    CenPEG Political Situationer No. 07 10 July 2019 THE MAY 2019 MID-TERM ELECTIONS: Outcomes, Process, Policy Implications Introduction The May 2019 mid-term elections took place amidst the now familiar problems of compromised voting transparency and accuracy linked with the automated election system (AES). Moreover, martial law was still in place in Mindanao making it difficult for opposition candidates to campaign freely. Towards election time, the systematic red-tagging and harassment of militant opposition candidates and civil society organizations further contributed to an environment of fear and impunity. In this context, the Duterte administration’s official candidates and allies won most of the contested seats nationally and locally but how this outcome impacts on the remaining three years of the administration is open to question. This early, the partisan realignments and negotiations for key positions in both the House and the Senate and the maneuverings for the 2022 presidential elections are already in place. Such actions are bound to deepen more opportunistic behavior by political allies and families and affect the political capital of the presidency as it faces new challenges and problems in its final three years in office. The Senate Elections: “Duterte Magic?” In an electoral process marred by persistent transparency and accuracy problems embedded in the automated election system, the administration candidates and allies dominated the elections. This victory has been attributed to the so-called “Duterte magic” but a careful analysis of the winning 12 candidates for the Senate shows a more nuanced reading of the results. At best, President Duterte and the administration can claim full credit for the victory of four senators: Christopher “Bong” Go, Ronald “Bato” de la Rosa, Francis Tolentino, and Aquilino “Koko” Pimentel III.

The President’s directives were clear at the onset. First, the implementation of all signed peace agreements. Second, the administration is open to constitutional amendment or reform to provide the legal environment that will facilitate the full implementation of previous and forthcoming commitments. Thus, on 18 July 2016, President Rodrigo Roa Duterte approved his administration’s Six-Point Peace and Development Agenda, which shall contribute towards building a high trust society and achieving inclusive growth. The guidance issued by Secretary Carlito G. Galvez, Jr. for OPAPP’s strategic thrusts for 2021 are to continue the implementation of signed peace agreements even as the country braces for another year amidst addressing the coronavirus disease 2019 (COVID-19). The Philippine Peace Process will continue to face a number of complex challenges which include the heightened implementation of peace agreements, the continuing communist armed conflict, and the rise of radicalization and violent extremism. Rep. Feliciano Belmonte Jr. (Quezon City, 4th district) was given a fresh mandate as speaker of the 292-member House of Representatives, while Senator Franklin Drilon took over as president of the Senate. Besides the recently-closed 15th Congress, Speaker Belmonte also led the House, although briefly, during the remainder of the 11th Congress, following the assumption of office of then President Gloria Arroyo in January 2001. Senate President Drilon, likewise, had his first shot at the Senate leadership in the 11th Congress due to a term-sharing agreement with Sen. Blas Ople, following the death of then Senate Pres- ident Marcelo Fernan. Drilon was supposed to serve for the last part of the 11th Congress, if not for his withdrawal from the administration coalition of then President Joseph Estrada, leading to his removal from the position in November 2000. The following month, the Senate, acting as an Impeachment Court, began the trial of President Estrada, with Belmonte as the lead prosecutor. Senate President Drilon and Speaker Belmonte are vice-chairmen of the ruling Liberal Party, where President Benigno Aquino III sits as its chairman.
