Welcome to the , Minister of Magic has just taken over from previous Minister Kingsley Shacklebolt whose tenure was heralded by many as a golden age following the death of Voldemort and the resurrection of the ministry. Despite all signs pointing to a successful new regime, the rise of a new terrorist group has pushed the Wizarding World to the brink of civil war with mounting pressure on the Ministry to find the culprits responsible. This committee features an adult and company with Harry Potter as the head of the Department of Magical Law enforcement, Hermione Granger as the Minister of Magic and countless others. Together they will be forced to decide who to hold responsible for this crisis, how to mitigate the rising death toll and how to prevent different radical wizarding groups from starting all out civil war. The fate of the Wizarding world and by proxy the world once again is in the hands of Harry Potter.

Letter from the Director ______

Esteemed Delegates,

Welcome to FCMUN and the Ministry of Magic. My name is Jai Pemmaraju and I am pleased to be your crisis director. I am a History and Spanish major, with a deep love for Harry Potter. As a committee you will be responsible for ensuring the future of the Wizarding world. Despite the futuristic setting delegates will be expected to have a good understanding of Harry Potter books 1-7. The Cursed Child will not be considered a valid Harry Potter book nor are delegates expected to have knowledge of Fantastic Beasts and Where to Find Them (the movie). This committee will be centered around many issues that are paralleled in the real world. We will discuss issues such as freedom of the press, the safety of muggleborns at and the ethics of treating like second rate citizens. You will also be forced to confront a deadly threat and pass resolutions to find and apprehend the perpetrators. The end goal of this committee should be to pass several comprehensive resolutions that effectively address all these problems in a way that benefits all parties involved. The only way to do so will be through compromise and teamwork. I cannot wait to see all of the creative ideas each of you bring to committee. I look forward to a wonderful weekend. Historical Context ______

May of 1998 marked the end of decades of struggle against the Dark . Together, seventeen year old Harry Potter and his best friends, Hermione Granger and Ronald Weasley worked tirelessly to defeat the Dark Lord-sacrificing friends and family in the process. The end of the war brought about the election of Minister of Magic Kingsley Shacklebolt. Shacklebolt took over from the previous Minister, Pius Thickness. Thickness was a pawn of Voldemort whose administration targeted and committed heinous crimes against muggle born wizards, or wizards born into non-magical families. Shacklebolt’s election brought hope for the Wizarding World. His term was largely focused on removing all traces of corruption from the Ministry as well as rebuilding and mending the Wizarding World. He oversaw the capture of Death Eaters and supporters following Voldemort's death. He also led a massive reform of the Ministry, in order to rid it of corruption and pro-pureblood laws as well as purged Dementors from Azkaban (the Wizard prison) . In November 2019, Hermione Granger took over as Minister of Magic. As a former war heroine and a recipient of the Order of Merlin First Class for services during the war, as well as a long career of service towards promoting equality between magical creatures, her appointment was highly celebrated. Known for being “straight as an arrow,” Minister Granger promised to continue the reforms Shacklebolt started and continue to work towards promotion of the welfare of all magical beings: house elves, centaurs, etc. She also hopes to generate better relations between the Wizarding and muggle (non-wizarding world) in an attempt to reduce the ancient stigma surrounding those who lack magical powers through educational reform.

Terrorist Attacks ______

As of March 20th 2020, three months after Minister Granger’s election, there have been four terrorist attacks, each within a week of each other. On March 20th, the first attack is carried out targeting the Bridge in London completely destroying it. There were no witnesses. Thirty were killed. The next attack occurred on the 26 th targeting the Wizarding town of Hogsmeade, less than half a mile

