As Commissioner of MMB, Myron is the chief financial officer, the chief accounting officer, the state controller, and head of human resource management and employee insurance for over 50,000 REPRESENTATIVE state employees, and in charge of collective bargaining on behalf of the state. DUANE SAUK (25A) Before joining MMB, Myron served as the Commissioner of Reve- nue for four years. While at Revenue, his nearly three decades of tax law expertise as well as strong business and managerial expe- REPRESENTATIVE rience helped Governor Dayton overhaul the state’s tax system to make it more fair and equitable. DUANE QUAM (25B) Before joining the Dayton Administration, Myron served as presi- dent of Leeds Precision Instruments, a manufacturing and distribut- ing company in Golden Valley, Minnesota. Rochester and Olmsted County’s business and service sector has been hit due to the pandemic, in a similar fashion to other communities around the state. The entities signed below have come together to work jointly since the pandemic in a local, coordinated effort titled “Rochester Ready” to ensure a safe and resilient recovery for the area. This unique public- private partnership group has assisted and communicate with local businesses and the community. We encourage you to also come together as state leaders during this extremely challenging and dynamic time to assist communities and businesses in need. Local units of governments in our area have thoughtfully and quickly distributed funding received through the Coronavirus Relief Fund (CRF), but much of the programs and assistance provided through that funding will expire at the end of the year. It is important that additional assistance continue into 2021, as the impacts of the pandemic will continue as well. Immediate, additional assistance for small businesses that have been impacted by the pandemic and an extension of the unemployment insurance program is critically needed in our community and for the state’s economy. There are only 3 weeks left in the session, but the Legislature still does not appear any closer to reaching a compromise on transportation. The Republicans show no sign of supporting new revenue for transportation, while the Democrats show no sign of accepting a package without new revenue. They have not discussed any compromises on transit funding. So far, the conference committee has met twice—once to review what happened in 2015, and once to look at public-private partnership policy. There has been no public discussion of new revenues for highways or for Corridors of Commerce. With the clock winding down, now is the time when we need you to contact our Highway 14 legislators, legislative leaders and the conference committee members and urge them to FIX 14 NOW! The attached document describes each award anticipated to be received by state agencies from the ARP and the estimated spending by fiscal year. Some of these estimates are based on formulaic estimates from Federal Funds Information for States, others are based on the agency’s analysis of the percentage of the total federal funds allocation that Minnesota received in the past. Additionally, some of the federal funds listed have legal authority to spend outside the LAC process in M.S. 3.3005. These funds are presented for information purposes. In those cases, the relevant legal citation for spending authority is provided. The federal awards included in the attached document that are subject to the LAC review process in M.S. 3.3005 will be approved for spending in 20 days unless an LAC member requests further review or provides a negative recommendation for a specific grant in writing by April 8, 2021. – 2015 – MINNESOTA LEGISLATIVE SCORECARD CLEAN WATER ACTION’S 2015 Minnesota Legislative Scorecard Clean Water Action’s goal is to protect and restore our lakes, rivers and streams now and for future generations. We work to protect Minnesota’s health and water by making systemic change. We educate the public, develop grassroots citizen leaders and mobilize our members to get involved in policy decisions. This is a comprehensive scorecard for the 2015 legislative session and the special session that was held in June. Clean Water Action’s Legislative Scorecard provides a permanent record that scores every Minnesota state legislator on their votes that affect the issues of clean, renewable energy, water quality, and toxics in our environment. These were the primary areas of focus for Clean Water Action this year. We made this legislative scorecard to help you understand education efforts over the last two years, also known as the legislative biennium. We recap key policies that legislators introduced, our position, and, when possible, the votes. Though our policymakers didn’t make as much progress for Minnesota students as we hoped during the 90th biennium, they made some notable changes. For example, our legislators reached across the aisle to: • open Minnesota’s doors to great out-of-state and alternatively prepared educators; • support new programs to recruit and retain teachers of color; • advance trailblazing legislation to disaggregate student achievement data, and more.
