This is a view of the great successes happening at VUU, the state of the university and, where we are with regards to our strategic plan. Our main focus is to be recognized as one of the top HBCUs in the country and the #1 HBCU in the Commonwealth of . We have much to celebrate, as we marked our 155th Anniversary of continuing our commitment to excellence and diversity . In this report, you will read success stories of students who enrolled at Virginia Union University and are now realizing the impact of their degree. Be sure to read about Mr.Christian Rowe who came to VUU aspiring to enter the field of education. He graduated with a degree in biology education and is now a teacher in the Richmond Public School system. Our goal for academic success is to grow our research program and funding. VUU is making great strides in this area which will help our STEM, Theology, and student success programs. This has been a unique year dealing with the COVID-19 global pandemic and unrest over social injustice. I am very proud of our students’ resilience with the transition to virtual-based learning, social distancing, and changing guidelines with regard to maintaining health and wellness. Despite all of this change, VUU is stronger than ever before. We are growing, in the areas of technology and safety, at a rate that was not imagined before the pandemic. 6 | VIRGINIA UNION UNIVERSITY ANNUAL REPORT 2019–2020 VIRGINIA UNION UNIVERSITY ANNUAL REPORT 2019–2020 | 7 ACCREDITATION REAFFIRMATION Every 10 years, Virginia Union University seeks accreditation reaffirmation from the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). 2020 was VUU’s year for review and due to the COVID-19 global pandemic, the university became the first academic institution to have an all-virtual accreditation visit. The SACSCOC reaffirmation committee held four days of review and feedback during the week of July 30, 2020. Accreditation is awarded on the basis of an institution maintaining strong leadership, practicing efficiency and stability in their business practices, and supplying adequate support services for the student body, among other things. “We look forward to reaffirmation of Virginia Union’s accreditation next year. Accreditation is a hallmark of high-quality educational institutions. It acknowledges the University’s commitment to excellence in delivering strong academic programs, ensuring accountability, promoting student learning, and sustaining integrity, efficiency, and continuous improvement in its operations,” said Dr. Terrell Strayhorn, Provost and Senior Vice President of Academic Affairs. A highlight of the visit was the response of the committee to VUU’s Quality Enhancement Plan (QEP), “Tomorrow Starts Today.” The SACSCOC evaluation team commended VUU for developing a comprehensive approach to combining student critical thinking and reflection through the university’s Noble Nine Achievements. The QEP plan includes a five-year longitudinal study to track the progress of first-year students through graduation and the year after. The goals of the QEP are to: • Enhance students’ ability to evaluate preferences and goals as they plan their major and career. • Enhance students’ understanding and practice of metacognition. • Identify and implement strategies and interventions that are more likely to enhance a student’s ability to critically analyze and evaluate their preferences and goals as they explore and select their major and career. • Enhance classroom instructors’ ability to use teaching strategies that enhance students’ ability to critically evaluate their preferences and goals as they explore their major and career. The university expects to be awarded reaffirmation of its accreditation in December 2021. Additionally, VUU will offer new academic programs including an Executive MBA, MS in Hospitality Management, MS in Biology, MS in Public Health, and MA in Political Science.

That’s the goal of the Board of Trustees approved 2020-2025 Strategic Plan which will guide the University’s decisions to offer Best-In-Class policies, procedures, and customer service. The benchmark for achieving such accomplishments is providing students with educational, experiential, and workforce development opportunities and being recognized by revered national associations, journals and publications. Additionally, VUU aims to provide continuing academic opportunities by adding specialty certifications as well as additional graduate level programs, while also being a continuous resource for our alumni and community constituents.

VIRGINIA UNION UNIVERSITY ANNUAL REPORT 2019–2020 | 11 KAMRYN YOUNG ‘20 SETS HER FOCUS ON GRADUATE SCHOOL Kamryn Young was voted Miss Virginia Union University for the 2019 – 2020 academic year. A native of Orlando, FL, Young graduated with the class of 2020 in the first virtual commencement celebration. Her elegance as Miss VUU is in stark contrast to her dominance on the volleyball court. A natural born leader, Young was voted team captain at the start of her senior season and was inducted into the VUU Honors program as an incoming freshman. Young maintained placement on the Dean’s List throughout her 4 years at VUU. Majoring in Business Marketing, Young chose to attend Virginia Commonwealth University following her graduation. She will begin her graduate studies at the VCU Brand Center. “VUU gave me the confidence to know that I can make it in this industry. I am going to revolutionize the world of Branding and Marketing. I have no doubt that this graduate program is going to have its moments but I know I can go into this program and know I have been equipped with everything I need and all my preparation came from right here at VUU.