south of Hogwarts School. Reports indicated several-cloaked figure using various spells to destroy several shops, including the popular pub the Three Broomsticks. Twenty school children were also killed, as well as ten other shopkeepers and assistants. Following the pattern, a third attack followed on April 1st: an attack within the Ministry itself. On the night of the third, a cloaked figure was seen entering the Department of Mysteries destroying the hall of prophecies; everyone working within the vicinity was killed. The fourth attack, which occurred on April 6 th, destroyed more than half of the Forbidden Forest bordering Hogwarts. It destroyed 30% of the herd living in the forest in addition to their land. The only thing linking the four attacks is the appearance of a single red rose at the site of each attack. Other than that, little is known about the culprits or their motives, but after the attack on the Department of Mysteries, the suspicion is that the culprit is someone within the Ministry. The press has been brutal. The Daily Profit, the main source of Wizarding News is blaming old pureblood families such as the Malfoys and the Notts. They have dubbed this mysterious terrorist group the Order of the Red Rose and are calling for the Ministry to immediately order the arrest of these families. There is also pressure on the Muggle end. Fearing the repetition of Voldemort era attacks on muggles, Prime Minister Theresa May has chosen to sever ties with the Ministry of Magic until they can ensure the cessation of these attacks. May has also asked that all muggle born students be sent home from Hogwarts if the Ministry cannot ensure their safety. The head of Hogwarts, Minerva McGonagall has closed off the borders of Hogwarts, all future visits to Hogsmeade are forbidden and students are no longer allowed to leave the castle without a chaperone. McGonagall has assured the Ministry that the castle remains that safest stronghold for all magical children and has tripled the security surrounding it. The centaur population on the other hand is threatening to declare war on the Ministry, after decades of the Ministry reducing their land, tensions are at an all time high. The attack on the little land they have left, has pushed centaur leaders to a breaking point. Despite Minister Granger promising to allocate a bigger portion of land for the tribe, Centaur leaders such as Bane and Magorian are demanding an independent state for the tribe.

Ministry Response ______

In order to discuss the terrorist attacks and figure out the best way for the Ministry to go forward, Minister Granger has called together a special counsel to commence at the end of April. Participants in this counsel include Harry Potter, Minister Granger’s oldest friend and the head of the Department of Magical Law Enforcement, , Editor in Chief of the independent wizarding magazine, the Quibbler, Minerva McGonagall, Headmistress of Hogwarts and Magorian head of the Centaur tribe residing in the Forbidden forest. The hope is that together the participants will be able to work together to figure out the best way to eliminate the looming threat.

Hermione Granger – (Born September 19 th, 1979) is the 40-year-old Minister of Magic. Prior to being elected Minister of Magic she had a long career with the Department of Magical Law Enforcement working in a senior position with the Department’s sub department, the Department for the Care and Regulation of Magical Creatures. However she quickly rose in the ministry ranks. Prior known for being a war heroine and recipient of the prestigious order of Merlin First Class, she is highly respected in the ministry and has a reputation of being honorable and kind. For most of her career, she has worked to promote the welfare of magical creatures such as house elves, goblins, and centaurs. One of the main pieces of legislation she was responsible for ensured that all house elves get paid a set wage and clothes/are not abused. She has also been a force against the seizure of centaur territories and has long fought for the expansion of centaur land. While she is sympathetic to the centaurs’ cause she believes that they are being divisive and the only way forward is together. She disapproves of the creation of a new sovereign state and instead wishes to pass legislation that gives back the centaurs every piece of land that was taken from them. She fears if the Ministry grants the centaur’s their autonomy she will have to own up to the unfair treatment of all the magical creatures in and give every group their own state. She is good friends with Firenze and hopes he can get Bane and Magorian to agree to this compromise. She is also deeply upset that the house elves have chosen to side with the centaurs as

she feels it is a betrayal of everything she has done for them. As a muggle born, she does not think the right approach would be to send muggleborns home from Hogwarts and strongly disagrees with the muggle prime minister. She feels this would be giving in to anti-muggleborn sentiments because during the war against Voldemort, purebloods wanted to cut off muggleborn access to Hogwarts. She is in agreement with McGonagall that Hogwarts is the safest place for students to remain during this dark time and has sent aurors to patrol the school. In a public show of agreement, she has told the press that her own children Rose and Hugo will remain at Hogwarts while the Ministry decides the best course of action. In terms of the looming terrorist threat, Minister Granger is under enormous pressure. The Daily Profit’s vendetta against the ministry has created a wave of voices calling for the round up and arrest of all prominent pureblood families. The Minister’s office is consistently receiving letters containing threats and insults. Despite this Minister Granger has resolved not to act until the identity of the culprit is clearer. She has called this counsel together in hopes that they will be able to come up with a comprehensive plan to deal with the terrorists as well as the simultaneous problems.

