receiving or have received an Airedale NHS FT service, be it in hospital or in the community • To encourage and initiate communication between young people and Airedale senior management teams • To be a voice for the young people in the locality and to represent their views to decision makers within Airedale • To form sub groups as and when appropriate to carry out the work of the forum, acting on issues that are important to young people. These sub groups will report progress and conclusions to the full group

Youth Forum • The forum will participate in national and regional initiatives when appropriate • To meet and work with groups that work with and around the issues affecting young people to ensure the needs of young people are addressed in hospital and throughout their illness • To inform Airedale of young people’s views so that the hospital can share decision making with young people more effectively • To share with staff at Airedale about how to improve the care of young people in hospital using feedback from patients and families • To ensure that Airedale is aware of the needs of individuals or groups of young people who may be unable to speak for themselves, in order to represent their views. • To develop new ways for young people to give their feedback and promote existing methods for collecting feedback

Membership • The forum shall consist of a maximum of 15 members at any one time • The forum is an opportunity open to all young people in the Airedale, Wharfedale, Craven and East Lancashire • All members must be between the ages of 13 – 19 years • Each member of the group will take it in turns to chair the meeting • A member of forum may resign at any time by informing a member of the support team

Meetings • The forum will meet approximately 4 times per year as a collective group • The forum may hold additional meetings or sub groups to address specific issues and tasks as and when is considered necessary • The forum may invite anyone having special knowledge or experience relevant to the aims and objectives of the forum to sit in and participate in meetings. • The forum is encouraged to ask for formal responses from the senior staff members and to be informed of any progress that will be made at Trust level • The forum will take their own meeting notes with the support team available to assist • On occasions there may be discussion topics that are confidential or embargoed. Forum members should be mindful of confidentiality and not discuss confidential topics outside of the forum • Disagreements with the forum should try to be resolved between forum members where possible. The support team will intervene if a disagreement cannot be resolved. If a forum member is found to have breached confidentiality or the forum agreement, they risk losing their place as a member

Attendance • Members of AHYF are expected to attend all full meetings. Where this is not possible they must send apologies (i.e. let the support team know.) • All non-attendance at meetings will be recorded regardless of whether or not apologies have been given. For regular non-attendance, a member of the support team will discuss this with the young person

Using the Facebook group Airedale Hospital Youth forum has a ‘secret’ group on Facebook just for members of the forum and support staff. Support staff will act as admin and approve membership. The group is ‘secret’ and therefore not searchable to the public.

Inappropriate use of the group page will not be tolerated and may result in the forum member losing their place.

Forum members should be aware of keeping safe online.

‘You should not give out personal information such as your address or school, mobile phone numbers to anyone you do not know or trust. If you are asked for such information, you should always check with a parent / carer or other trusted adult before providing such details. You should also consider the ‘digital footprint’ in terms of what you are posting’ - Bradford Safeguarding Children Board

Personal Development • Certificate for participation at the end of the forum year for Personal Statements. • Opportunities to complete training sessions and link to national opportunities for involvement • References on request

Political Parties • The forum is a non- party political organisation. • Members should not express their political views when acting as a forum member or on behalf of Airedale

Equal opportunities. • All members of the forum are equal in status regardless of sexuality, race, age, gender, religion, ability, culture, lifestyle or background • All those involved in the work of forum will be expected to promote equality at all opportunities and will ensure that no-one is treated unfairly

Finance and Budget. • The support group will take responsibility for the monitoring of any finances and budgets, including any funds raised by Youth Forum members, charitable funding or any external funding received for the forum • Any funds raised by young people for the forum will be placed in the charitable funds account • When attending meetings, young people will be offered a refund for travel and provided refreshments

Alterations to the agreement • The agreement will be revisited annually

Dissolving the forum • The forum may be dissolved (stop the meetings) by a majority decision at a meeting of all members, called for this specific purpose • The reasons for the dissolution must be put in writing and sent to all members 2 weeks before the meeting • Any funds collected over the duration of the forum will be absorbed into the children and young people’s trust charitable funds

Ground rules for each meeting: • Don’t interrupt • No inappropriate topics to be discussed • Respect each other • Listen to each other • Kindness counts • Have fun • All to be counted • Respect the surroundings • Your opinion counts, don’t be afraid to share it • Be honest, but not rude • Be an inspiration
