How can your community receive a professional report that provides recommendations on improving your community in the areas of historical preservation, urban forestry, environmental awareness, landscaped areas, floral displays, overall impression, and community involvement? The quick answer is to participate in America in Bloom.

America in Bloom is a national awards program based on building pride in your community through best practices, and through the implementation of recommendations made by volunteer judges who are expert horticulturists, arborists and civic leaders. Teams of two judges spend two to three days in your community annually, visiting with your residents, and meeting with elected officials and volunteers to learn about how you are effecting change through thoughtful, informed decisions and everyday operations. They follow up with a written evaluation that cites areas where the town is doing well and offers suggestions for improvements. Sometimes they even offer resources for grants.

The America in Bloom program is designed to provide each community with a bloom rating based on scores earned in the six criteria. Judges do not score communities against each other, but simply on the municipality’s own potential for improvement. Population Awards and Outstanding Achievement Awards are given each year at the annual America in Bloom Symposium. The Symposium provides communities with an opportunity to share information, learn about each other, and hear from subject matter experts in many fields. The Symposium also provides hands-on tours in communities that have been successful in planting pride in their communities based on the America in Bloom program. The next Symposium will be in Holliston, Massachusetts, October 5-7, 2017.

How did Edmonston become involved? Members of the Green Team led the effort for Edmonston, developing goals and objectives in the Sustainable Maryland Program that mirrored the six criteria evaluated by America in Bloom. The Green Team also served as the host committee for the judges’ visit. One of the highlights of the judges’ visit is the presentation of door hangers to residents recognizing achievements in a particular criterion.

Dr. Samuel Betances “The Benefits and Value of Diversity” Dr. Samuel Betances is an internationally renowned consultant, educator, author, workshop leader, and motivational speaker in the field of multiculturalism, diversity, and inclusion. His personal story is compelling: a school dropout who rose above inner city poverty, the stigma of being from a minority group with English as his second language, the pain of losing family members to gang violence and drug overdoses – yet going on to earn a Doctorate from Harvard University. Dr. Betances will talk about the attitudinal barriers and unconscious biases that each group brings to the workplace, with a special emphasis on those issues affecting trust and communication across cultures and generations. He will discuss the differences between Diversity, Inclusion, and Affirmative Action programs and how all work together to add value to the community. Real life examples of obstacles in the workplace and value-added strategies for eliminating barriers, microinequities, and aggressions will be provided. Audience members will get practical tips and become better prepared for creating a culture where talent has no boundaries, real or perceived. Banner City/Town Recognition The Banner City/Town designation, sponsored by Musco Sports Lighting, is MML’s highest member achievement award. Banner Cities/Towns are municipalities that have demonstrated an outstanding commitment to MML programs and activities during the past year. Those cities and towns earning the Banner City/Town designation for the period June 1, 2016 – May 26, 2017 will be recognized during the Business Meeting. Exhibits Ocean City’s Convention Center includes a huge exhibit area, which we expect to fill with 220+ exhibitors. Explore the wide array of products/services that will be displayed in the exhibit area, as well as booths from state agencies. Past MML conference attendees report that by doing business with a conference exhibitor they saved significant amounts of money from what their municipality had previously been spending for the same service or product.

This special neighborhood in the Dockside Exhibit Hall features exhibits from cities, towns, and MML departments. Space in the Municipal Main Street section is filling up quickly. Please visit MML’s website to contract for display space for your city/town. Exhibiting on Municipal Main Street provides your municipality with the opportunity to showcase your projects, events, and attractions. Visiting these municipal displays is an excellent way to learn from each other.

Lunch will be served in both exhibit areas on Monday and Tuesday. The exhibitors are an important part of MML’s conference, and the knowledgeable booth personnel can offer suggestions on new and better ways of providing municipal services. Review the conference schedule and block out time to visit the exhibits and learn how these businesses and government agencies can help your municipality.

Commerce Day in Exhibit Areas. Municipal department heads and employees who do not normally attend the conference are invited to visit the exhibits on Tuesday, June 27 from 10:00 a.m. – 2:30 p.m. The cost is $50 per person and includes lunch. There is no pre-registration for Commerce Day – just come to the Convention Center on June 27 after 10:00 a.m., pay the fee, and you will receive a special pass to the exhibit area. Commerce Day registrations are limited to city and town officials and municipal employees only.

Children’s Access to Exhibit Areas. Children (under age 16) will be permitted in the exhibit areas only on Tuesday, June 27 from 1:00 p.m. – 2:30 p.m., and they must be accompanied by a registered adult at all times.

Parking & Transportation All MML conference activities will be held at the Roland E. Powell Convention Center, 4001 Coastal Highway, Ocean City. Although lots of free parking is available at the Convention Center, we encourage attendees to take advantage of Ocean City’s excellent bus service as a way of relieving traffic congestion in the summer resort. As the host town for MML’s conference, Ocean City’s Mayor and Council have generously agreed that MML conference attendees can ride Ocean City’s buses (including handicapped accessible buses) free of charge on June 25, 26, 27, and 28. Just show your 2017 MML conference name badge to the bus driver, and you will not have to pay any fee. Please take advantage of this environmentally-friendly way to travel to MML conference activities.

TED-Style Learning Ted Talks represent a concise (18 minutes or less) and passionate approach to public speaking, that focuses on life's journeys more than outcomes. At this year's summer conference, Seat Pleasant Mayor Eugene Grant will deliver a thought-provoking Ted-style talk on the topic of Smart Cities. Learn how even smaller municipalities can harness emerging technologies and concepts such as the Internet of Things (IoT) to improve local services while building a more sustainable society.