Harry Potter (Born July 31, 1980) – Renowned for defeating the Dark Lord Voldemort, a recipient of the Order of Merlin First Class and the only person to have twice survived the killing curse, 39 year old Harry Potter is the head of the Department of Magical Law Enforcement (DMLE). Choosing to forgo returning for a seventh year at Hogwarts, Potter went straight into the Auror program dedicating his time to rounding up all of the remaining Death Eaters from the war. As Head of the DMLE, Potter’s main priority is to catch these terrorists. He does not believe that the purebloods that supported Voldemort are behind this. Instead he suspects that it is someone within the ministry itself because very few are able to access the Department of Mysteries. Unimpressed with the Head of Department of Mysteries’ security concerns, he has demanded that the department surrender a full list of prophecies, objects, and employees within the department and has threatened legal action if the request is denied. As Hermione Granger’s best friend, he agrees with her that Hogwarts is the safest place to house pureblood, half-blood, as well as muggleborn children during the current crisis. He has sent a team of highly trained aurors to patrol Hogwarts and refuses to hear the Muggle Liaison concerns. He has also chosen to keep his three children James, Lily, and Albus Severus at Hogwarts. He has no personal opinion on the centaur issue, but has ordered the Department for the Care and Regulation of Magical Creatures (a sub department of DMLE) to ensure the issue is settled quickly and diplomatically.

Luna Lovegood (Born February 13 th, 1981) - Editor in Chief of the wizarding magazine the Quibbler. Famed naturalist and war heroine, Lovegood also runs the independent magazine the Quibbler. Albeit known for publishing pieces that can be as eccentric as its editor, the Quibbler prides itself on printing the truth. Unlike the Editor of the Daily Profit Luna refuses to blame the recent attacks on families such as the Malfoys and the Notts and instead is choosing not to publish anything until after she has more facts. Instead she has launched an independent investigation into the attacks and has been putting pressure on the Department of Mysteries to share any information they are withholding with the public. As a naturalist she believes in the right of all magical creatures to govern themselves as they see fit and publicly supports the centaur’s bid to their own autonomous state. She has used the Quibbler to passionately argue the Centaur’s case gaining them many supporters. Due to her kind demeanor and respect for all magical life she has quickly become close friends with Bane and Magorian. Due to this the Department for the Care and Regulation of Magical Creatures has attempted to approach her numerous times to ask her to advocate the ministries’ point of view, but she continues to decline instead choosing to promote the Centaur’s cause. The DMLE has also threatened to shut down her newspaper, but she refuses to be swayed. She has not publicly voiced an opinion on the matter of weather muggleborn children should remain at Hogwarts/weather Hogwarts is truly safe for children of all origins. Nevertheless she has also chosen to keep her twin sons Lysander and Lorcan at Hogwarts and has deep respect for the institution and trusts McGonagall with their safety.

Rita Skeeter (Born 1950/51) – Editor in chief of the Daily Profit, Skeeter is known for her volatile tongue and dislike of Hermione Granger. Skeeter’s dislike for Minister Granger stems from the fact that in her fourth year Hermione discovered she was an unregistered animagus and blackmailed her into writing what she (Granger) asked. Her main goal is to write sensationalized news stories. Her current target: the Ministry and old pureblood families such as the Malfoys, the Notts, etc. Even if she doesn’t believe this herself Skeeter has continued to publish articles blaming these pureblood families for the attacks. In her articles she also calls on the ministry to round up and arrest members of said pureblood families. Many of her articles call Minister Granger a weak leader for refusing to see the obvious solution to the looming threat. Due to her vast readership there has been a mounting public clamber for the Ministry to follow her advice and arrest these families. Skeeter has done nothing, but fan the flames. She prides herself on inciting public uproar and is not the least bit ashamed for doing so. Skeeter is a

generally malicious person and only seeks personal interest. Skeeter has been sent an order to cease publication of these articles immediately, but she has refused.

