Summary 1.1 The Food Information (Scotland) Regulations came into force on 13 December 2014. They are designed to allow local authorities to enforce EU food labelling requirements and replace the majority of the provisions of the Food Labelling regulations 1996. 1.2 One of the main requirements is that food businesses (e.g. restaurants, takeaways, bakeries and delicatessens) must declare any of 14 identified allergenic ingredients which are used in non-prepacked or loose foods that are sold or provided Community Resources sent out information packs to Renfrewshire food businesses to give advice on the requirements of the Regulations and have been checking compliance as part of routine food safety visits. 2. Recommendations 2.1 For Members’ information. 3. Background 3.1 The Scottish Parliament brought into force The Food Information (Scotland) Regulations 13 December 2014. The Regulations bring together EU rules on general food labelling and nutrition labelling into one piece of legislation. 3.2 As well as the allergen requirements outlined above that required action to ensure Renfrewshire food business were aware of the information that they have to make available to consumers, there are a number of other requirements of the new Regulations including: Nutrition labelling will be required for all pre-packed foods from December 2016; 10 of 83 A minimum font size will be introduced for mandatory and voluntary information appearing on food packaging; Country of origin information will be required for meat from sheep, pigs, goats and poultry from 1 April 2015; Date of freezing will be required for meat and unprocessed fishery products 3.3 The Food Standards Agency have produced guidance for food business operators available on their website on the requirements of the Regulations as well as online training resources to allow them to train their staff. Information about how to access these resources was included in the packs Community Resources sent out to Renfrewshire food businesses. Community Resources will continue to provide advice and signpost training resources available to support businesses as part of our routine work. 3.4 In terms of the Council’s own catering operations, the Business Regulation team have been working with colleagues in Site Services to provide information, advice and training on the requirements of the Regulations and to ensure consumers, in particular in our schools, are properly protected.
