Residential Completions

• In the period 1st April 2007 to 31st March 2008, a net total of 3,899 dwellings were built within Leices- tershire, Leicester and Rutland

• Of these, 942 dwellings were built in Leicester City, 2,867 were built in the Leicestershire Districts and 90 were built in Rutland

• The annual build figure for 2007-08 was down by 300 dwellings from the 2006-07 figure (4,199)

• Total net completions from 1st April 1996 to 31st March 2008 stood at 42,059. The Leicestershire, Leicester and Rutland Structure Plan 1996-2016 has a total Plan requirement of 63,000 dwellings. Twelve years into the Plan period, completions represent 67% of this figure

• The average annual build rate across the Structure Plan period between 1996-2008 stands at 3,505 dwell- ings per year. This is 11% over the required 3,150 dwellings needed per year to reach the Structure Plan requirement (a saved policy until the issue of the new Regional Spatial Strategy)

• Of net residential completions between 1996 and 2008, 56% (23,645 dwellings) were located on previously developed land (PDL) compared to 44% (18,414 dwellings) on Greenfield land

Residential Land Supply

• Of the Planning Authorities within the Structure Plan Area, Blaby, Charnwood, Hinckley & Bosworth, Leicester City, Melton, North-West Leicestershire, Oadby & Wigston and Rutland have an over- provision of residential land in terms of the saved Structure Plan policy on dwelling supply

• Of total residential supply, 65% (49,598 dwellings) is located on PDL, with 35% (26,770 dwellings) on Greenfield

Affordable Housing

• For the current monitoring year, 16% of dwellings built in Leicestershire, Leicester and Rutland are af- fordable (as defined by current government guidance)

• Concerning all new dwellings built, for the current monitoring year, Oadby & Wigston, Rutland and Mel- ton have had the most affordable housing built (33%, 27% and 23% respectively)

• Of all affordable dwellings built, 74% are classified as ‘intermediate’ and 26% as ‘social’

Purpose of the Report

The report provides a useful overview for individuals and organisations requiring information on provision for residential land development in Leicester, Leicestershire and Rutland, especially regarding specific sites and de- velopments. The data collated for this report also provides information for other areas of the County Council’s work, including education and transport provision. In addition, the data contributes to work by the Research and Information Team in areas such as population estimates and economic development. For further informa- tion on the individual work areas of the Research and Information Team, refer to the web address in the back of the report.

The Annual Residential Land Monitoring Report is prepared in consultation with the seven Local Planning Au- thorities in Leicestershire and the Leicester City and Rutland County Council Unitary Authorities (1). This docu- ment complements residential land reports collated and published by the seven Districts and two Unitary Au- thorities, and presents residential land (2) information for the whole of Leicestershire, Leicester and Rutland Joint Structure Plan Area. Figures for Leicester City and Rutland Unitary Authorities have been included for plan area totals only by permission of the Councils. Detailed site information for Leicester City and Rutland Unitary Au- thorities are available directly from the Councils concerned.

Policy Background

The Annual Residential Land Monitoring Report contributes to the implementation of the Structure Plan by pro- viding data on the supply and availability of residential land in Leicester, Leicestershire and Rutland.

The Leicestershire, Leicester and Rutland Joint Structure Plan, adopted in March 2005, covers the period 1996 to 2016, and complies with the East Midlands Regional Spatial Strategy (RSS8) published March 2005. The fig- ures in this monitoring report reflect the fact that local plans in the county of Leicestershire have an end date of 2006 and certain policies within these plans have been saved until the adoption of Local Development Frame- works. The Replacement City of Leicester Local Plan makes provision for the Structure Plan’s housing provision up to 2016.

Under the provision of the Planning & Compulsory Purchase Act, policies of the Structure Plan will be ‘extended’ as part of the development plan until the adoption of the replacement East Midlands Regional Spatial Strategy (Regional Plan, RSS8)), which will set out housing provision up to 2026. Two policies have been ex- tended; housing policies 1 and 3. The Draft East Midlands Regional Plan RSS underwent an Examination in Pub- lic between May and June 2007 and the panel report was published in November 2007 with proposed changes published in July 2008. More information may be obtained from the Government Office for the East Midlands (GOEM) (see web link on last page).

Affordable Housing is defined in Planning Policy Statement 3. It include social rented (owned and managed by Local Authorities and Registered Social Landlords) and intermediate housing (housing below market prices and rents). Policies are being developed through the emerging Regional Plan, and Local Development Frameworks, and the provision of affordable housing is now being monitored.