Magorian (Born N/A) – Magorian is the leader of the largest centaur herd in Britain. Due to both the vast number of centaurs in his herd and the large number of restrictions on Centaur territory, prior to Granger’s election, he is frustrated. While in the past he has been open to negotiation now that is not the case. He and the other in his tribe have jointly agreed that they want their own independent state, free from Ministry rule. He feels that centaurs have been given second rate citizenship. He is convinced that the ministry could care less about their centaur population and has started using the Quibbler to advocate for centaur rights/independent state with the help of Luna Lovegood. He has also sent centaurs to recruit other magical creatures such as giants and goblins to the cause as well as witches and wizards. He has been highly successful in this endeavor. Magorian has been quite clear that if his demands are not met, that with the help of his newfound allies, he will wage war on the ministry. Despite Minister Granger’s many attempts to deescalate he has refused to meet with the Department for the Care and Regulation of Magical Creatures. Minister Granger has also attempted to use Firenze as a liaison, but Magorian considers Firenze a traitor to their kind for working at Hogwarts. While he has reluctantly agreed to meet with Minister Granger and this counsel, he has no intention of backing down from his position.

Bane (Born N/A) – Bane is Magorian’s second in command. He is known for his volatile personality and his hatred of humans. Bane has no patience for humans and thinks their existence is below him. His hatred stems from repeated Ministry encroachment on centaur territory and the Ministry’s revocation of centaur rights. He does not have a high opinion if McGonagall because she allows the students to wander into the forbidden forest. He believes she should have a tighter grip on her students. He also does not hold Minister Granger in high regard because he feels she is making empty promises to prevent a war. The only human he holds in any regard is Luna Lovegood who he feels is down for the centaur cause. He also considers Firenze a traitor for choosing to work for McGonagall and will not work with him. Like Magorian he is at the end of his rope, however he is roaring to go to war. He thinks even coming to the counsel is useless and instead wants to just attack the ministry. He has only chosen to come to support Magorian.

Ronan (Born N/A)- Ronan is in charge of recruiting efforts to help the centaurs in their war against the ministry. He has made allies with giants, other centaur tribes in Great Britain, goblins, free house elves as well as witches and wizards. He is positioned to lead a vast army against the ministry as soon as Magorian gives the signal. Ronan is a pragmatic military strategist who led the centaurs against Voldemort in the Battle of Hogwarts. He shares Bane’s hatred for humankind and sees them as ruthless oppressors. He is a fervent believer in the creation of a centaur state and has already drawn up battle plans. He finds the idea of a committee ludacris, but has chose to come as a show of support and strength. He also shares the view that Firenze is a traitor who has sided with the oppressors and has vowed that if they meet on the battlefield he will kill Firenze.

Firenze (Born N/A)- Firenze is a centaur that was formerly part of Magorian’s herd. He left to teach divination at Hogwarts after the request of previous headmaster . Due to that decision Bane and others regard him as a traitor to the herd. Firenze is close friends with Minister Granger and has been tasked with convincing the tribe to agree to her compromise and prevent war. Firenze still has friends in the tribe and has been making frequent trips to the forbidden forest to convince them to listen to the Ministry. However despite his best efforts the herd’s leadership is not budging. Firenze trusts McGonagall completely and believes that centaurs and humans should take further steps to coexist peacefully. Therefore he continues to be persistent in his goal of convincing the centaurs to compromise.

Winky (Born N/A)- Winky is a house elf who is currently employed by Hogwarts. Despite being given wages and clothes, Winky harbors a deep resentment towards humans due to their treatment of house elves. Due to this Winky has agreed to help the centaurs recruit house elves to their cause. Hermione Granger’s legislation has ensured every house now has equal rights under the law, despite working as servants. Winky has used this to her advantage. The fact that her fellow house elves are now free to expresses themselves in any manner of their choosing has allowed Winky to rally hundreds to the centaur cause. The house elves deeply identify with the centaurs as a species that has also long faced oppression by wizards and are more than happy to assist them. They see the centaur’s fight as their own. McGonagall has threatened to fire Winky and her cohorts, but it is an empty threat and Winky knows this. McGonagall knows that if she fires Winky and her friends Hogwarts will cease to run

smoothly because of its dependence of elf labor. Therefore Winky has continued to use Hogwarts as a base of operations to coordinate house elf participation in the greater struggle against the ministry.

