Prime Minister Designate of Canada House of Commons Ottawa, Ontario K1A 0A6 Via email: [email protected] Dear Prime Minister-Designate Trudeau: We are writing as Chiefs of First Nations of all the Mi’kmaq/Mi’gmaq and Maliseet First Nation communities in the Maritime Provinces asking for your help to protect poor families in our communities from devastating cuts to social welfare planned by the Harper government. Under the previous government, an order was given to remove the freedom of First Nations governments to design the best social welfare program for their communities. Instead, First Nations were to be ordered to simply use monthly social assistance rates as set by the provincial government. This change would have meant cuts of up to 40% for poor families in First Nations communities, and hundreds of cases of families losing their social assistance altogether overnight. These cuts would be especially cruel because provincial rates are designed to work alongside supporting programs for housing, child care, training and home heating--all programs that were to be denied First Nations people under the Harper plan. First Nations governments challenged the cuts in court, and won several lower court rulings delaying these cuts. While the right of government to proceed was ultimately upheld, all courts accepted the finding of fact of the Federal Court, Trial Division judge that the Harper government had failed to study the impact of the cuts upon the well-being of children and the future employability of adults. In short, the cuts were ordered with no study into what would happen to vulnerable families. Page 1 of 3 We are worried for our communities if these reckless cuts proceed. We also think it would be unfair to your new administration, and the hope your words of generosity and reconciliation have raised, if the first actions of AANDC under your government were cuts to poor families that you neither designed nor intended. Indeed, Atlantic members of your caucus such as the Honourable Dominic Leblanc were admirably outspoken against these cuts. We understand that a new government is always inundated with calls to reverse past decisions, and your government has many wrongs to right. We are not asking for you to immediately repudiate the decision and pledge to forever keep the status quo. What we are asking is that your government delays the cuts until such time as a proper impact study can be completed, and that we have had time to discuss alternatives to reforming social welfare and training programs for First Nations in the Atlantic. We would even suggest that a group such as the Martin Institute would be a credible and worthy choice to lead such an impact study and to propose options for reform. Rest assured, Prime Minister-Designate, that First Nations leaders know that smart, evidence-based change is needed. We, too, wish for changes to move families from welfare to work. We know that people forced to worry daily about food and shelter rarely make the major changes needed to become employable, but that sensible and successful programs do exist. We were heartened by the respect and empathy you showed our communities as Leader of the Liberal Party. We hope you will consider this gesture of good faith and compassion as our Prime Minister. Together, we brought the messages from Yukon to Parliament. S-6 cannot be supported. We have been clear; First Nations deserve a federal government that will work, nation-to- nation, and respect the work of Yukon Environmental and Socio-economic Assessment Act. Ottawa should not be dictating to First Nations and Yukoners. As Official Opposition, we made every effort to make sure that Yukon voices were being heard loud and clear throughout the process. In Ottawa, our Leader Tom Mulcair hosted Yukon First Nations to hear concerns first hand. In Ottawa and Whitehorse, we met with Yukon First Nations, Yukon leaders, members of the legislature, members of community and environmental organizations, members of industry and Yukoners who were part of putting together YESAA. As you are likely aware, the Agreement Between the Inuit of the Nunavut Settlement Area and Her Majesty the Queen in Right of Canada (Nunavut Agreement) was negotiated to provide certainty and clarity of rights for Inuit to participate in decision-making concerning the use, management and conservation of land, water and resources, including the offshore. Our collective perspective reflects our mandates as institutions of public government which are, respectively, responsible for the management and regulation of wildlife, land use, development impacts, and inland waters within the Nunavut Settlement Area. Pursuant to section 15.4.1. of the Nunavut Agreement, we are also mandated to advise and make recommendations to government agencies regarding marine areas as the Nunavut Marine Council (NMC or Council), with Government required to consider the Council’s advice when making decisions which affect marine areas.

In light of recent developments around COVID-19 and the waves of cancellations as a result of bans on mass gatherings, Opera.ca is urgently requesting federal aid on behalf of the Canadian opera sector and its artists -- its most essential and vulnerable people -- while pledging its own emergency support for artists in desperate need. Opera artists are the heart of the opera sector, and their economic survival is in jeopardy. In response to the dire need captured by a recent survey conducted by Opera.ca, the board of directors of Opera.ca today voted for an Opera Artists Emergency Relief Fund to be funded by the association. Further details will be announced shortly. Of the 14 professional opera companies in Canada, almost all have cancelled their current production and some the remainder of the season. This is an unprecedented crisis with long-reaching implications for the entire Canadian opera sector.

SITUATION Since March 2020, James Smith Cree Nation (JSCN) and the Federation of Sovereign Indigenous Nations (FSIN), have made requests to Canada for funding support for a First Nations led and managed solution to address our urgent and emergency need for Personal Protective Equipment in order to ensure the safety and wellbeing of our communities in the face of COVID-19. We have engaged exhaustive correspondence and communications about these proposals with: Rt. Hon. Justin Trudeau, Hon. Chrystia Freeland, Hon. Marc Miller, Mr. Mike Burton, Hon. Carolyn Bennett, and ISC Regional officials Jocelyn Andrews, Rob Harvey and Bonnie Rushowick. Despite extensive consultations and discussions with the department and minister’s office, we have experienced significant delays and denials from Canada to support these urgently needed and emergency proposals. This has been well documented since May, with particular reference to ‘Indigenous Services Moving Goalposts on First Nations PPE’, CBC News, September 11, 2020 (https://www.cbc.ca/news/indigenous/first-nations-ppe-proposal-1.5721249). The failed funding and departmental dysfunction have resulted in significant outbreaks which are occurring across our regions. By Canada’s own admission on November 29, COVID-19 is now four times (4x) worse in First Nations, Inuit and Métis communities than during the first wave which occurred from March through May 2020.

We have over 70 member companies comprising over 2,000 employees in highly skilled jobs and the sector has attracted over $0.5 billion of investment in the past 2 years -- and is growing. But this is only the tip of the iceberg. Hydrogen energy will benefit millions of Canadians and help scores of industries decarbonize. The Hydrogen Council forecasts the global sector will become a $2.5 trillion annual market by 2050 to achieve net-zero CO2 emissions, while the Bank of America cites Bloomberg BNEF forecasting an $11 trillion infrastructure market over the next 30 years1. Canada is well positioned to secure a large share of that market due to the world renown strength of our technology companies and energy resources.