Terminology & Content

The report includes details of both 'supply' and 'availability'. 'Supply' refers to land which has contributed to- wards the Structure Plan requirement because the site has either been completed, is under construction or

'Availability' excludes completions and sites under construction, but includes Local Plan allocations and is provided in order to assist developers and others who are investigating potential sites for development. Tables and graphs are provided to show the total availability of residential land (3) including the availability of Greenfield and previously developed land (PDL) (4) available for residential use.

The report sets out (Appendix 2) a schedule of large sites (5) in Local Authority order that are considered to be suitable for development either as allocations, with planning permission, or sites under construction. It provides a detailed site by site assessment of the amount of land that is available or potentially available for development in each area. Within each area, sites are listed by Parish or Settlement. The current status and size (dwellings) of each site is also provided. Appendices are included to show site availability details for each of the seven Dis- tricts in the plan area, methodology for assessing total land availability, .

Notes

(1) The Residential Land Availability Report is based on figures and site details supplied by Officers of the District or Local Authorities responsible. Leicestershire County Council accepts no responsibility for errors or omis- sions or decisions based upon those errors or omissions where the error or omission is derived from those figures and site details or any source supplied by a third party and compiled by Leicestershire County Council.

(2) Residential land is land allocated in Local Plans, with planning permission for development or is under con- struction on 31st March of the reporting year . All the Local Planning Authorities have unimplemented local plan allocations in their adopted local plans, but not all of these may be carried forward into provision after the end of the local plan period. Local plan allocations have not been included in the residential land supply tables. Site details are included for availability in Appendix B.

(3) On adoption of the replacement RSS8, the CLPA will cease to be used as a tool for implementation and monitoring. The Principal Urban Area (PUA) will be used and will consist of the built-up extent of the . In addition, Planning Policy Statement 3 (Housing) states that authorities should aim to plan for all housing development within the first five years of the plan in progress. As a result, Small Sites Allowance will not constitute part of supply. In accordance with Planning Policy Statement 3 (Annex C, 2006) Local Authorities are now required to carry out a Strategic Housing Land Availability Assessment (SHLAA) to identify future sources of land for housing and sites identified will be included in Land Allocation Documents as part of Local Development Frameworks.

Calculations are made using the following criteria:

Supply

• Large site (10 or more dwellings) total completions for each year of the plan period completed by 31st March of the monitoring year. • Small site (9 or less dwellings) total completions for each year of the plan period completed by 31st March of the monitoring year. • Large site planning permissions (outline and detail) outstanding at 31st March of the monitoring year. • Large site dwellings under construction at 31st March of the monitoring year. • Small sites allowance, per year, multiplied by remaining years of the Plan. • Urban capacity still outstanding, without planning permission, or allocated in local plans. A county-wide urban capacity study conducted was in 2000, since then, all districts have completed their own surveys which supersede this figure. For more information on urban capacity, please contact the authority in question. • Demolitions are subtracted from completions • Conversions are added to completions • Net change of use to/ from added to figures

Greenfield/ PDL (previously developed land) split

• Large site completion totals are split, to give separate totals for green/previously developed land (PDL). • Small site completions are split, to give separate totals for Greenfield/PDL. • Demolitions are deducted from PDL totals, usually small sites. • Conversions are added to PDL totals, usually small sites (conversion of two dwellings into one is treated as a minus). • All planning permissions, and dwellings under construction are split, to give separate totals for Green/ PDL. • Remaining urban capacity, is split, to give separate totals for Greenfield/PDL. • Small sites allowance is split using past completion data from 1996 onwards to give percentage totals for Greenfield/PDL.

Please note:

The Central Leicestershire Policy Area is no longer used to assess the pattern of residential development. It is envisaged that the CLPA will be replaced by the Leicester Principal Urban Area (PUA) as a policy tool with the adoption of the new Regional Spatial Strategy (RSS8).

The following pages show site availability for Leicestershire, including site details for Local Plan Allocations. A number of districts have unimplemented local plan allocations in their adopted local plans. Paragraph 37 of PPS3 states that local planning authorities should revise their plans to take account of the guidance set out in PPS3. Accordingly, unimplemented local plan allocations should not be carried forward into the new Local Development Frameworks without a careful examination of their compatibility with new national and strategic guidance, compared with other new sites that may be identified through the Local Development Framework process. For any sites that are carried forward, the opportunity should be taken to review the density to ensure it is in line with current guidance
