SOGIESC Inclusion Advisor

Background

CARE International (CI) has been working in the Pacific region since 1989, with established Country Offices in Papua New Guinea and , and projects implemented together with partners in , Solomon Islands, , Samoa, Kiribati and Tuvalu. Key programs in the Pacific focus on resilience and reducing the risk posed by disasters and climate change as well as advancing gender equality through activities to empower women and girls, increase women’s access to economic opportunities, and reduce gender-based violence. CI has been actively responding to the largest natural disasters in the Pacific including Tropical in Vanuatu in 2015, Tropical in Fiji in 2016, Tropical in Tonga in 2018, Tropical (Tonga / Fiji) in 2020, Yasa in Fiji in 2020/21 and now the impacts of the COVID-19 pandemic in the region. CARE’s programs in the region are implemented in partnership with a diverse range of local NGOs and civil society organisations.

When disasters occur, CARE works with its partners across the Pacific to conduct rapid Gender, Disability and Inclusion Analyses adapting the CARE International global Rapid Gender Analysis tools and methodologies. Whilst there have been some efforts made to include persons of diverse Sexual Orientation, Gender Identity, Expression and Sex Characteristics (SOGIESC), gaps still remain in reaching this target group both in data collection and analysis and in response action. Purpose of the Role

Working alongside the CARE Gender and Resilience Advisor (Fiji), the CARE Pacific Program Manager and the SOGIESC Inclusion Volunteer, the SOGIESC Inclusion Consultant will provide the following support:  Review CARE Rapid Gender, Disability and Inclusion Analysis tools and provide advice on how they can be more SOGIESC inclusive.  Review Fiji training packages for SOGIESC inclusion (including but not limited to Gender, disability and SOGIESC inclusion in program management, Family Financial

Management Training, cash and gender, Prevention of Sexual Exploitation and Abuse).  Provide ad hoc technical support to the SOGIESC Inclusion volunteer and the Gender and Resilience Advisor as required.

Selection Criteria

The selection criteria for this consultancy includes:  5 years’ experience working in the humanitarian sector and/or international or community development with a focus on SOGIESC inclusion, experience in the Pacific highly desirable;  Understanding of the barriers, enablers and approaches for inclusion of persons of diverse SOGIESC in humanitarian programming  Demonstrated experience working alongside local civil-society organisations, preferably in in the Pacific, to support SOGIESC Inclusive approaches  An understanding of CARE’s commitment to gender equality, with knowledge of CARE’s programming and partnerships in the Pacific an advantage;  An understanding of CARE’s vision, mission and values, and a commitment to uphold the CARE Australia Child Protection Code of Conduct and Preventing Sexual Harassment, Exploitation and Abuse policy for the duration of the assignment.

Duration and Timing This consultancy will commence in July 2021 and be completed by June 2022.
