Introduction 01 Land south of Bishopswood Lane, Tadley INTRODUCTION THE SITE Introduction Gladman Developments Ltd. has successfully invested in communities throughout WASING WOOD the UK over the past 20 years, developing high quality and sustainable residential, commercial and industrial schemes. A process of public consultation is being undertaken by Gladman Developments Ltd. in order to present the emerging development proposals BRIMPTON COMMON for land south of Bishopswood Lane, Tadley to the local community. We are proposing a B3051 residential development of up to 290 new homes and 60 extra care retirement dwellings A340 together with new public open space and a Village Green. HEATH END BAUGHURST The purpose of the public consultation process is to outline the details of the draft COMMON scheme and seek comments from the local community which will be considered before the Outline planning application is submitted to Basingstoke and Deane Borough MOUNT PLEASANT Council. TADLEY BAUGH BISHOPSWOOD INHURST LANE GOLF Site Description BISHOP’S WOODCOURSE STREAM URST R The site lies on the western extent of the town of Tadley. It sits adjacent to existing OAD housing off Bishopswood Lane to the North and Baughurst Road to the west including recent residential developments at The Hawthorns and Blackthorn Close. The site is located to the south of Bishopswood Lane and to the north west of Bishopswood Lane Golf Course. BAUGHURST The site comprises 18.15ha of agricultural land defined by established trees, vegetation and ditches. A woodland block is located at the centre of the site and 5 properties off Bishopswood Lane adjoin the site’s northern boundary. The site has a gradual slope, falling towards it’s southern boundary. Bishop’s Wood Stream transects the site leaving the site at a point on the southern boundary. A Public Right of Way runs adjacent to the site’s western boundary and provides a Proposed pedestrian route between Bishopswood Lane to the north of the site and Baughurst Existing Industrial Primary Woodland Site Development Road Road to the west. Much of this route is well vegetated by mature trees. Secondary Existing Public Road Water Body Footpaths The Need for New Housing Settlement Watercourse Every Council is required by the Government to boost significantly the supply of housing and to make planning decisions in the light of a presumption in favour of sustainable development. Basingstoke and Deane Borough Council is required to provide enough housing land to meet its full future housing needs. At present the Council cannot demonstrate a 5-year supply of land for housing and approval of this development will help towards addressing the shortfall of housing within the area. Why is the site suitable for development? Tadley is considered to be a very sustainable location to accommodate a large proportion of the Council’s future housing growth. The site is suitably located within reach of a good range of local services and community facilities with good access to the local public transport network. The proposal will provide new homes needed to sustain the vitality and viability of the local community. Development of the site would form a logical extension to Tadley in the location which has been acknowledged by the Council as having the landscape capacity to accommodate development within Tadley. Application Type & Submission Date Gladman Developments Ltd. is intending to submit an Outline application for up to 290 homes and 60 extra care living dwellings to Basingstoke and Deane Borough Council in the Summer of 2015. This would establish the principle of development. 02 Land south of Bishopswood Lane, Tadley HISTORIC CONTEXT Historic Maps The historic maps below show the proposed development site in the context of the growth of the area over the past 142 years. In 1873 the main road structure and layout were much the same as present day. The surrounding landscape is largely wooded and includes Tadley Common and Baughurst Common to the north of the site as well as Plantation copse within the site. The limited development present is focused on Baughurst Road/Bishopswood Lane junction as well as extending along Baughurst Lane, Heath Lane and part of Bishopswood Lane. By 1913 development along Heath End Lane has expanded into part of Tadley Common and further development can be seen along Baughurst Road with properties backing onto the site’s western boundary. Also seen is the addition of a gravel pit located opposite the site off Bishopswood Lane. Dramatic expansion occurred during the 1950s following the arrival of the Atomic Weapons Establishment (AWE) in Tadley. The 1956 map shows the whole of Tadley Common, Baughurst Common and Baughurst plantation becoming residential development and associated community facilities built to house AWE’s workforce. This expansion created a large swathe of residential development to the north of the site, connecting the settlements of Baughurst and Tadley. Also shown is the closure of gravel pit opposite the site, which has become a wooded area. By 1974 there had been further development to the north of the site as well as expansion along the western edge of Tadley. The addition of Bishopswood Lane Golf Course to the south east of the site and residential development opposite the site off Sheridan Crescent can been seen on the 1991 map. Also shown is a reduction in tree cover within the