Present: Cllr. Dan Sutherland (Chair); Cllr. Lisa Lambert; Cllr. Barry Collins; Sgt. Phil Haigh (WY Police); Dan Marham (Ovenden and Mixenden Initiative); Mark Thompson (CMBC) Lee Ackroyd (CMBC) Debs Sunderland (Together Housing); and 10 residents Apologies: 1. Meet the services 1.1. In attendance were PS Phil Haigh West Police, Dan Marham Ovenden and Mixenden Initiative, Lee Ackroyd Council Community Warden and Debs Sunderland Together Housing. 2. Welcome and introductions 2.1. Cllr. Sutherland opened the meeting by welcoming everyone and introducing himself and the other officers present. 3. Last Minutes and updates 3.1. Mixenden Stones Surgery – At the September Ward Forum concerns were raised that Mixenden Stones Surgery were not taking on any more patients. Cllr Lambert has had email correspondence with the CCG to say that the surgery does continue to take on patients. 3.2. Police Safety – PS Haigh requested that item 5.4 on Police Safety from the September minutes be updated to say that the maximum punishment had been doubled and not trebled for incidents involving assaults on public services. 4. Police updates 4.1. Brow Bottom Lane ASB – Youth offending team have been involved with a number of issues around youth ASB around Brow Bottom Lane. An individual involved who had already been issued with an ABC has since been arrested for a number of offences. 4.2. Assaults – Slight Increase in assaults with injury which are almost all Domestic Violence. PS Haigh said that the Neighbourhood Policing Team are signposting victims of Domestic Violence to specialist agencies. 4.3. Crime Figures – Burglary dwellings have decreased in Mixenden and ASB has also gone down by 6% with fewer reports of motorcycle related ASB reported as well. 4.4. SCG Local Priorities – The SCG Local Priorities for Mixenden have now changed and are as follows. Anti-Social use of vehicles including speeding. Deliberate Fires and Parking around schools at peak times.

1 | P a g e 4.5. Pavement Parking – Resident raised concerns of vehicles parking on the pavements on the Woodbrook estate often causing obstructions on the footpaths. Resident also stated that Council and Together Housing vehicles have been seen parking in this manner. Action: PCSO Nichola Shepherd will look into this issue 4.6. Handbag theft in town – Resident asked PS Haigh if handbag thefts had increased in town. PS Haigh said he did not believe so and that such crime would be treated very seriously. 5. Mixenden Hub 5.1. Update - Mark Thompson CMBC Director for Regeneration and Strategy provided a welcomed update on the Mixenden Hub Development due to residents growing concern with the rate of progress to date. M Thompson said the total cost to develop the hub is estimated to be in the region of two to three million pounds. Looking at alternative routes such as caritas and a discussion with the CCG. There are legal documents which need to be signed and with planning permission and cabinet approval it is hoped that work could begin around summer 2019 with progress being made. 5.2. Post Office – Resident asked if there are plans for a post office to be part of the Mixenden Hub as the family who run Warley Post Office would be interested in running a Mixenden Post Office too. M Thompson said there is no specific plan for a post office at present. 5.3. Fly tipping – Resident asked about the constant fly tipping regularly taking place on the site which is to be developed and was advised that if the land is private then Environmental Health can get involved. 6. Ash Green Roundhouse damage 6.1. Ash Green Roundhouse was set on fire which is currently an ongoing investigation. Local residents alerted the Emergency Services but by then it was already too late. Although this happened during an Ofsted inspection the report gave high praise to the link between Ash Green School and the community after £1,400 was raised via an online fundraiser. Mixenden Parents Resource Centre Charity also donated £500 towards the repair/replacement of the damaged roundhouse. 7. CMBC Road Safety Speed Check Feedback 7.1. 20mph limits - It was explained that the aim of the 20mph speed limits is to bring down the average speed to 25mph. Calderdale has so far seen the best results in with the largest reduction in injury. 7.2. Mixenden Road – Total of 67 vehicles, 8 travelling at 20mph or under, 27 travelling between 21-25mph, 25 travelling between 26-30mph, 6 travelling between 31- 40mph, 1 travelling at 45mph. 7.3. Clough Lane – Total of 210 vehicles, 110 travelling at 20mph or under, 84 travelling between 21-25mph, 15 travelling between 26-30mph, 1 vehicle travelling at 33mph. 8. Your issues – Open forum 8.1. Ash Tree Park – The park at Ash Tree Road has now been refurbished and caters for the younger children in the community. Resident believes that the slightly older youths could feel like they’re now missing out since equipment for older children has now been removed.

Trinity Academy 6th Form – Trinity Academy 6th Form will move into the new build which will make room for extra intake at the Holmfield Site making the catchment area a priority. 8.3. Dog Fouling – Resident reported dog fouling on Mixenden Road. One suggestion raised was to maybe make use of a Ward Forum Grant for a dog fouling bin. Action: CMBC Community Warden Lee Ackroyd will look into the issue of dog fouling on Mixenden Road. 8.4. Road Markings – The faded road marking raised at the September Ward Forum have now been re painted since the road was re surfaced. 8.5. Grit Bin – To be paid for. Resident reported that the grit bin has now been ordered and should now be on its way. Resident said it will be locked away and stored until next winter or when it is next needed. 8.6. Tarmac - Tarmac was left in a pile on Ash Tree Road following the resurfacing in Mixenden. Resident had to break it up with a sledgehammer in order to move it to the side of the road. 8.7. Skip issues – Skip near park had been taken away but rubbish had been left behind with some items being broken up and left lying around. The Skip at the Addy Community had also been emptied on the grassland behind the building. 8.8. Street Lights – Street light at the bottom of Ash Tree Road is still awaiting tarmacking and one street light is still waiting to be changed on Ash Tree Gardens. 8.9. Mixenden Road street lights will all be done but the concrete column posts are going to be replaced first. 8.10 . Woodbrook Flats – Together Housing have now closed off Woodbrook Flats. Possible housing development when the doctor surgery moves. 8.11 . Clough Lane Speed Camera - Speed amera on Clough Lane is facing down towards the ground following damage. 8.12 . General Litter – Resident reported that litter from Dodge Holme Takeaways is regularly dropped all up Mixenden Road.

9. Date of Next Meeting 9.1. 6.30pm Tuesday 26th March 2019 at Holy Nativity Church, Mixenden. 6.30pm cuppa and ‘Meet the Services’ followed by the Ward Forum at 7pm.