The 2020 graduate knew he wanted to be an educator and set his focus on achieving that dream “I knew when I arrived on campus everything I wanted to do by the time I graduated. Some things went according to plan, a few things did not, and some needed to be altered but overall I’m pleased with everything I was able to accomplish. Majoring in Biology Education, Rowe graduated and went on to work for Richmond Public Schools. Although the year hasn’t been traditional, Rowe seems to be adjusting well to the virtual teaching platform. He looks to grow in the public school system with aspirations of taking on more administrative roles and ultimately being appointed as principal of a school one day.

The idea for the Center came from recognition by President Lucas that a center focused on researching and studying HBCUs did not yet exist at an HBCU. The center’s timing and location put it in a unique and powerful position to pursue its agenda to help historically black colleges and universities thrive to and through the future. HBCUs have a history as institutions where students can gain access to higher education, and the Center for the Study of HBCUs hopes that it can preserve that access through ensured sustainability by using evidence-based insights from its work to remove barriers and solve problems that threaten the continued existence of HBCUs. The Center will conduct original and collaborative research, host lecture series, webinars, and publish policy reports, as well as benefit from the engaged Senior Fellows, Faculty Fellows, and advisory board members. 16 | VIRGINIA UNION UNIVERSITY ANNUAL REPORT 2019–2020 VIRGINIA UNION UNIVERSITY ANNUAL REPORT 2019–2020 | 17 HISTORIC ALLIANCE TO PROVIDE EDUCATIONAL OPPORTUNITIES FOR AFRICAN AMERICAN AND HISPANIC STUDENTS Virginia Union University announced a historic alliance with the Virginia Hispanic Foundation (VHF) and the Virginia Hispanic Chamber of Commerce (VAHCC). They will jointly promote education opportunities to interested students who are considered socially and economically disadvantaged. This is the first collaboration of its kind in the country and will help create greater access to a quality and affordable higher education to people of color. Hispanic students are the youngest demographic in the U.S. and fastest growing segment of our labor force, with the lowest high school and college graduation rates out of any demographic. The VHF’s Passport to Education Programs aim to support the aspiration of Hispanic students in their journey to be proactive and successful leaders in the community, through education and mentorship. The collective alliance is designed to: 1. Enhance, promote, create and develop educational opportunities, economic programs, cross cultural understanding and diversity inclusion initiatives as well as cultural engagement advocacy for the Hispanic and African American communities at large. 2. Assist socially and economically disadvantaged students to acquire a strong educational foundation. 3. Support the students through resources that VUU and the VHF collectively possess. This historic alliance marks a key moment in VUU’s dedication to academic excellence, cultural diversity, and student success in today’s global society. By pledging to provide a supportive campus culture to enhance the learning experience of Hispanic and other disadvantaged students, VUU places itself in the forefront of HBCUs that have committed to become true engines of transformation and innovation.

VUU will engage and cultivate a new generation of global leaders through the study of effective advocacy of social justice causes. Students will be empowered to identify and define their social justice. The School of Game Design and Development is an innovative academic offering that meets the growing interests of our 21st Century students while creating durable pathways to rewarding careers. The Game/Gaming industry generated over $100 Billion in revenue in 2018. National data shows strong career recruitment of “gamers” in the government sector and in professional service industries.

18 | VIRGINIA UNION UNIVERSITY ANNUAL REPORT 2019–2020 VUU INTRODUCES NEW ACADEMIC SCHOOL— SCHOOL OF LATIN AMERICAN AND CARIBBEAN STUDIES / UNIVERSIDAD Virginia Union University is the first HBCU in the country to open a school dedicated to the teaching and research of issues related to the peoples and cultures of Latin America, the Caribbean, and U.S. Latino communities. The School of Latin American and Caribbean Studies/Universidad began offering classes during the Fall 2019 semester. VUU’s recruitiment of Latino/a students will help provide a more diverse campus and lead to the University being recognized as a Hispanic Serving Institution (HSI). Dr. Ingrid Bircann-Barkey is the Dean of the academic school. She has more than twenty years of experience in higher education in the fields of Spanish, Latin American and Caribbean studies, qualitative research and curriculum development in both the United States and the Dominican Republic. As an interdisciplinary scholar, Dr. Bircann-Barkey has a wide range of academic and research interests including: foreign language teaching methods, Colonial Afro-Latin America, and women’s work in the Caribbean. She has been the recipient of a Ford Foundation Graduate Studies Fellowship in Gender Studies in Global Perspectives as well as outstanding faculty awards. Dr. Bircann-Barkey holds a BA in Anthropology from , and a MA and PhD in Spanish/ Latin American, Caribbean and U.S. Latino Cultural Studies from the University at Albany-State University of New York (SUNY).