site with Plantation Copse reduced to a small woodland block. Most recently the addition of modern residential development at The Hawthorns and Blackthorn Common can be seen adjoining the site’s western boundary in the 2014 map. 1873 1974 1913 1991 1956 2014 03 Land south of Bishopswood Lane, Tadley EXISTING CHARACTER KEY: The site lies within National Character Area Application Boundary 129 “Thames Basin Heaths” as described by Natural England. Basingstoke and Deane Landscape Assessment (2001) North Sherborne At a local level, the site lies within the Character Area of ‘Pamber and Tadley Plantations and North Silchester Heath’ within the Hampshire County Integrated Character Assessment and the ‘North Sherborne’ Tadley/Baughurst/Pamber Heath Character Area of the Basingstoke and Deane Wolverton Landscape Assessment. Hampshire County Integrated Character The North Sherborne Character Area is Assessment (2008) characterised by a patchwork of mixed farmland Pamber and Tadley Plantations and woodland as well some areas of managed and Heath parkland. The landform is low-lying, gently North Hampshire Lowland Mosaic undulating and includes minor valleys. Local Building Styles There are no Listed Buildings or statutory designations that cover the site. A Grade II listed building ‘St. John’s’ is located adjacent to the site’s northern boundary. Existing properties located adjacent to the site to the north, east and west are generally two storey buildings that are detached and semi detached. Properties are set back from the road with dedicated off street parking and front gardens. The site adjoins recent residential developments at The Hawthorns and Blackthorn Close, these developments feature a mix of housing sizes and are predominately brick built. The local town vernacular is defined by a mixture of styles using modern and traditional building materials and includes brickwork, tiled and pitched roofs and gables. The proposals will seek to reflect the existing built character so as to create an appropriate and sympathetic development in keeping with the character of the site and its context. 04 Land south of Bishopswood Lane, Tadley VISUAL CONTEXT SITE AND LANDSCAPE Site & Setting The site lies to the west of Tadley off Bishopswood Lane, comprising agricultural land with an area of 18.15ha. The fields within the site are defined by established tree belts and ditches. A Public Right of Way runs adjacent to the site’s western boundary providing a route between Bishopswood Lane and Baughurst Road. The contours within the site generally slope down from the north to the south, with the high point within the site located along Bishopswood Lane and the lowest along the site’s southern boundary. In the wider context the landform rises towards Brimpton common to the north east 1 of the site and Browning Hill to the south of the site, which provides a localised high point within the landscape. The landforms falls to the west of the site creating a valley around a tributary of the River Enborne. Visual Environment The topography of the surrounding landscape and the mature vegetation in the locality limit views to the site. Views from the Public Rights of Way adjacent to the site and to the south of the site are filtered by existing mature vegetation. 2 In the wider context views towards the site within the wider landscape to the south 3 and east of the site are limited due to changes in topography in the area and existing vegetation. Mature trees along Bishopswood Lane and the site’s western boundary help to filter views from surrounding residential properties. The site is sustainably located with good access to the town, existing community amenities and the local public transport network. Local amenities within walking distance of the site include the local Primary and Secondary schools, local shops, Public Houses and Post Offices.

    NEWBURY CLOSED CHAMPIONSHIPS REPORT The biggest and best entry for several years from youngsters across West Berkshire took part in the Newbury Junior Table Tennis Championships held at Kennet Leisure Centre this weekend. The blue ribbon event the under 17 singles was won by top seed Sam Ricks from Pamber Heath who defeated Thatcham's Teifon Chamberlain the defending champion in the final. The standard of play was very high with both boys attacking well but Sam's greater consistancy saw him clinch the title in three straight games. The girls singles was won by Kennet School's Shannon Hillier who used her forehand topspin to great effect to beat Juno Randall from Tutts Clump. The Under 15 singles event was a family affair as Hermitage's Joseph Cornmell beat his younger brother Robert in the final. Robert had reached the final after squeezing past Aldermaston's Keiron Warre in five games in the semi. Robert Cornmell made up for this in the Under 13 singles as he retained the cup with Newbury's Tom Lewis the runner up. In the Under 11's Hungerford's Tom Kelly who practices at Inkpen Table Tennis Club emerged as the victor with Thatcham's Ben Haines the runner up. The doubles events were closely contested and there was an upset in the final of the junior doubles when Basingstoke's Michael Jones combined with Keiron Warre to defeat the favourites Sam Ricks and Sam Goodyer in five games after being 2 - 1 down. Warre also picked up the Langley Cup awarded by the tournament organiser for his positive attitude during the day.