Minerva McGonagall (Born October 4 th, 1935) – Minerva McGonagall is the current headmistress of the Hogwarts School of Witchcraft and Wizardry. She took over from the late after his death in the war against Voldemort. She firmly believes that Hogwarts is the safest place for all children in attendance during this time of violence. She has no intention of sending the Muggleborn children back to the muggle world and has instead closed the Hogwarts borders and brought in aurors to protect the school. has also been cancelled for the term. Her first priority is to protect the children of Hogwarts. She is good friends with Minister Granger and has assured the ministry that the children are perfectly safe under her wing. Due to tightened security in the castle the only person officially allowed to leave is Firenze as he has been journeying to the forbidden forest to negotiate with the other centaurs. The house elves also come and go due to their advanced magical abilities. McGonagall has no opinion on the centaur matter, but is happy to allow Firenze to assist the Ministry. McGonagall has expressed concern regarding house elf involvement with the centaurs, but has resolved not to act in order to keep Hogwarts running smoothly.

Dr. Jane Porter (Born September 29 th, 1966) – Jane Porter is the current of Muggle Studies at Hogwarts. She joined the faculty of Hogwarts after the war ended in 1998. She has been tasked with making monthly reports to the Muggle Liaison and the Ministry of Magic regarding the wellbeing of muggle born students at Hogwarts. A muggleborn herself, she had a positive experience at the school and thinks it’s a wonderful place for muggleborns to thrive. She does not think highly of the Muggle Liaison and agrees that the muggleborn students should remain at Hogwarts. In addition to being a professor at Hogwarts, Professor Porter is a respected child psychologist in the muggle world and has written several books on child development. Due to her credentials the Ministry of Magic respects her opinion and has taken her on as an advisor for the matter of muggle born Students attending Hogwarts.

John Clayton (Born March 31 st, 1979)- John Clayton is the liaison between the Muggle prime minister and the Ministry of Magic. He has been tasked with negotiating with the Ministry of Magic in regards to muggleborns remaining at Hogwarts. He is the only remaining link between the Ministry of Magic and the

Muggle government. A former student of Hogwarts, he attended school with Hermione Granger, Harry Potter and . While at Hogwarts he witnessed the opening of the Chamber of Secrets as well as the war with Voldemort first hand. Therefore he believes Hogwarts is unsafe for all muggleborns and supports Theresa May’s decision to cut ties with the Ministry of Magic. After the war he left the magical world entirely, only returning when he was appointed liaison. He believes Headmistress McGonagall, Minister Granger and Professor Porter are all foolish in their belief that muggleborn students should remain at Hogwarts. He has attempted to meet with the Minister many times to convince her to send muggleborn students home, but has been unsuccessful in his attempts. He is also incredibly displeased by Professor Porter’s reports that the muggleborn students are happy at Hogwarts. He dislikes being wrong and hates having to pass on said reports to the prime minister. He is resolute in his belief that both Hogwarts and magic are unsafe for the muggle world and has decided to continue to work to sever the ties between the two.

James Spencer (Born September 14, 1970) – James Spencer is the current head of the Department of Mysteries. His family has worked for the Department of Mysteries for decades. Due to the extreme secrecy surrounding the department many aspects of his job are unknown. However after the recent attack on the Department of Mysteries he has been summoned to this meeting to discuss his views on how to prevent further attacks. James is a big believer in keeping the Department of Mysteries private and does not want to publicly disclose any of the contents of the department. He feels that if the terrorists were looking for something in particular to publicly discuss such matters would give them what they want. He resents being called in front of the committee. He wants the Ministry to give him funding to rebuild the department without having to share any information. For centuries only a select few have known the contents of the department and he is keen to keep it that way.

Draco Malfoy (Born June 5 th, 1980) – in an independently wealthy pureblood whose parents were Death Eaters during the war. After the war he was cleared of all charges and allowed to retain his parents’ wealth. He has raised his son Scorpius to not be prejudiced towards muggleborns. He resents the accusations towards his family that they are involved in the recent terrorist attacks and has come to clear his name. His goal is to ensure that he and his family and other purebloods aren’t jailed without reason. Due to his status as the head of a prominent wizarding family his decision to leave his

son Scorpius at Hogwarts has been seen as a public endorsement of McGonagall’s views. He has no opinion on the centaur matter. His main concern is fair treatment for his family.