The University has a long-standing commitment to the financial and economic impact of operational business practices that will promote sustainable growth to the institution and the surrounding area.

20 | VIRGINIA UNION UNIVERSITY ANNUAL REPORT 2019–2020 UNDERGRADUATE TUITION RESET For the 2019-2020 academic year, VUU reduced its tuition rate by 32-percent which amounts to a difference of $5,000 in cost. This change reset the tuition rate back to what it was a decade ago and moved the university towards its goal of offering greater access and affordability to a more diverse student body. It is also a first step towards reducing student debt and offering graduates long-term financial stability after graduation. The tuition reset is part of the university’s “Access to Excellence” initiative. VUU generated the new financial structure after months of investigating tuition, room and board, and fees of peer universities in Virginia and comparable universities nationally. A close review of the cumulative amount of student loans and default rates of those loans was also conducted. The study concluded that resetting the cost of tuition makes VUU the highest value and lowest cost HBCU in the Commonwealth of Virginia. The new annual undergraduate tuition is $10,530­­­­­­­­­­­­­­­­­­­ plus $1,753 in fees. That amounts to $351 per credit hour, a 32-percent reduction. In addition, 97% of VUU’s students receive financial aid and some also qualify for state and federal awards. For the first time, VUU is also offering extended payment options to include 5 or 6 year payment ENTREPRENEURIAL ENTERPRISE plans to help reduce the monthly payments. Its mission is to help small businesses prosper through increased revenue and job creation thereby raising the standard of living for all Virginians.

22 | VIRGINIA UNION UNIVERSITY ANNUAL REPORT 2019–2020 RE:UNION—EXCELLENCE, REIMAGINED COVID-19: MAINTAINING ACADEMIC EXCELLENCE As COVID-19 turned the world upside down, it seems like it may have accelerated the productivity of Virginia Union University. The resilience of VUU has shined bright in the wake of this pandemic as the university looks to implement technology and practices that will surpass that, of which the new normal requires. In addition to the immense influx of sanitizing and disinfectant measures, VUU has adjusted well. Recent upgrades in campus technology will increase the virtual reach the university has globally. Director of Integrated Technology, Tunesha Witcher, is credited with much of the virtual overhaul that VUU has taken over the last six months. Building the online program, creating policies & procedures, and writing the prospectus to the accreditation committee granting VUU approval to begin using the updated technology. Following the approval, Withcher also developed the Training Course faculty would use to become acclimated to the new technology used throughout the campus. When Witcher first arrived, prior to the pandemic, VUU had 17 Distant Learning Courses (12 undergraduate and 5 Graduate), 18 faculty with prior online teaching experience, and 4 faculty completed the online intensive training course. Following, over 70 faculty, dean, and adjuncts receive training and a total of 375 course were flipped to a virtual format (316 undergraduate and 59 graduate courses). Students and parents seem to be in favor of the proposed changes, as VUU is on track to set record numbers in student retention even in the wake of the pandemic.

VIRGINIA UNION UNIVERSITY ANNUAL REPORT 2019–2020 | 23 COVID-19 BUSINESS CONTINUITY: BUILDING A NEW UNIVERSITY As Virginia Union makes strides in the university’s tech expansion, the day to day of managing business continuity has seen a major overhaul from what most are use to. Erring on the side of caution, VUU has implemented a new structure of business operations and safety procedures. For example, The university will be implementing a number of virtual payment options to mitigate the exchange of cash on campus lessening the number of face-to-face interactions among members on campus. Options like ApplePay and online payments will give modern options to the student of the 21st century. Meetings of any sort must be previously approved and must follow social distancing guidelines throughout campus. Virtual appointments will be available for all major departments on campus such as student accounts, financial aid, and the registrar. Meetings for student advisement has also moved to a virtual-only platform. We take pride in the decisions made and the protocols put in place, in order to keep the campus community as safe as possible” said Dr. Allia Carter, COO at Virginia Union University. “We are no exception to the changes that were needed to make in order to adapt to the times we’re currently in, however, we wanted to ensure that the transition was as seamless as possible. We have implemented a lot of new technology, and it has made our campus more equip to handle the volume of technological capabilities we look forward to consistently upgrading and improving. Along with the virtual upgrades that have been made, the campus also made changes to minimize exposure to the physical presence on campus as well, such as a Graham street only entrance. Moving forward, anyone visiting the campus must go through the security checkpoint. Before entering campus a daily wellness check is required. University police must also approve campus visits. Student visitation in suspended until further notice and a campus curfew is in effect nightly at 11:00 pm. At the close of the fall semester, the university was able to keep positive Covid cases under 3% among students, faculty, and staff. As the university prepares for reopening in the spring semester, VUU strives to improve on the protocols already implemented to decrease that number even more.

