Roosevelt: Tonight, sitting at my desk in the White House, I make my first radio report to the people in my second term of office. I want to talk with you very simply tonight about the need for present action, the need to meet the unanswered challenge of one-third of a nation ill-nourished, ill-clad, ill-housed. The Courts, however, have cast doubts on the ability of the elected Congress to protect us against catastrophe by meeting squarely our modern social and economic conditions. In the last four years the sound rule of giving statutes the benefit of all reasonable doubt has been cast aside. The Court has been acting not as a judicial body, but as a policy-making body. We have, therefore, reached the point as a nation where we must take action to save the Constitution from the Court and the Court from itself. What is my proposal? It is simply this: whenever a Judge or Justice of any Federal Court has reached the age of seventy and does not avail himself of the opportunity to retire on a pension, a new member shall be appointed by the President then in office, with the approval, as required by the Constitution, of the Senate of the United States. This plan will save our national Constitution from hardening of the judicial arteries. Those opposing the plan have sought to arouse prejudice and fear by crying that I am seeking to "pack" the Supreme Court and that a baneful precedent will be established. -

Barry Westin j1ii l When the Supreme Court ordered integration of public l' l : schools in 1954 following Brown vs. Board of Education, ' Virginia responded with a policy of "massive resistance." Public schools were closed in Prince Edward County between 1959 and 1964. This thesis examines the school closings themselves, but concentrates primarily on the creation, implementation, and effect of the Prince Edward County Free School Association, a privately funded school system that operated during the 1963-1964 school year. Initiated by the Kennedy Administration as a one-year, emergency program, the Free Schools were designed to reestablish formal education for the county's black children. This thesis relied primarily upon the uncataloged Free School papers, personal interviews and documents from the John F. -

It is a nonprofit activist organization dedicated to the resolution of conflicts that threaten U.S. interests. Toward that end, the National Committee identifies, articulates, and helps advance American foreign policy interests from a nonpartisan perspective within the framework of political realism. American foreign policy interests include preserving and strengthening national security; supporting countries committed to the values and the practice of political, religious, and cultural pluralism; improving U.S. relations with the developed and developing worlds; advancing human rights; encouraging realistic arms-control agreements; curbing the proliferation of nuclear and other unconventional weapons; promoting an open and global economy.