Topics to be Discussed ______

Identification of Terrorists/Motivation After a slew of terrorist attacks the Ministry’s main concern is tracking down the mysterious order of the Red Rose and putting a stop to their nefarious plans. Harry Potter, the head of the Department of Magical Law Enforcement (DMLE) is in charge of the investigation. He believes someone within the ministry is responsible. He suspects that there was something in the Department of Mysteries that the terrorists wanted to hide. He has ordered a full investigation into all the prophecies and other objects housed there. The DMLE has threatened legal action against the Department of Mysteries if their request is not carried out in a timely fashion. The Daily Prophet on the other hand has launched a full scale campaign blaming pureblood families such as the Malfoys for the attacks. Editor in Chief Rita Skeeter has called for the immediate arrest of said families and her fear mongering has many up in arms. Draco Malfoy has come to the Ministry’s special counsel in order to protest against such accusations and prove his innocence. The DMLE has no intention of unlawfully arresting pureblood families without evidence. The official investigation is ongoing and there has yet to be any arrests. However the terrorist attacks have led to a slew of other problems such as the topic of an independent centaur states, muggleborns at hogwarts etc. The Ministry hopes to kill several birds with one stone by calling together a special counsel of key players in relation to all the issues.

Creation of an Independent Centaur State Led by Magorian and Bane, the centaur tribe residing in the Forbidden forest is the largest in Britain. Due to the combination of heavy casualties from the terrorist attack and the restrictions on centaur territory Magorian and Bane are demanding an independent, self governed, centaur state. They have refused to listen to compromise and instead assembled an army of wizards and magical creatures alike to fight the ministry if their demands are not met. Their biggest ally in the Wizarding world is Luna Lovegood, Lovegood has used her status as the Editor in Chief of the Quibbler to recruit wizards to

their cause. Minister Granger and other powerful ministry officials do not want to acquiesce to the centaurs demands, but are determined to avoid war. Minister Granger has teamed up with Firenze, a centaur who works at Hogwarts in hopes of negotiating a compromise. Her idea is to give back to the centaurs every piece of land that was taken from them by the ministry, but not a self governed territory. She believes that if she allowed the centaurs to have their own self governed territory it would be the first step to the breakage of the Wizarding World. All attempts to negotiate have been rebuffed by tribe leadership. The situation is extremely precarious and unless something gives war is inevitable.

Freedom of the Press Rita Skeeter’s pureblood witch hunt has brought down a maelstrom of bad press upon the Ministry. The Minister’s office is constantly flooded with letters from angry wizards and witches who are clamouring for the arrest of the Malfoys, the Notts, etc. Due to this the Ministry has considered censoring Skeeter to calm the agitation because they fear the situation will escalate into violence. Luna Lovegood also stands to be censured by the Ministry. Due to the Quibbler’s support and active recruitment for the centaur movement some in the Ministry have accused her of being unpatriotic or an agitator. They want Lovegood arrested and the Quibbler shut down for good. Ministry Bill 212, which was passed after the war with Voldemort criminalizes newspapers that promote language that could lead to the incitation of violence. Both Skeeter and Lovegood stand to suffer for it.

Muggle Relations/The Attendance of Muggle Born Children at Hogwarts British Prime Minister Theresa May has expressed great concerns about the relationship between the Wizarding and Muggle worlds. Due to the destruction of the tower bridge and the resulting casualties she has chosen to cut ties with the Ministry of Magic. May also wants all the muggle born children currently attending Hogwarts to be sent home. The worry is that if the Muggle Born students stay at Hogwarts it will open them up to attack as was the case during Voldemort’s reign. Minister of Magic Hermione Granger has refused to entertain such an idea. She feels turning away muggle borns is exactly what Voldemort wanted. John Clayton, the only remaining liaison between the two governments has been tasked with ensuring the muggleborns’ return to the muggle world. Despite his many attempts to sway Minister Granger, she refuses to hear him out. Minister Granger is backed by Hogwarts Headmistress Minerva McGonagall, Head of the Department of Magical Law Enforcement Harry Potter,