Our plans have been developed to align with guidance provided by public health experts, the Commonwealth of Virginia, and the Virginia Department of Education as we have implemented a number of protocols that will keep the university safe. Given the history of virus’ transmission, we state upfront that our plan to repopulate the campus is intentionally fluid and flexible. This enables our capacity to employ interventive and preventive measures to maintain our campus community’s safety and wellness. These emerging guidelines, precautions, and best practices are being used to inform how VUU plans to repopulate its campus gradually over time with safety as our top priority. With over 300 students on campus, COVID-19 cases never exceeded 3% positive test rates. Per the VUU Approved COVID Reopening Plan all employees are required to complete COVID-19 safety training.(Those who have not completed the training will be contacted by HR and provided with instructions on how to access training. A MANDATORY test will be required in order to receive acknowledgement for having participated in the training session. All members of the VUU community are expected to fully comply with all policies, protocols, procedures, and guidelines outlined in this document and elsewhere. 26 | VIRGINIA UNION UNIVERSITY ANNUAL REPORT 2019–2020 BRAND PRESTIGE MARY LUMPKIN DRIVE Virginia Union University officially marked its 155th Anniversary during a celebratory Founders Day Convocation on Friday, February 7, 2020. Virginia Delegate Luke Torian (D-52), who is a graduate of the Samuel DeWitt Proctor School of Theology, was the keynote speaker and spoke on the impact VUU made in his life. Torian is the first African American to chair the powerful, budget-wielding House Appropriations Committee in the Virginia House of Delegates. VUU presented Del. Torian with the Steve & Doris Bullock Presidential Medal of Honor. It is presented, at the president’s discretion, to individuals who display unwavering support which contributes to the values, mission, and success of Virginia Union University. At the conclusion of the Convocation, students and attendees gathered at the campus entrance outside of the L. Library to remember Mrs. Mary Lumpkin. She is, by all rights, the “Mother of Virginia Union University.” After the Civil War, She willingly leased space inside the former Lumpkin’s Slave Jail when the American Baptist Home Mission Society (ABHMS) decided to open a school in Richmond, Virginia for newly emancipated slaves. To honor Mrs. Lumpkin, VUU named the roadway that circles the campus, from the Wilder Library to Graham Street, as Mary Lumpkin Drive. It was unveiled along with a marker during a dedication service presided over by University Pastor Angelo Chatmon. The marker reads, Virginia Union University is grateful for Mary Lumpkin “Mother of “VUU” who lived 1832-1905. Mrs. Lumpkin provided space at the former Lumpkin’s Slave Jail, known as the Devil’s Half-Acre, to give newly emancipated slaves an opportunity for education and advancement. That space was turned into God’s Half-Acre and birthed Virginia Union University.” Mrs. Mary Lumpkin was born a slave and was owned by notorious slave trader, Robert Lumpkin who held thousands of slaves at the Lumpkin’s Slave jail. Due to his brutal treatment and the horrible conditions inside the jail, it was referred to as the “Devil’s Half Acre.” She bore his children and was eventually married to him. At his death, she inherited the slave jail which enabled her to lease space to the ABHMS to offer a religious-based education to newly emancipated slaves. Eventually, the ABHMS founded four institutions that would later merge to form the “Union” that gives Virginia Union University its name. They are: Richmond Theological Seminary, Wayland Seminary, Hartshorn Memorial College, and Storer College.

Virginia Union University hosted the 42nd Annual Community Leaders Breakfast to honor Dr. Martin Luther King Jr. on Friday, January 17, 2020. Close to 800 people, including Virginia Governor Ralph Northam and Lt. Gov. , attended the breakfast which was held at the Richmond Marriott Downtown. The Keynote Address was delivered by Virginia House of Delegates Speaker Eileen Filler-Corn (D-41) who is the first woman and the first person of jewish faith to hold the esteemed title of speaker in the Commonwealth of Virginia. Speaker Filler-Corn vowed that the work of the legislature would show progress and forward movement with a focus on putting an end to the school-to-prison pipeline and strengthening voting rights. Living the Dream, Inc. was birthed out of the original Community Learners Week which was organized in 1979 by the Richmond Committee of Black Clergy and the Office of Student Development at VUU. Rev. T.C. Milner headed the clergy group and Dr. Grace Pleasants directed the VUU office. The intent was to bring together the community to honor the memory and mission of Dr. Martin Luther King Jr. Pleasants served as program coordinator with Milner assisting until 1983 when Milner became program director. The week-long celebration includes a Community Leaders Breakfast and educational and cultural events throughout the city.