Core Learning MML’s 2017 conference offers a full slate of Academy Core classes providing attendees with an excellent opportunity to earn the credits needed for your Academy for Excellence in Local Governance certification (see page 25 for more information about the Academy). Even if you’re not a participant in the Academy, you can still sit in on these workshops focused on providing local government officials with the “core” knowledge you need to excel in governing. This year’s Academy Core sessions are: Ethics, Basics of Risk Management, Municipal Budgeting, Employment Issues, and Effective Meetings.

Workshops As always MML’s conference includes a broad range of workshop topics chosen by your fellow municipal officials who serve on the League’s Conference Planning Committee. In addition to subject matter variety, this year’s conference will incorporate multiple presentation techniques to accommodate the many types of learning preferences within the MML membership. These will include interactive sessions, panel discussions, and traditional lecture formats, several embracing the latest in learning technology. Many of these workshops will also qualify for Academy for Excellence in Local Governance elective credit.

Interactive Forums Choose the Large City, Small Town, or Tiny Town Discussion Forum to engage colleagues from similar size jurisdictions in conversations about issues and topics of concern to your city/town. Participate in the Cabinet Secretaries Roundtable Forum to meet members of the Hogan Administration, ask specific questions about Department/Agency activities, and educate these Administration officials about your municipality’s issues and needs.

Governor Larry Hogan will speak at the dinner on Tuesday, June 27, and recognize MML’s newly elected Board of Directors.

The Distinguished Service Award honoring a state legislator will also be presented at the dinner. MML will honor city and town officials who have held elected municipal office for 20 or more years, as they are inducted into MML’s Municipal Officials Hall of Fame.

The dinner will be served buffet style to accommodate the wide variety of dietary preferences. DJ Batman will provide music during the reception and dinner. Watch the sun go down over Assawoman Bay as you enjoy socializing with your colleagues during this dinner in the waterfront ballroom.

Children’s Party MML will offer a special program at the Convention Center for children ages 3-12 so parents can enjoy the dinner. Worcester Youth and Family Counseling Services, assisted by the Berlin Parks Commission, will host the children’s party during MML’s conference. WYFCS staff will lead the children in playing games and creating fun summer crafts. A children’s fun buffet is included in the ticket price. Children must be potty-trained to participate. To attend the children’s party, parents/guardians must purchase tickets for MML’s dinner and remain in the Convention Center while their children are at the party. Children must be picked up from this party no later than 9:30 p.m. Tickets for the children’s party must be purchased prior to the conference and in addition to the registration fee. To help us plan this program, the number and ages of children who will attend the party must be listed on the registration form.

Municipal Maryland | March 2017 | 15 BBQ & Picnic Wrap up your conference experience by attending the BBQ & Picnic, the final social event of MML’s 2017 conference. Bring your family and gather with long-time or new friends for one more chance to connect with your colleagues in a social setting. This event will be held in the Dockside Exhibit Hall overlooking the Bay, where all attendees can be seated in the same room, maximizing the opportunity to mingle together. Traditional Eastern Shore fare will be served buffet style (see menu on page 23). There is a reduced rate ticket for children ages 4 through 12; there is no charge for children ages 3 and under. Tickets for the BBQ & Picnic must be purchased prior to the conference and in addition to the registration fee.

Golf Tournament Conference Golf Tournament Chairman Andy Hanko (Mayor, New Carrollton and MML’s 1998-99 President) and Vice Chairman Doug Miller (Town Manager, Ocean City), assisted by Ocean City Councilman Dennis Dare, are busy planning another outstanding day of fun for golfers on Sunday, June 25 at the Eagle’s Landing municipal golf course. MML arranged for discounted rates at 12 Ocean City hotels (see page 29). You must specify that you are with the MML conference to obtain these discounted rates.

Please help MML be a good partner with these hotels! When making your reservation:

1. Give the hotel a credit card number which will be charged for one night’s stay; or

2. After making your reservation, immediately send the hotel a municipal or personal check for one night’s stay. The hotel must receive your check within seven days of making your reservation or your reservation will be cancelled. No exceptions!

Municipal Maryland | March 2017 | 29 30 | March 2017 | Municipal Maryland Municipal Officials Hall of Fame The Maryland Municipal League’s Hall of Fame honors current or former municipal officials (living or deceased) who have served 20 years or more as a municipal elected official. Inductees will be recognized at the summer conference in Ocean City during the dinner* and their names will appear on a special plaque displayed at the MML office in Annapolis. The names of the inductees will also appear in the Summer Conference Program if the information is received by April 17.

Inductees must have completed at least 20 years as an elected municipal official by June 30**. This recognition is on-going. If you will complete 20 years of municipal elected service this year, but after June 30, you are eligible to be inducted into the Hall of Fame the following year. Terms of service need not be consecutive. If you, or someone you know qualifies for this recognition, please provide the following:

In a day of action on Capitol Hill, representatives from 20 state municipal leagues, including MML President Tracy Gant (Mayor, Edmonston) and Executive Director Scott Hancock, met with members of Congress to tell Representatives and Senators why municipal priorities – including infrastructure and protecting Senator , MML President Tracy Gant, and League municipal bonds – will help move America forward. The day of action took place February 8 and was coordinated by the National League of Cities. Executive Director Scott Hancock.