This is the result of not just myself, but of many people. It really shows that hard work does not go unnoticed.” Taylor coached at (1983), Virginia Union (1984-1991), Hampton University (1992-2007), Florida A&M University (2008-2012). He compiled a career record of 232-97-4 and won four black college football national championships (1995, 2004, 2005 and 2006). He also won six MEAC titles (1997-1998, 2004-2006, and 2010) and four CIAA titles 1986, 1992-1994). Taylor was a four-time MEAC Coach of the Year (1997) and (2004-2006).

VIRGINIA UNION UNIVERSITY ANNUAL REPORT 2019–2020 | 31 MEN’S CROSS-COUNTRY WINS CIAA CHAMPIONSHIP In a close finish, Virginia Union University edged defending CIAA champion Virginia State University to capture the 2019 CIAA Men’s cross country championship at Green Hill Park in Salem, Virginia on Thursday, October 24, 2019. The Panthers placed four runners in the top 15 overall as they captured the team title with 52 points Virginia State finished with 59 points and three runners in the top 15. St. Augustine’s followed in third place with 90 points. The remaining order of finish included Lincoln (111), Shaw (130), Bowie State (170), Claflin (189), Livingstone (194), Fayetteville State (196), Winston-Salem State (210) and Johnson C. Smith (320). Virginia Union Head Coach Melissa Ferry was named the 2019 CIAA Men’s Cross Country Coach of the Year while Micah Kipruto of Virginia Union was tabbed as the CIAA Men’s Cross Country Athlete of the Year in voting done by the league coaches and sports information directors. Kipruto cruised to victory in his first CIAA Cross Country Championship event, outdistancing defending champion Baron Freeman of St. Augustine’s to complete the 8,000-meter course in 25.20.3. Freeman was second with a time of 25:33.6 while Tyreese Huff of Virginia State was third with a time of 26:25.4. VUU GOLF WINS CIAA CHAMPIONSHIP Virginia Union’s Golf team under the leadership of Head Coach E. Lee Coble, earned the title of 2019 Central Intercollegiate Athletic Association (CIAA) Champions. The champi- onship match was held at the Club at Viniterra in New Kent, Virginia. This was the golf team’s first championship title since 1971. The team’s two-day scoring average was 75.8. After coming into round 2 with a narrow four stroke lead, the Panthers separated from the field on the last day to finish with a score of 607 (+31), capturing their first CIAA championship since 1971. VUU bested second place Fayetteville State, who finished with a team score of 622 (+46), by 15 strokes to sweep all CIAA contests this season.

VUU’s football stadium is the first HBCU to have FieldTurf installed by the Honey Bear Project. Lead by NFL Hall of Famer Willie Lanier, the Honey Bear Project is a visionary group of dedicated legends and heroes who believe in the goodness in all of us. Collectively, they have set out on a mission to bring together other like-minded individuals under one common goal.... to make an impactful change to our most treasured Black colleges and universities. The project seeks to install new state-of-the-art playing surfaces at nearly 36 HBCU football stadiums. The goal is to raise $50 million over the next two years with minimal to no cost to the schools, and to bring HBCU’s athletic facilities up to a competitive level by providing new turf football fields to programs playing on grass for over 50 years and resurfacing existing fields that are outdated and in dire need of repair and upgrade. Through the Honey Bear Project’s initiative, we will increase the students’ level of competitiveness while also bringing awareness to the plight of HBCU’S athletic programs. This project can also ignite new developments in those communities and foster economic growth.

The goal of the model is to ensure the resource allocation for the institution maintains a healthy and fiscally responsible position that fuels the way to Best-in-Class. The budget is predicated on a zero-based budget approach that incorporates projected revenues and subsequent constraints. The revenue is indicated by the enrollment mix of incoming and continuing students charged on a per unit cadence. The total cost of attendance is comprised of options chosen by the educational prowess of the student and incorporate a range of tuition, fees, room, and board. All factors are assumed into the model that are calculated into a pre-allocatable sum. The budget of the university utilizes three main categories that are considered prudent to its success. The first and most important category is personnel. Intellectual property is the lifeblood of the university, which is maintained through the largest portion of the budget. The second category of expenses are institutional other than personnel services (OTPS) which include fixed items germane to the continued sustainable operation of the university. The third category involves the strategic initiatives of each Vice President known as divisional OTPS.
